president chiu? >> you can't sit on -- president chiu: thank you, mr. chair. colleagues and members of the public, i again want to thank you for the years of work folks have provided to this project. as supervisor elsbernd knows, this is a critical project in the vision of what we are as san francisco. it is about smart growth, transit-oriented development, housing, and preserving and protecting rent-controlled. as a tenant, i have been concerned about the issues that have been raised by tenants around rent-controlled. many of us have spent days studying these issues and want to see them addressed. that is why earlier today, at 9:00, in our land use committee, i offered numerous amendments to make sure we are protecting and control and our tenants. i want to summarize the them for those who did not have a chance to follow what we did in land use. i have made developments -- i have made changes to our development agreement to make protections for tenants related to the transition that will occur as folks move from where they currently live into the new developm

supervisor chiu: that seems troubling to me. if this is just based on operating expenses -- the asian- american community only gets 6% of your total funding. i'm still trying to understand why is it -- how do you and at justifying that given the community that we serve and wanting to make sure we are fairly funding the various diverse communities we have in the city? >> i think it is a fair question. the pattern of the allocation is a historical pattern of allocation. i think it's within the purview of both the mayor's office and the supervisors to look at the city's policy at the way these funds are allocated. that's a fair question. the arts commission has launched two studies to look at the needs of the asian american cultural community and the need of the latino cultural community. the studies were launched in response to the demographic information the census has given us. we anticipate being able to provide the supervisors and other public officials with the results of these studies in the months to come. based on the info

supervisor chiu. supervisor chiu: a couple questions to follow-up on involving city college. at the southeast campus you obviously have a lot of activities there related to your department's work. how did you come up with the $228,000 for that lease price? >> i have no idea. historically, the building was really almost taken over by city college. in fact, when we started working with different agencies, they thought city college owned the building and it was their building. i think historically the p.u.c. said, it's your building, you should pay for the upkeep on the building. it's been the last year saying, no, it's not. it's the p.u.c.'s building and we should be making a difference in the community and so we've been taking on a whole different view of what that rate and what the rent and who should pay for security and who should pay for all that. historic cost was really probably the cost of maintenance on the building but i don't know because we're not trying to keep to that. supervisor chiu: ok.

president chiu: ok. supervisor mar? supervisor mar: ok, i did want to ask about a number of people said that there was mural art work, and there was confusion was some of the inspectors with what is art and what is -- graffiti or blighted property. i know there are a number of community murals that some may see as graffiti, but it is really done by students or other artists that are in the community. >> murals that are sanctioned are not cited by the inspectors. we did speak to one property owner who did have a mural, and we did say that if it was defaced and tag, it could be posted, and these that are sanctioned are not posted as graffiti. supervisor mar: what does it take for a property owner to get a mural listed? i would assume that many property owners do not know that process, and that there are some done by schools. the mission district has a great mural, but i do not know if it is registered, for example. >> there is a program called street smart, where they put property owners in touch with certified muralists
