president chiu: mr. benson? >> through the chair, brad benson, special projects manager for the port of san francisco. supervisor campos, to your question, the port, working through the department of public works had bid a contract, a professional services contract for ceqa review for the pier 27 cruise terminal project last fall and e.s.a., environmental science associates, was selected as most qualified respondent for that waterfront oriented work and the idea here is to add the america's cup scope of analysis to that underlying cruise terminal e.i.r. during that bid process, h.r.c., the human rights commission had established an l.b.e. participation goal for the professional services contract of 15%. e.s.a. came in just slightly above 30% and the port's intention to exceed h.r.c. goals and contractor has indicated their willingness to meet their prior bid for l.b.e., so that would be 30% or more of the contract amount. supervisor campos: thank you, and thank you and the rest of the port staff for your efforts

president chiu: thank you. next speaker. >> mining is frederick napknapp. i am an architect practicing in san francisco. we evaluated whether 1269 lombard street is eligible for the california register, which would make it a historical resource porpoises of ceqa. the california register has four criteria for ceqa. we agree with william pasteur, the foremost authority on the history of russian hill, that it is significant under criteria 3 port architecture -- three for architecture. the original physical characteristics which tell its story must be retained. today, 1269 lombard street does not retain historical integrity and does not contribute to the significance of the potential historic district. because of the 1980 addition you saw, which significantly altered the architecture of the building and the setting conditions which mr. butler has focused on, and because of partial demolition and excavation in the 19 nineties -- we agree the house is a historic resource. still, 1269 lombard street is not a historic

president chiu: thank you. next speaker. >> good afternoon, supervisors. do not give money to the friends of the foundation. as i pointed out, there is a new report from the department of public works regarding the current state of the branch library improvement program. what does it show? there are different ways to look at it, but these are dpw figures. the private nonprofit claimed it would raise $6 million. the original bond program was $105.90 million. at its inception, the friends were making a commitment to raise 15.1% of the public share. the program is 60% complete, and so far the public has extended it. the friends have contributed just zero points 7%. the state attorney general's office shows the raised $31.70 million during the same time. the program is so agreed to sleep over budget because they had to stretch out the time for these people to raise money. never mind the harm to the public of the library. never mind the damage to the public trust. never mind all the good this money could have done,

thank you, president chiu, for joining us today. president chiu: we have the item in front of us that has to do with a charter amendment passed by 60% of the voters requiring the mayor to appear monthly at the board of supervisors. we are considering an ordinance to held this policy with open government, dialogue, and transparency. it was drafted in consultation with the mayor. those of us on the board can as k meany mayor -- any mayor in private conversation. that being said, voters wanted questions to be asked and answers to be given in public. i don't think that san francisco is looking for a question time to be an opportunity for the exchange of sound bites. the language is clear. when we have question time, they are supposed to engage in formal policy discussion with the mayor. with questions provided in advance of the meeting said that american be prepared to give in- depth answers -- so that the mayor can be prepared to given that answer in-depth answers. this is a balance of what many of our colleagues wanted and what the ma
