christie smith is live with a look at the change. it's going to let ships connection electrical power on shore, right? >> reporter: yeah. good morning to you, scott. the ships look like they are idling. what they are doing today is a major step forward toward cleaning the air. we are at apl at the port of oakland. what they are going to do is turn off their ships diesel power while they are here at port and connecting to power on shore. it's cleaner electric power. it's called cold ironing. air quality has been a major concern with people living in oakland with concerns of asthma and pollution. this is backed by a $4.8 million grant. it's a partnership with the district. shore power could cut 50,000 pounds of nitrogen oxide. ships generally put out 500,000 pounds of toxins a year. they are going to start plugging in while they are here at port. we are going to look at that, coming up in the next hour. christie smith, today in the east bay. >> thank you. 4:33 now. state corrections officials about to change the way they monitor sex of

christie smith is live with more on this story. good morning, christie. >> reporter: good morning to you. you know, when this happens, it's going to be quite a sight. 800 nurses walking the picket line for five days. comes down to a couple things. first of all, contract talks stalled and nurses saying the hospital isn't covering their health care expenses the way they used to. at least that's the proposal. it amounts to about $4,000 and a proposed decrease in employer covered expenses. the hospital proposed to change in their health care plan after the contract with the nurses union expired. that was last may. in october, that prompted a three-day walk out. i spoke with a spokesperson by phone. they are offering three other options, including a hospital paid hmo for the nurses. the hospital is going through what everyone is going through, that's tough economic times. short term, they have hired replacement workers so everything will go on as planned in terms of health care services here. some elective procedures may be delayed. the

christie smith has more on the story. good morning, christie. >> reporter: good morning to you. happy friday. you might think high school students would take the day and hang out at home but these students are pulling a page out of the 1960s and hosting a teach-in at the high school. they are from a human rights class and felt they were being robbed of time they could be in class learning. they are losing three days of school in one month because of budget cuts and teacher furlough days. one of the student organizers says it has to do with their right toss a free education. they have joined in with teachers and administrators with the protest. eight sessions are happening today. art and education, even writing letters to lawmakers about the impact of cuts on students. there's a session called who's stealing our education. this went out in a blast on facebook and robo calls went out to students in the district. they are expecting about 500 students out here today. this gets under way in the quad at about 9:00 this morning. reporting live in concord, christie smith, today in the b

christie smith is live with more on the protest. ift's a day long event. >> reporter: good morning to you. i hate to say it. i think the teachers are tardy. they were supposed to be here at 6:00. they are on the way. bottom line is what they want is for lawmakers to extend temporary taxes. they are going to be here for 12 hours on and off before and after school. in between time, they are going to have others out here helping out like labor groups and parents. they not only want to extend the temporary taxes, but emphasize the local impacts of state cuts on schools. this leads up to a week long campaign that starts next week. what they are calling the state of emergency. united teachers of richmond are saying they have already been hit hard by $18 billion in cuts to education funding over three years. a new all cuts budget would mean $4 billion more in losses that they can't handle. class sizes have already shot up. 80 educators could get pink slips before the end of this school year. again, we are expecting the teachers out here an

christie smith is live in rodeo with more on the story. good morning. >> reporter: good morning to you. investigators will finally have a chance to go through the van that the victim was sitting in and say that could be key to figuring out exactly why this happened. they were waiting for the coronerer to leave which happened, shooting happened right up the hill there where you can see there's evidence markers all over the street here. here is what we know. neighbors called this in around 10:40 last night. reported hearing what they called a barrage of gunfire. when deputies arrived, they found the victim in a van who had been shot several times they are working on identifying him right now. they tell me, though shall at this point they only know he's a white male in his early 20s. they found nothing unusual outside of the van. they believe that the shooter may have come up on foot and that the have been tim probably lives in the area. investigators tell me that shootings around here not totally unusual but homicides certainly are. this is

christie smith is live in la fayette where there's a visual symbol of the servicemen and woman who lost their lives to protect ourses. good morning, christie. >> reporter: this is a stunning visual reminder of the american sacrifice on the war on terror. many service members represented here no doubt on the hunt for bin laden. so many that it's hard to show them all this morning. this 5-year-old display is across from the b.a.r.t. station in la fayette where neighbors and commuters watches it grow. the number of service members who died in operation iraqi freedom and operation enduring freedom stands at 5,885 men and women. more than a third of those who died came from six states including california and quite young. 54% were between the ages of 18 and 24 years old. we just spoke with a commuter this morning about his hopes looking forward now that bin laden is dead. >> i'm pleased, happy and hoping we can find peace in the world now. >> reporter: now, he told us that normally he would certainly not cheer someone's death, but for bin laden, he'll make an exception. commuters telling us

i want to check in with christie smith live with the details.orning. >> reporter: good morning, laura. when you look at this, it makes during a school day. they get an extra month of summer when you look at the numbers. last year, more than 5,000 students missed nearly a month of school for illness or they couldn't finds a way to school, instability in housing. the oakland unified school district is the first in the state to actively monitor chronic absenteeism. they have a plan to attack it. it's not just in oakland, it's across the state. the problem is, so far, there's no clear picture of absenteeism because school officials in california aren't required to keep tabs on chronic absenteeism. chronic is defined as missing 10% of the school year, whether it's excused or not. the oakland school district developed an early warning system to try to tackle this. for instance, principals are getting notice when kids aren't in class repeatedly. they are doing things like offering parties to classes with the best attendance and doing bike raffles for k

i want to check in with christie smith with the latest. good morning. >> reporter: good morning to you. i spoke briefly with a neighbor on his way to work who said this was really loud, a lot of officers and helicopters buzzing overhead. this investigation is still going on this morning. the streets still blocked off. two people were shot. i spoke with one officer who tells me he heard one person died and, in fact, a couple minutes ago, the coroners van arrived here. here is what we know. about 10:15 oakland police came to kern avenue near school street to serve search warrants or they got information something violent was going on. why the officers fired, police are not saying. they hit a third suspect. they say they recovered several weapons out here. it's unclear whether the suspects actually fired on the officers. the officers are okay. we are told that right now, oakland police are waiting to tow two cars out of here that were tied to the suspects. reporting live in oakland, christie smith, today in the bay. >> thank you for the updat

i want to check in with christie smith with more on the story. good morning. >> reporter: good morning to you. we are on a container ship at the port of oakland for apl. they have retro fitted five large container ships so when they are at port at the port of oakland instead of using deesz el generators, they are plugging them in and using clean energy. i wanted to show you what it is. we are on the ship. we are down here. it says danger up there. that's where all the electricity comes into the ship. next to it is a gray reel. it's a huge line, an electrical line that goes off the ship. they built a pg&e substation to power it. over here, what you see here are refrigerated containers. they have to power 5,000 containers on the ship. they require a lot of energy. this is a big breakthrough for them. pollution hannan issue for them. here with me is ricky. good morning. can you talk with us about what this means? right now, apl is the first. what does it mean for the port? >> it's huge. we have been working on this project for four years now. the ob

i want to check in with christy smith. she's got details.morning. >> they are only calling it a small detour. cal trans is getting the word out early so you don't slam on the brakes and spill your coffee when you get to it. it's by the barriers you see behind me on the oakland side. mark your calendars. on may 28 and 29th, saturday and sunday, memorial day weekend, some of the eastbound lanes are closed from 8:00 p.m. to 5:00 a.m. westbound into the city, not affected at all, at least for now. this detour will allow construction crews to work between the new bay bridge and the old one. now, the westbound lanes are right in the way of the new eastbound lanes coming in. also today, you can download this new app this simulates driving on the new construction going on. hopefully you'll roll smoother than scott mcgrew. it's good for ipad, iphone and the like. it's called bay bridge explorer and best of all, it's free. the detour westbound next year will allow the new bridge to open six months ahead of schedule. it will be opening in late 2013. re

we want to check in with christie smith.e is live with the details. >> reporter: fire investigators are expected any minute to comb through this home to figure out how it started. i can tell you, it's gutted and the roof is gone. we are on bay view drive. there are strange circumstances here. the fire started about 11:00 last night and took an hour to knock down. i spoke with police this morning and they said there wasn't much inside the home. it's unclear why it burned so long. no one was home at the time. they say they have been called to this home several times before on domestic violence incidence. neighbors say the man has been at the home acti ining strangel removing appliances. we spoke with one neighbor abdomen the fire. >> i heard glass breaking and i don't know if they were arguing or what was going on and my wife looked through the window and saw the house next door was on fire. >> reporter: police tell us that they were in contact with the man who lives in the home. he's cooperating with them. they are waiting fo

christie smith is live with details. good morning. >> good morning. i spoke with a neighbor running to work and he said, in his words last night, he heard a lot of helicopters and a whole lot of cops out here. it's still a crime scene at this hour with officers looking around with flashlights and taking measurements. what led officers to fire, police are not saying yet. i called the oakland police and they told me one person died as they looked for three men about 10:15. the two officers may have been serving warrants or gotten a tip something violent was going to happen in the area. they spotted two cars tied to the suspects. they shot two. a third ran into a backyard. police used helicopters to find him. he had a weapon on him. they recovered several weapons out here. the man shot and taken to highland, we are trying to get an update on his condition this morning. the officers are okay. this is kind of a small neighborhood, tight streets. ward lane is still closed off this morning. reporting life in oakland, christie smith, today in the bay. >> than

let's check in with christie smith. she's got the details. good morning. >> reporter: good morning to you. danville police have good leads, but they are asking for the public's help to find the two people who did this. it's getting brighter out here. you can see the tire marks in front of the door. the people took a stolen utility truck and smashed it through the roll-up door and grabbed an atm on the other side here at costco. when police arrived, they found an abandoned truck inside and the cash machine was gone. how much money was in the machine, they are not saying. the truck rocked the atm off its foundation and may have used another car to haul it away. the truck was stolen from san ramon. there's surveillance tape. it doesn't give a clear view of the thieves. i was wondering how you would get a machine like this open once you got it out of there. i remember covering a story where someone stole an atm and police said oftentimes what people do is throw them off an overpass when no cars were there in the hopes it would break open. no word

we'll check in with christie smith with more. good morning. >> reporter: good morning to you, laura. hundreds of nurses are expected to leave the hospital, hit the picket line for five long days. i spoke with a couple nurses who got here early. one of them is under the new proposed health care plan offered by the hospital, it would be tough for the nurses to bring their own children in for care. they said they had to take action. this is the second strike for the nurses. the first was three days back in opt after a contract between the hospital and the nurses union expired in may and talks went nowhere. one of the big disagreements, health care cuts mean they chip in $4,000 more than they do now. they are tough economic times and a lot of people aren't working. >> to recruit and retain nurses at a hospital in the bay area, there's a standard of compensation that nurses get. the contract offer that the employer has on the table is way below that standard in many areas. we are willing to sacrifice some because we are -- we love wha

want to check in with christie smith. she is live there. >> reporter: good morning to you. a crew is boarding up the damaged home. when the crews arrived, you could see through the backside of the home. an elderly woman is in the hospital with burns. she made it outside but flames were pouring out the front door. half of the home is a loss. this started at 2:15 here in concord. a single family home. firefighters say it moved quickly, gutting the front and back of the home. a battalion chief i spoke to said the woman was cooking and then she fell asleep with food on the stove. that's how they believe the fire started. they don't know if there were working smoke detectors in the home. she was taken to walnut creek with burns on her upper body. she is expected to be okay. no firefighters injured in this. arson investigators are not expected back out here. they consider the fire accidental. reporting live in concord, christy smith, today in the bay. >> thank you very much. for more of the day's top stories, let's check in with marla tellez back

christie smith is live in east contra costa county where neighbors are concerned and police have a lot of questions. good morning. >> reporter: good morning to you. there are reports this morning that the baby was found safe. a deputy told our reporter out here last night, it appeared there were positive developments. the baby may have been found after midnight. i can tell you, i have several calls into the sheriff's department. exact circumstances are still unknown. we can tell you there was an extensive search for the 4-month-old. her mother reported her missing yesterday from her bassinet. friends and family believe someone may have come into the home and took her from her parents room where she was sleeping. what happened is still a mystery. >> i think it's very cruel, disgusting, sick. breaks my heart knowing that someone would do that. >> we don't have indication there was a family dispute or abduction. the thing that is suspicious is the child can't go away on her own. >> we have several calls into the sheriff's department to try to get further information on how the baby is doi

we want to check in with christie smith. she's got the details. >> reporter: good morning, laura. yeah, we've been talking with cab drivers out here who say they haven't had a rate increase since 2003, not one penny, so you'd think that they'd be happy about this. they said they would if they had any customers to actually get in their cab. so they're thinking now may not be the time to pass this on to riders. now, the san francisco mta's board of directors approved an increase of 10 cents per fifth of a mile or basically one minute bringing the new mileage rate in the city to 55 cents a minute. they stopped short of imposing a fuel surcharge and a fee for dispatched calls. now, cab drivers say it would mean more money in their pockets, that is if business was good. >> the price is eight years you don't have any raise. then now you get whatever, he make his own business. hard time for us, for everybody. we're standing here hours, hours. >> reporter: now, the mta is also eyeing a hike in the flag drop, that's the rate that the meter shows as soon as

today in the bay' christie smith is live in san francisco with the findings in that report. good morning. >> reporter: good morning, laura. you know, the study shows that san francisco is off the chart when you compare it with other large cities. just overnight a 22-year-old man was hit and killed walking over near lombard street, which underscores what this study found, that san francisco can be a very dangerous place to walk. in fact most metropolitan areas, walkers account for about 12% of traffic deaths. in san francisco, that number is 52%. this is by a group called transportation for america. they found a couple of reasons behind this. the city is dense, it's accessible and a lot of people like to walk here. we spoke with one woman this morning on her way to work and she didn't see it that way. >> yeah, i mean it's better down on the peninsula in los altos where i work. they stop more. so yeah. >> but it feels safe to you in the city? >> it's very safe. >> reporter: another factor the study found could be that efforts to transform busy thoroughfares into slow-moving st

christie smith is here with us. >> reporter: good morning to you. i have been speaking with a couple surfers here at ocean beach. they say it's pretty cold out here. this may has been off the charts. the national weather service saying severe weather is not unusual for this time of year. seven reported tornadoes in just 90 minutes, that's rare for california. it's what's reported near chico, yesterday. a supercell thunderstorm moved through the funnel clouds. hail, wild strong winds roaring through. people couldn't believe what they were seeing. damage to homes. really an incredible sight considering california gets zero to one tornadoes in the entire year. the national weather service telling us they are going to send a team there to survey the damage and confirm the tornado count. fortunately, no one was hurt. in march, another sight closer to home, a waterspout near ocean beach. this is when a tornado touches down on water. some are blaming a system of winds that cool the water off the pacific. it made a sudden exit three weeks ago. without it, t

christie smith is live with what it means for teachers. good morning. >> reporter: good morning to you. what do you do when you want to draw attention to your cause? take it to the streets. teachers, parents and labor groups are going to be out here for 12 hours. they are going to be picketing and what they want is they are trying to focus attention on asking legislatures to extend temporary taxes and the local impacts of cuts on schools. this is in advance of a week of activity they are calling the state of emergency campaign that starts next week. what does it mean? in richmond, teachers suffered through the impacts of $18 billion in cuts in education funding over three years. they are warning an all cuts budget would amount to a huge cut of $4 billion in additional cuts, something that districts like west district can't afford. they have made millions of dollars in cuts and they say 80 more educators could still get pink slips before the end of this school year. we are going to keep an eye on it this morning. again, teachers and parents
