good evening from new york, i'm chris hayes. in the most prominent liberal democracies around the world. election day is on a weekend, germany, france, sweden, belgium, japan, italy. the other countries they cast their ballots on solid saturday or sunday, when a lot of people have their day off and have an easier time getting to the polling. pretty straightforward idea. notably israel and south korea both we vote on weekdays but election day is a public holiday. celebration of voting and the democratic process itself, i think it's a pretty nice idea. for the purposes of civic morale but also because in voting is something we do as citizens, and it can be time consuming and people have busy schedules, and it should be the general public interest to be a make that process as easy as possible. that is not the case here in the united states, where we vote on weekdays, tuesdays. and do not have that day off, or we have this bizarre patchwork of rules and regulations spread across tens thousands distinctions. responsible for managing

chris? >> let's talk a little bit about something that we just touched on, and is certainly on the president's plate. logjams, ships off the coast of california, which are not only causing logistics issues, but environmental issues. >> as supply chain issues and port backlog continue, toxic pollutants are expected to worsen for some california communities. for example, in march, there were about 25 carrier ships idling and research shows that led to a spike in pollutants, equal to exhaust emissions from 50,000 trucks every day. well, now we're talking about four times that number of container ships at nearby ports, sounding the alarm for some environmental scientists. the ships release what's called particulate matter, which can cause cardiovascular issues like heart attacks and strokes. they tell the epa they're working to reduce diesel pollution. >> and i know you have a follow-up for us on those in-n-out locations that closed in l.a. county. >> reporter: you can expect longer drive-throug

the president is essentially making two arguments, chris. he's saying, first, this is an overbroad subpoena, the committee is asking for too much. and second, that even if it's not overbroad, these documents are protected by executive privilege. the confidentiality that the law enshrines for presidential communications. but chris, when you look at the underlying purpose of this committee and the law that applies, that you need to have a valid legislative purpose, what could be more important than investigating an insurrection against the united states? so clearly this is not overbroad. they're doing their job. and then on executive privilege, the complaint talks again and again about the president. but donald trump is not the president. joe biden is the president. joe biden is the one who decides whether to apply these confidentiality rules. and he said no as to the initial set of documents. so i don't think it will work. and as you point out, it's a delay game. nobody has had the chutzpah to make these arguments before. and donald trump is

. >> good to be on with you, chris. it's been quite a day in the senate. >> every day is a month's worth of drama. let's start with what just happened. the republicans voted to end cloture but none voted to raise the debt ceiling. they left that to the democrats and you passed it on a party line vote 50-48. i don't know what happened to the other two. what does that tell you about your future? >> it means unfortunately that we will be right back here in two months needing another vote configured exactly like tonight's vote in order to raise or suspend the debt ceiling going forward. chris, i frankly think part of what happened was mitch mcconnell became convinced he was playing this dangerous game of chicken too close to the line and there was a lot of passion in the democratic caucases about simply ending the rule that requires a margin for the debt ceiling and frankly he caved. >> why when he knows joe manchin wouldn't do it? >> i suspect he had a conversation with senator manchin and sinema where they expressed alarm
