chris martinez reports from los angeles. >> reporter: the nation's pediatricians are beefing up their teenagers and marijuana use. a new report from the american academy of pediatrics findings as more states legalize the drug for adult use, more teenagers think it's safe. >> marijuana is not a benign drug for teenagers. teenagers are at a critical time of development and they could have life long impact. >> reporter: the report says the drug is more addictive that can affect learning and regular use can lead to mental health problems including anxiety and depression. california and 28 other states are under medical and recreational use for adults over 21. and doctors warn some adults who use the drug may think it's okay for kids. the doctor says parents need to protect their children. >> parents need to alter their behavior for drug use to not use in front of their children. >> reporter: with about 20% of high school students using marijuana, experts say it's critical for pediatricians and parents to discuss the dangers with kids. chris martinez, cbs news, los angeles. >>> coming up a

chris martinez reports. >> reporter: residents near california's troubled oroville dam were relievedo be allowed home tuesday. >> nice to be back in the neighborhood. >> reporter: officials are confident they've sufficiently reduced the lake level behind the dam. though the evacuation order is lifted it comes with a warning. >> they have to be vigilant. they have to pay attention what's going on and there is the prospect that we could issue another evacuation order if the circumstances change the risk increases. >> reporter: they hope the lake level falls 50 feet before more heavy rain moves into the area this week. last week the main spillway started showing signs of stress, concrete gave way opening a massive hole the size of a football field. the emergency backup was opened but that spillway is also badly eroded. 125 construction crews have been working around the clock to repair the damage. >> this is an aggressive, you know, proactive attack to address the erosion concerns. >> reporter: two helicopters are transporting concrete slabs and bags of gravel over to dump trucks. about

chris martinez reports. >> reporter: rescue crews pulled people from their cars and used rafts to move home owners to safety after flood waters left that san jose neighborhood submerged. >> take my daughter to school and look and see this and i'm like what's going on. >> reporter: she says the fast flooding took neighbors by surprise, surrounding dozens of homes with water possibly contaminated with sewage. >> water goes up like this much. >> reporter: officials say anyone who has been in the flooding must be decontaminated from the potentially toxic water. >> a lot of people need to be taken out, they're being taken out one apartment or one house at a time. >> reporter: for a third day, powerful storms dumped record amounts of rain in northern california, leaving roads under water and pushing rivers beyond their banks. the flooding in san jose comes after a nearby reservoir reached full capacity, spilling water for the first time in nearly a decade. emergency crews also rescued several homeless people from an encampment near a flooded creek. forecasters say since october, more than 24
