as well as modestly. thank you. president chiu>> my name is thad i'm a disabled veteran. we are not allowed to go to federal court. we cannot sue the navy or the va. the bureaucrats at the v.a. are total tyrants and their words is the final answer. in 1950, a veteran at the wrong way it -- the wrong leg chopped off and the supreme court ruled they did not have jurisdiction. therefore, for the last 200 years from the beginning of the va when you had over 100 men, women, and children shot in front of the white house because they were complaining about their disability what they wanted compensation, their blood spurred on the veterans administration because of the public outrage they created. in 1996, congress passed a law setting the veterans administration has to help veterans. they have not done that yet. now, what you have is 40% of the homeless people are veterans. you have more veterans dying on the streets than in actual combat. you have veterans coming back that our pilots from the air force that were given pharmaceutical speed to keep them awake for the long runs be

as well. president chiu: i also want to talk about a topic that supervisor avalos have been working on for many years, the topic of business tax reform. this is a discussion that the business community has had significant issues with for many years. we are the only city in california to tax the cost of labor. only 10% of all businesses are subject to our city payroll tax, and they unfairly shoulder that burden. i proposed a more progressive payroll tax. six months ago, mayor lee and i asked our city economist to research an alternative. i very much want to thank our staff for the tremendous work they have done, which is the basis of the proposal i am introducing today along with the mayor. i know supervisor avalos is also proposing to base on the gross receipts. this is a tax used in three dozen cities. it is structured in a progressive way, unlike a flat payroll tax. it scales up with gross receipts. i think it is a fair way to ask the business community to help us with city services. we are proposing six different services. i want to see business tax reform. i want to thank the business commu

as well. thank you. president chiu: next speaker. >> good afternoon, board of supervisors. veteran. -- i'm a u.s. army veteran. the medical cannabis committee crafted and passed the following letter to be voted on and supported by the task force. this is intended not only for relevance to the agency's but our own communities, medical cannabis businesses and collectives. san francisco prides itself on being a sanctuary city, however this about the case for one major population -- the medical cannabis community veterans. federal law supersedes state laws and veterans are caught in the middle. one major obstacle for veterans safe access is they cannot use or have cut their medicine in federal housing. locally, are sick and live law's targets are homeless veterans. nationally, on a given night, there are 107,000 veterans that are homeless. this is rising every day. our veterans who admit to be medical cannabis patients are being labeled addicts by our cities and by veterans' hospital. even worse, our committee heard testimony of veterans being denied their psychiatric madison's

as well. on the commissioner chiu: -- geary brt, i am happy to see that there are community meetings coming up soon. also, of ththank you for the ine people that these community meetings. commissioner campos: we have a question from vice chair wiener. commissioner wiener: i wanted to follow up on the question about the $660 million. it was an odd situation, awkward because the mtc representatives from the north bay has been extraordinarily supportive of san francisco projects because they really do think regionally and understand the importance of some of these projects, so it is always awkward and not to be agreed with them. i think we also all understood that the north bay and east they are entitled to their fair share of funding and all of that. the way this ended up being worded, and our colleagues in the north they publicly made clear, this does not segregate that funding only for east bay and north bay. basically, they give priority. if they come forward with good projects and get access to the money, but they come forward with projects that do not rate well with the fda, the other count

supervisor avalos: i will be supporting president chiu was emotion and the other motions as well. i do not believe we have gotten the strong level of information we have gotten, and i believe others in the past have shown a greater amount, and rincon hill i believe is greater than what is being stated. we should have a more affordable level of housing coming out of this project. i truly believe that with the profit margin that the president has indicated, it is not a lot to ask that we could mitigate the impact of developments happening and help them make sure that we could do more to construct affordable housing in san francisco, so i will be voting in favor of president chiu's motion. supervisor kim: actually, i do want to respond to supervisor avalos' comments about the apparent benefits to -- and not just market results, but comparing solely to luxury projects we have had here in san francisco. i think we have looked a lot at real-estate development because it occurs a lot in our district, and in a lot of cases, we approve and support development that we often do not need. i t
