charlie rangel, a lot of our viewers know charlie rangel. he has been in the united states congress for 43, going on 44 years. 60% of the vote is now in. charlie rangel slightly, slightly ahead of his democratic party challenger adriano espaillat. but less than a thousand votes difference. that's not big 60% of the vote in alexandra. this is an important race. charlie rangel says it's the last time he is going to be running. he 184 years old. he certainly wants to win. it's going to be close. >> it's going to tells us a lot about what this community, harlem is today. it was just two years ago that the voting maps were redrawn. it was 2012. part of the bronx was added to this district. that's when we saw the majority of voters become hispanic in this predominantly -- >> hold on for one moment. hold on for a moment when i talk to you. get that microphone closer to your mouth. it's noisy. >> it is. it's pretty loud here. >> we're ready to make a projection. cnn projects that thad cochran, the long-term republican senator from mississippi will w

charlie rangel must be pretty nervous. >> we imagine so.ut everyone involved in this race and in these two campaigns has been preparing for a very long race tonight. they had a tight fight on their hands. and they knew it. we're not expecting to see the candidates until much later. this is charlie rangel's headquarters. of course he's got his supporters here. but we know that we won't see either state senator adria adriano espaillat or charlie rangel show their faces to their supporters until they have a better hand of what happened at the polls today. flash back to two years ago, wolf. you the same two candidates in the primary in 2012 that was a razor-tight race. what you had happen in 2012 is senator espaillat conceded the race, later recanted and concede again on july 9th. the votes ended up being about 1100 vote ace part. that's why congressman rangel won the primary. it took more than a week after the primary to get the final count in. when you're talking about a race that is predicted to be this close, everyone is going to sit back a

so you have charlie rangel, who is 84 years old this month.hen he defeated adam clayton powell. now for the first time it's close. he's up 47-34 over his closest challenger. there are three other challengers in the race. but his challenger has this thing going for him that he's hispanic. charlie rangel is half hispanic, which is a whole other story. is it even possible that charlie rangel is actually in jeopardy? then let's talk a little bit about what that means in the bigger picture with african-american politicians who really don't typically get much of a challenge. >> he is in jeopardy. he may win the race, the latest polls show him up by 13 points. but he's definitely in jeopardy. he could lose. you know, this is another case of where a district was redrawn. charlie has historically represented a majority african-american district. now it's majority latino. so it's one of the main reasons he's in jeopardy. another reason he's in jeopardy is just simply the fact he's been around so long. barack obama was 9 years old when charlie rangel wen

we have also been showing if they charlie rangel rally.me out even though that race had not been declared quite yet. it is almost ready to be called charlie rangel up by five or six points in the 13th district. in new york city winning his primary payer on his way to winning the primary in new york city. back in mississippi we are joined on the phone by politico reporter james hohmann who has been watching the results from mississippi. james hohmann what was the difference this time around? he lost to chris mcdaniel by 1400. >> this is a really remarkable come-from-behind victory and there's a lot of credit to go around to the republican establishment which really mobilized in a big way. there was talk after the june 3 primary that it's been 30 years since there has been higher turnout in the runoff of the senate race than the original primary. it would have been very easy for the party in the u.s. chamber and republican senate committee to save this was a wonderful race and to save their resources but they pushed in a couple million bucks

obviously you played the sdpreen charlie rangel's celebration last night. the striking thing to me about the results is this is a rematch of a race that happened in the democratic primary two years ago. he nearly beat rangel then. it took two weeks to get that officially finally resolved. the margin actually very similar, if you look at the map of this district. there's a very stark, a very striking divide. this is a lot to do with ethnic divisions. the more dominican latino portion of the district, the western part and northern part strong for espaillat. the heart of harlem, very strong for charlie rangel. really the issue was charlie rangel bought himself one final term, a 23rd term in congress by promising everybody in this campaign this is it. you can pull the lever for me one final time. i don't think he's going to look at this now and say i want to try again, but we'll see. >> right. what else did you see in new york last night in some of these house races? it looks like republicans feel pretty good. they're actually targeting quite a few seats in new

charlie rangel. alexandra field live for us in his district of harlem. 43 years in office. third longest serving active member of the house between dingel and coners. when rangel says this is it, is this really written in stone? you talked to him. >> i mean brooke that's what he is saying. frankly, he has said it a number of times. we will have to see if he is forced to retire earlier than he had planned what he will choose to do. at this point this is a guy who feels very confident about this race he wants those two more years in washington. the fact is that this is still a very tough race to call. turn out is expected to be very low today. this is the only race on the ballot in this district. there actually was a poll released about a week ago from new york one they put rangel a 13 point lead. it certainly would sound like a lot but both campaigns say they are geared up for a very close race. >> thank you. we mentioned those five races we are really watching. we will take you to mississippi coming up. also today federal safety investigators looking into

it was hard to overstate charlie rangel's position and power in harlem rangel's position and power ine in democratic politics. what's going on here with the change tuesday? >> the congressman is fighting this battle on two fronts, really. he's obviously, as we heard the sound bite, with the senator who has a real political base in both washington heights and the bronx, where the congressional lines were redrawn in 2012. so he's fighting the -- really the -- a growing amount of people who want to see the senator win this election. and on the other front he's fighting against a pastor named michael warren, the pastor of first corinthian baptist church. he has a particularly strong following in central harlan. so he's fight thing battle in his own community against an african-american candidate, and also against the senator who has, you know, gotten lots of strong endorsements and lots of people in the political power structure want to see elected. >> the fact that congressman rangel is in so much trouble here too, do you think that says anything about an evolution about the type of poli

it's early still we are also keeping a close eye on new york's 13th district where charlie rangel is in a tough fight for his third term on capitol hill. did you know he's 84 years old? 84, and fighting to hold on to his job. the polls close jud just a mome ago, his challenger is adriaadriano adriano espaillat. the polls are closing in the west as well many in colorado, tom tancredo the incumbent is favored in that race. joining me is brett baer. is he really 84? that's not really the headline. but thad cochran, if you were the same age as thad, we were one-year-old babies in our cribs when thad cochrans went to washington, and now we're old 43-year-olds who may be sitting on the anchor desk when he goes out. >> that's a good sign looking at the turnout numbers. he has been trying over the last few weeks, to put together a coalition. some of them may be democrats, some of them may be moderate republicans. some may be independent. anybody can vote in mississippi's special election runoff primary here, except the 86,000 democrats who voted in the june 3rd democratic primary. and basica

that's the refrain from charlie rangel. and in a sense, that's what's on deck when you're talking about an incumbent, somebody who's brought home financial resources to the district. is that what made the difference, even though a small difference? >> i think that and sentiment. i mean, charlie rangel is a beloved, legendary figure in that part of the state, in harlem, and his district. i think that's what may have pushed him over the top if, in fact, he gets there. and we're talking about 1828 votes as the difference, which is amazing when you think that this is a seat in congress. there are 47,000 people who voted. the winner will have less than 20,000 votes or so. so for that few people coming out to support you, you can become a congressman. and now he's done it 23 times, perhaps, which is an amazing record. of course, the last few years have been diminished. but he's still a formidable figure. all politics is local. another cliche people have around election time. when i went out there a couple days ago, he said the di

in this case charlie rangel is a legend. when he leaves there will probably be a hispanic representative to take his place. it's rangel. people don't ignore what he's done for harlem. he's a controversial figure. a figure of another era. he's going leave shortly and the district will change and the representation will change. >> which candidate is better for the democratic party? >> it doesn't matter. either one is going to win. what it says is even if he wins the round, he's gone eventually. rising hispanic power will produce another dominican or hispanic candidate. when you look at new york city, the locust of black political power left harlem a long time ago. it's central brooklyn. that's where most of the, you know, political worlds rising star is for african-americans are coming from. that's the base of political power for african-americans in new york. it's not harlem anymore. harlem is not the place it was when rangel was elected to the seat a long time ago. >> nick, thank you very much. beth, i appreciate it as well.

what that basically means is yesterday the majority of people in charlie rangel's district voted foromeone else. your thoughts on that dynamic, even as he looks to be heading back to washington for what he says will be his final term. >> and i think it's going to be his final term because he probably will not get re-elected again if he runs. he keeps surviving these scares. but it looks like his voters want him out. there are reports of younger voters moving in, people who have not experienced charlie rangel during his heyday. now they see him tarnished by these ethics controversies that swirl around him. but what is interesting here is how he survived in a time when congress is becoming a much more younger and younger institution. a lot of folks in their 40s, 50s, even some folks in their 30s starting to replace the 70 and 80-year-olds. rangel seems to be one of the last of the few folks in that class, the people who were with john dingell, with henry waxman, the old democrats and republicans who are here on the hill who seem to be departing. rangel seems to be on his way out. not t

but the 22-term new york kongs charlie rangel defied the doubters and kept the seat. another political obituary ready for the institution on capitol hill. joining me, chris cillizza, casey hunt live in mississippi with more on the senate run-off there and want to begin with ron allen, live in the harlem section of congressman rangel's new york city district. this is a rematch for congressman rangel. he was declared the winner early in 2012 and a race that actually turned out to be very close, so what are you hearing from the campaigns today? >> reporter: well, of course, optimism and inevitability and all good things but you are right, peter. it was a race decided by about a thousand votes. of course, very low turnout elections and still a thousand votes is a very narrow margin. this time around, the camp is insisting there's more what they're calling institutional support. grassroots organizers and think get out espaillat's vote. he's been in the state assembly and senate and trying to enlarge the base in a congressional district. tall order given the legendary prese

charlie rangel has won 22 times. he wants one last hurrah. maybe more. this is what he does.day and we were with him. he was his old self. quite a character. a lot of people think it's time for a change. >> espaillt were on the daily run down. they addressed the issue. take a listen es --s he has become a liability for the democratic party. >> i think that issue is behind us. i think we're talking about who is best qualified to serve the congress now. >> all right. is that story a major issue here? >> well, yeah. it's sort of the issue. do you want more of what you've had for the last several decades or do you want something new? that is the choice here for voters. we talked to a number of people. the turnout will be small, as it is in primary elections anywhere in the country. but, yeah, you're talking about a historic figure rangel versus a relative newcomer who has never been elected to congress before who has the demographic shift the momentum behind him. again, some inevitability in this. that somebody will take rangel down eventually. >> a similar story line we're seein

and the whole harlem political machine that charlie rangel has really been in charge of for a long time has really tried to put a lot of pressure on him to get out of the race and he's refusing to do so. so the rangel folks are worried cosiphon off some of the black vote, especially now when this district has changed as much as it has. because this district used to be-- . >> woodruff: let's look at the map. >> this district used to be majority african-american through harlem but you can see the green section plus the blue used to be what the district was before redistricting. then what happened was they added these purple sections up top in the bronx which is a little bit-- was a lot more heavily latino so you took a district that was, you know, 46% hispanic, now it's 55% hispanic. 40% of the district foreign born, most of that is dominican. so that is really where, you know, rangel only pete espayote by about a thousand votes last time, and immigration has only group saend 84 years old, served since 1971. and she has really tried, as well as wallrun to say this guy has been around too

maybe you do. >> like it, charlie rangel has been around a long, long time.ig problem is it has changed. this might be their race that gets them. you know, oklahoma, exclusively democratic to almost exclusively republicans. this disappearance of the boll weevil. it is really an interesting change. the danger that i see in a place like mississippi or even georgia which we have not talked about, of people are enlightened democrats, and they're is so much mudslinging, especially on the republican side in one race or the other. you might have people go to a name that is well-known. that could happen. the same thing in mississippi. tired of all this banter. they have voted democrat before. lou: nowhere more clear that capitol hill where we have treatment, contemporaneously hearings on the obama white house scandals. what is your reaction? there has never been a time, i think including watergate, that approximates this kind of the white house emerged in real political trouble. >> and when you look at this, the democrats stand up and protect this guy, i think when w

>> nobody talked to charlie rangel about that. when he ran two years ago and won his 22nd term, he was actually in a walker. he had had some real serious health problems and still managed to squeak it out. this time around it's like he was ten years younger, all over the place. have him footage of dancing with aretha frank lip. he ran the table basically, sort of like a political clinic on how to do retail politics. shook every hand, kissed babies, ran all over the place and raised more money than his opponents and we called the race at new york one. we've been following this pretty intensively. >> cnn still has not. >> cnn, a.p., others are waiting. in fact, there's a couple of thousand vote margin between rangel and his nearest challenger espaillat. on the other hand, the number of outstanding ballots, federal, affidavit ballots cast yesterday, equal exactly that so unless almost every single one of hthose come in for the challenger, it looks like rangel has his 23rd term. new york city's board of elections has screwed up in the
