where the budget deal reached by paul ryan and patty murray will clear the first legislative hurdle this afternoon. joining me for our daily fix chris cillizza, msnbc contributor and host of tv's in play. and kelly o'donnell live on capitol hill watching these documents. kelly, i want to start with you. do we expect this to pass? i believe they vote later this evening at 6:00. do we expect strong bipartisan support? >> it will need a lot of democrats and get a lot of democrats to get passed today. if people are frustrated, take a look today and you'll see the house and senate quite busy wrapping things up at the end of the year. this budget agreement which was orchestrated and negotiated by paul ryan on the house side, patpa patty murray on the senate side, both will say imperfect. what it does provide is certainty the government will not shut down for two years. some modest deficit reduction down the line. the biggest thing is perhaps a sign that congress can get some work done. that seems like a small goal but right now that's probably a goal worth at least putting on the board. so there are a lot of conservatives who don't like t

chairwoman ator patty murray, our three conferees, congressman chris van hollen, our ranking member on bument, our assistant leader, jim clyburn and the ranking member on appropriations, nita lowey, for bringing this fight to a draw. i think that's really where it came out and it -- hopefully it will go forward today and enable us to clear the table, to set the table for other debates as we go down the line. whether we're talking about job creation, whether we're talking about raising the minimum wage, whether we're talking about passing an immigration bill. let us get this out of the way. having said that, i just want to say about the republicans, they never miss an opportunity to miss an opportunity when it comes to job creation. in this bill, in this budget we could have had, as chris van hollen suggested, investments in short-term and long-term growth. just to close -- to close a loophole, we could have built the infrastructure, built infrastructure in our country, creating jobs immediately. close a loophole, we could have built the human infrastructure by investing in early childh

murray and paul ryan have reached that budget deal, can they sell it to the rank and file? they're already hearing protests from tea party republicans and some disappointed democrats. chrisvan holland played a key role. you've got the deal. is goiit going to pass? >> well, our mens are still looking over the details. if you weren't immersed in these negotiations, there's a lot to look over. i think most people will probably conclude this agreement, no matter how small, has across the board cuts and no threat of government shutdown. this is obviously not a perfect agreement. i would not have written it this way. one of the issues many of us democrats believe we absolutely have to deal with before congress packs up its bags and goes home this year is the issue of extending unemployment compensation. so there are a number of things we're looking at to try and at least get a vote, force a vote on that issue and hopefully prevail. >> and what about the minimum wage? >> well, i'm a strong supporter of boosting the minimum wage. that will be at the top of our agenda when we come back in the new year. the president has said that's a big part of his agenda. to make sure that work

chris van hollen. although there will be some drama. know paul ryan, very familiar from the presidential campaign -- >> i think we know paul ryan from the presidential campaign. where does patty murray fit in this? does she have support? >> she has a lot of credibility within the senate democratic caucus. she was handpicked by harry reid to run the budget committee. she is a veteran of the supercommittee negotiations. she has dealt with paul ryan for several months. i think it is pretty clear democrats believe that she did hold her own. she did not get what she wanted. paul ryan did not get what he wanted as well. this is a standoff, a truce. i think both sides have something to show their respective parties, but they have a lot of work ahead of them. i don't think anyone on the democratic side faults patty murray. >> bob nardelli from cerberus. a question. breakingistened to the news last night and congressman ryan was talking about no increase in taxes, i breathed a sigh a relief in the first thing i read this morning is airline passenger rates will go up. the devil is always in the details. what is going on? can you explain it? >> when you go to the house budget committee website
