cheryl dorsey, it's good to have you here to talk about, we talk a lot about deescalation. and when you look at what happened here, that did not seem to happen. what in your view should have happened? >> well, what shaud haould have happened is hthat the officers should have broadcast a perimeter, providing responders with a description of travel and the suspect who was purported to be in control of their taser and contain the area and try to take the person into custody within that perimeter. you don't get to shoot someone because you can't catch them. and so i'm happy to see that this action has been taken by the mayor. understand that they can move swiftly when they want to. be clear, the police chief stepped down, which is very different from leaving the department. she will assume a different role on the department. she's only changed office and changed title. so be clear about that. and we'll see what happens. i think when officers are held accountable, their peers will start to understand that they're going to have to can comport themselves in a way very different fr

so let me bring in retired lapd police sergeant cheryl dorsey. and so first explain to those, when we hear anti-crime team, the men and women now reassigned, what exactly do they do and do you think this is a good decision on behalf of nypd? >> so this is a unit much like what we have here in los angeles within our metropolitan division. these are the officers who are sometimes in uniform or plain clothes and they don't respond to radio calls for service. they do proactive pretext stops in the hopes of finding someone who may have a gun or have drugs. i call them elephant hunters. the big game hunters. the billy bad a. these kick butt and take names and jump out of cars anonymously in plain clothes uniform and rough people up and sometimes they get the wrong person and then they just drive off, my bad. not even an apology or a business card. so while this is a great first step, let's not get beside ourselves here because this is the same shea who said when he took office that the citizens of new york are going to respect his officers. i hear folk

also with us is retired lapd police sergeant cheryl dorsey, the author of "black and blue." grateful to have your law enforcement expertise with us this morning. what do you see when you watch this tape of this long encounter that police had with mr. brooks, and what are police supposed to do if a suspect wrestles a taser away from a police officer and then attempts to shoot it at an officer? >> what i see are poor tactics used by these officers. they clearly did not anticipate that mr. brooks might run away. you should always anticipate that a suspect is going to try to get away when you put handcuffs on him. what the officer should have done was, as he ran away, they should have set up a perimeter, got on the radio, requested additional units, direct them into the area, provided a description of the suspect, a direction of travel, and then try to contain him within that perimeter. you don't get to shoot someone in the back because they take your taser and because they run. i said from the beginning this was punishment and now we know in the officer's own words, we hear one

joining us now is cheryl dorsey, she's a retired lapd police sergeant.so have shean smooth, the director of the police benevolent association in yul and also a former administration of obama's task force on 21st century policing. great to have both of you and both of your different perspectives. when you hear about what the minneapolis city council is proposing, dismantling -- it is more than reform. this is not just another word for reform. it is dismounding their police department, what are your thoughts? >> well, listen, this isn't the first time that a police department has been dismantled. that happened over in the ferguson, missouri, before ferguson, it was another police department. so if you have officers who are inclined to misbehave and a police chief who coddles, shelters, and condones it, it's time for a move in a different direction. >> and before i let you go, what does that mean? >> what would dismantling a city police force mean? how could they continue to protect the public? >> it could mean giving jurisdiction to a neighboring county, s

this is 27-year-old rayshard brooks, and i want to bring in former lapd chief cheryl dorsey who's joiningrsey, let me ask you for first your reaction to this swift call by first the mayor saying she wants the officer involved to be fired and that the police chief is stepping aside. >> well, listen, every police chief serves at the pleasure of the mayor so this was an easy fix. in terms of the officers, they're entitled to due process and i don't know that they will be able to be fired on the spot unless you want them to get their job back, but you see, swift action can be taken when they want to. >> so, it's interesting that the video we've heard so much about apparently is from the wendy's surveillance cameras, and some body cam video as well as video from people who were at the scene or nearby that investigators currently have and are using. the mayor is saying, based on what she's learned, she does not believe lethal force was justified. what are your thoughts about whether lethal force would be justified in an incident in which, you know, a person points a taser, which he had gotten f
