chad pergram. aishah hasnie has been taking a look at this debt limit agreement and where it satisfied some and ticks off others. aishah? >> hi, neil. chad is right. these republican hard nos feel that they had all the leverage when the tax began after the negotiations back and forth. here we are and they feel like they got outsmarted by the president. the deal doesn't go far enough. let's break it down and take a look at what they're upset about. this package brings discretionary spending levels down below the levels of this year. fiscal year 23. republicans for the bill are framing this as a big cut, bringing us back to 2022 spending. but some freedom caucus folks say this is not good enough. we have to go back to prepandemic spending levels. defense is a problem. the bill goes for biden's request. it allows for a 1% increase for fiscal year 25. but some folks out there like senator lindsey graham, your representative waltz, that's not enough. they're saying it doesn't keep up with inflation. we'

chad pergram now has the latest what might have come of that, where we stand right now, chad? >> reporter: good afternoon, neil. right now, garrett graves, republican from louisiana and patrick mchenry will go down to the white house. the team is coming to capitol hill to try to negotiate. they will do the other way around. something caught my attention from garrett graves he said we're still miles apart. this is what the speaker alluded to. the democrats will not cede the line on some amount of spending. let me get into the weeds on this. they have taken defense off the table. they have taken entitles, which is medicare, medicaid, social security. that means you're down about 15% of all federal spending. that is the universe of spending and you're trying to get those cuts and democrats say, look we can't give up some of these things especially if you come off of the bill that the house of representatives, the republican bill, that they passed in april. so you're going to have to have some metric of democratic votes. this is where hakeem jeffries yesterday, he indicated that's

let's get back to chad pergram. you got a couple questions in there. what was your take away from what you just heard from the speaker? >> the key he's trying to figure out the vote matrix between democrats and republicans to understand where the votes lie. the key here, he had this meeting with thomas massey, a member of the rules committee, if they were to lose three members you cannot get the bill out of the rules committee and put the bill on the floor. it's as though you are going to play baseball today and you have to agree upon the rules and if you don't agree upon the rules you can't play the game. that would be the debate tomorrow. one of the concessions that kevin mccarthy made to the freedom caucus was that he was going to let their voices be heard on the rules committee. so that's ralph norman, vehemently opposed, and roy, and thomas massey has not announced how he's going to vote on the bill but it was interesting, on sunday kevin mccarthy named thomas massey saying one of the provisions to tamp down spending is in here and thomas has indi
