chris. >> hala gorani, thank you for that. >>> now to capitol hill where the house has censured a member of congress for pulling a fire alarm on the day of a key vote. nbc's sahil kapur is reporting from capitol hill. so censuring used to be a rare form of punishment. this is the third this year, although only the fifth, i think, of the 21st century. anyway, tell us what's going on and what the reaction has been? >> reporter: chris, the vote was 214 to 191, just three democrats joined republicans in favor of this censure resolution. the author of the resolution, congressman lisa mcclean of michigan, accused bowen of deliberately pulling a fire alarm, but opening a door he wasn't supposed to in order to obstruct the house vote. bowman said he wasn't trying to obstruct the vote. he was trying to rush to the vote. he has noted that he has since apologized for it, took responsibility and settled the issue with d.c. by paying a $1,000 fine. the ethics committee voted against it. bowman did what he was supposed to. he stood there as the speaker read the votes out loud. mcclain has endorsed donald

chris. >> jake, let's talk about zelenskyy. his previous visits to capitol hillth war reaching a two-year mark in february, how much more difficult is this than previous trips? and do you agree with sahil that the chances, the odds are against him that he can break this stalemate? >> reporter: i completely agree with sahil for a number of reasons. what you're asking and sahil said this, what you're asking congress to do, what republicans are asking congress to do is to solve one of the most be devilling issues, which is the status of the boarder and migration laws. there's an intractable issue here. republicans want to clamp down on the people crossing the border. they want fewer people to cross the border. democrats want to process people quicker and don't necessarily want to bring the numbers down. those are in direct conflict. that's number one. number two, there's a separate issue about why the aid package is more difficult than others. house republicans and senate republicans feel as if the administration has not given them justifications for the continued s

just can't wait, and the backdrop to all of this politically, chris, is these continued negotiations that are taking place on capitol hill, that the white house is a part of, which is directly linked to funding for ukraine, for israel, for taiwan, at the heart of the matter here is additional border policy changes that the president is the one to say have to happen that there needs to be compromise here and that he is willing to really make some significant changes here because in his words, the system is broken and needs to be addressed, and that's why he's dispatching these top aides to go down there and continue the conversation. the real question, then, chris is what can come out of that. without that congressional funding and with those talks a bit stalled, it's not clear that there's much that can be done in the immediate, but the context also to this is manuel lopez obrador is nearing the end of his term and his time in office. they're trying to get as much as they can interaction and engagement wise during this period. >> david, there's the reality of this and the politics of this. republican chip roy defended sp

hill." good morning. let's get right into this. help me understand the influence of chris sununu. popular in new hampshire, but is he an effective surrogate with the base who still love trump? >> i think a lot of political watchers were asking the same thing. remember in iowa, we saw iowa governor reynolds endorse ron desantis and that hasn't done too much to drastically increase his poll numbers. so i think when we saw chris sununu endorse nikki haley, there were questions about how valuable this endorsement would be. but in new hampshire, where retail politicking is huge, where sununu is a popular governor, i think that it certainly does make a difference with voters there. and i think that chris sununu as the governor of new hampshire represents sort of a different kind of republican than a trump. i mean, he is not in the trump wing of the party. i wouldn't say that he is necessarily more moderate, but he is not with this populist wing of the republican party. but you bring up a good point. we see that in new hampshire even though it is a bit closer than iowa, most republican v

chris murphy and his republican colleague, james lankford, met yesterday in the basement hideaway office of independent senator kyrsten sinema who's also involved in this effort. nbc's julie tsirkin is on capitol hillsman carlos curbelo is an msnbc political analyst. so julie, what do we know? what's the latest on these talks? >> reporter: well, we know that republicans have given another offer to their democratic negotiators including independent senator kyrsten sinema yesterday. we also know that that offer was tepidly received. chris murphy left the meeting with a sour look on his face. again, we don't know the concrete details of what's in this offer yet, it's something we're talking to sources about and trying to nail down. the bottom line here is it still appears according to conversations i've had, that this is still going a step too far in a direction the democrats and the house and senate might not be willing to accept. and of course then you have the dynamics of the republican-controlled house, a very slim majority for speaker mike johnson and growing slimmer by the minute with mccarthy, the former speaker set to depart. is that something that is even going to be put on the house floor. a

hill. how urgent is the need and what are you hearing about the chances zelenskyy can change minds on this issue and get it moving? >> reporter: it is widely seen as urgent, chris, but as zelenskyy has a very tough challenge ahead of him and that's largely because some of of the republicans who are supportive of additional aid to ukraine have bought into the idea that it must be linked to a major immigration policy piece, specifically restrictions on asylum and parole and those negotiations in the senate have gone badly, even mitt romney and mitch mcconnell, two republicans who are in favor of aid to ukraine, say there won't be any without an immigration agreement. as far as negotiations, on the asylum piece, according to my sources there has been progress there. democrats have been willing to put policy changes on the table, including raising the so-called credible fear standard against the wishes of some immigration advocates. there has not been as much progress on the issue of parole. republicans want sharp limits to presidential powers and granting humanitarian parole. and there is also a kind of a dispute about the parameters of t the negotiations. let's p

hill now meeting with staffers from republican and democratic offices, meeting with some of the lawmakers involved in these negotiations. this is a serious process right here, but it is not a simple one. chrislead democratic negotiator here, said this is a more complicated issue to negotiate right now than the deal he struck just last year on guns. that was another issue that took more than a decade to have any measurable progress on. so, this is sticking, it is messy, it is not going to get done before christmas, but i do think there is room to get it done, you know, both sides are kind of able to stay in the room. >> congressman, can you draw on what garrett just talked about? i want to use some of the terminology he used, i think it is important. it is sticky, it is messy, it was more difficult as chris murphy said to get something like this done than it was for bipartisan gun legislation, which we know how difficult that is, especially in this congress. walk us through why it is so sticky, why it is so messy. >> well, yasmin, immigration has been an issue that both sides have exploited for political gain and in many cases it has been convenient for both sides to not make any progress on
