very similar to senator chambliss and been clear. would just point out that if you look at what we did in the defense authorization in 2013, i brought in an amendment on the senate floor that passed 54-4 1 that prohibited transfer from guantanamo on a permanent basis from guantanamo to the united states. which was then changed in conference to a year. and so it's been the consistent policy of this body and i think in part certainly i share with what senator chambliss said in terms of the use of guantanamo where we capture foreign terrorists that need to be interrogated to make sure that we get maximum intelligence. that is key and that still remains a real important -- very important key issue for us. but also there is no plan from this president on an alternative. and so that is where things stand in congress. and i think that they're likely to stand there within the essence of a cohesive plan that makes sense and protects americans. i wanted to point out with regard to yemen. the president spent in his speech a lot of time on yemen

senator chambliss? >> thank you very much, madam chair.first of all let me commend you and the ranking member on working hard once again to produce what we all know from firsthand experience is a very difficult bill to produce, the process is always, always difficult to go through trying to match up on regions and all crops. i want to commend you. and i think we all agree that the farm bill needs to provide an effective safety net for farmers and ranchers to rely on in times of need. the agriculture producers face a combination of challenges such as whether am input costs and market volatility that is all combined to determine profit or loss in any determined year. 2084 bill provided a strong safety net program for producers and successor legislations must adhere and honor the same commitment made five years ago. and while i appreciate the comments of my friend from kansas relative to the approach in the changes that were made between last year and this year, we are not guaranteeing anybody a profit. the 2008 bill was the most market owing

saxby chambliss says terrorists will view today's speech as a victory. >>> let's get an update on that sinkhole in downtown d.c. richard jordan on the live desk. >> reporter: jim, we are hearing that terrific along 14th street, only the southbound lanes will be reopened at any moment now and district officials have said that they will try to get these lanes cleared to accommodate that big rush of people heading southbound. however, the northbound lanes, they're going to stay shut down. again, 14th street between new york and pennsylvania avenues, you should be able to move southbound. the entire stretch of 14th street has been shut down since that 15-foot sinkhole opened up at f street earlier this week. f street remains blocked between 13th and 15th in both directions. it's only 14th street southbound between new york and pennsylvania avenues that is now open and we're expecting that repairs at the sinkhole will last well into the weekend, now only on those northbound lanes. at the live desk, i'm richard jordan, news4. >>> right now leaders of the boy scouts of america are in a closed

>> well, there certainly has been response, a kind of across the spectrum, you had senator chamblissimmediately after the speech that this is somehow a victory for terrorists, that terrorists have won with this kind of outlying by the president. but it's surprising to me, you heard lindsay graham, the republican from south carolina, john mccain, in the press conference after his speech sarks there are parts of his speech that we could have given. and while there's certainly distance between the president and some of the republicans, i think there might be room for compromise on issues specifically like guantanamo, certainly mccain and graham have vocal about closing it. will they walk the rest of the distance and work on a plan with the president, that remains to be seen. but the response from the republicans hasn't been exactly entirely supportive, but at least they're suggesting there's some room for compromise on this. >> when it comes up to closing gitmo, that opens up a brand-new can of worms. meanwhile, we remain actively funding gitmo. >> it's a mess that was dumped in his lap
