our colleague, chris hayes, joins us to talk about what that's looked like around the country in the final hours of this campaign. chris. >> rachel, great to see you. at this point, it's fair to say the trump campaign has run out of people to persuade. 100 million votes banked. election day on tuesday. so there's not a lot of persuasion happening, right? so typically at this point in the campaign, both sides needs turnout. the trump campaign has another set of tactics they've employed along with the gop and rnc, which is intimidation, suppression and litigation. you have a president, for instance, celebrating this really harrowing, dangerous display brian mentioned earlier. it's a bunch of his supporters on a highway in texas who got in their cars, slowed down a biden campaign bus that was traveling through texas on the highway, sometimes to just 20 miles an hour. if you've been behind the car of someone doing that, you know that's really, really unnerving. the video of the incident we're playing now shows one of the trump supporters colliding with another vehicle, attempting to sort

i'm chris hayes. suppose it would be funny, maybe, if we weren't in the midst of a pandemic and it wasn't the president of the united states trying to steal an election. here we are. this is today's latest development. donald trump is flat-out suing for the presidency. just a short time ago in the wake of rudy giuliani's stumbling appearance in federal court in pennsylvania yesterday, the trump campaign filed amended campaigns in which they asked the court to nullify the will of the people, prevent pennsylvania from certifying its own election results and have a judge declare trump the victor and/or mandate, quote, that the results of the 2020 presidential general election are defective and provide for the pennsylvania general assembly to choose pennsylvania's electors. here is the kicker as articulated by the attorney, the trump campaign's proposal is that the trump campaign will obtain and count all or a sub set of the pennsylvania mail ballot envelopes and, based on the formula in footnote three, w

i'm chris hayes. coronavirus cases in the united states continue to spike at an astonishing, alarming rate. according to the covid tracking project, which we've been using over time, there are over 131,000 cases in the u.s. just today. that is yet another single-day record for the u.s. it is a record for the world. more significantly, those blue peaks there in the middle that we've talked about, that's hospitalizations. they don't depend at all on testing numbers. we know how many people are in hospitals. that hit a record high today. an all-time record high. more americans are hospitalized right now as i speak to you for covid than ever before. 62,000 americans in hospitals suffering with coronavirus tonight. while the death count hit its highest number since august 19th and will no doubt go higher. the head of the coronavirus task force, mike pence, has decided to take a vacation. and all this adds even more urgency to the presidential transition that is being delayed in the middle of this devastati

i love chris hayes too much and i love election returns too much. welcome back, steve. what's it looking back in pennsylvania? >> this is why i came back because i think there's going to be some votes overnight, and in the last few minutes more votes. three counties reporting out more of the obsenty vote. number one, we got more vote from lehigh county, more from delaware county, bucks county. allentown, philadelphia suburbs more votes to come. the effect of those votes you just showed it, trump now leading statewide by 22,000. before these updates it was 26,000. and the situation here again, our chris jansing reporting they are going to be working overnight in a lot of these counties in pennsylvania to get this vote finished, to get this vote reported out. we saw just about i don't know if it was about 45 minutes, maybe an hour or so ago, philadelphia they can do at their mks. capacity 13,000 ballots in an hour. they haven't always been doing that but that's their capacity and they reported out about 13,000 votes. and the effect was biden cut 10,000 plus votes out of t

i'm chris hayes. breaking news tonight out of michigan where two republican members of the four-person board of canvassers in wayne county, michigan, who are tasked with certifying the results of the election, have decided not to do that, citing virtually no evidence of preposterously bad-faith move. wayne county, of course, the most populous county in the state. it encompasses detroit. it went for joe biden by over 325,000 votes. the republican chair of the board says that she would be open to certifying the vote in communities other than detroit. huh. interesting. communities other than detroit. i wonder what she's getting at. local reporter nancy kaffer calls the move unprecedented in here 20 years in covering democrat in detroit. .democratic vice chair called the decision, quote, reckless and irresponsible. the michigan republican party appeared to be prepared for the turn of events, immediately coming out with a statement from the state chair which reads in part, quote, i am proud that due to the
