christie smith is live in san francisco. she has an update for us. good morning. >> reporter: good morning. i spoke with one of the first firefighters to get inside of this home and he said that there was so much debris in the walkway that they had a hard time even getting up the stairs getting to the victims. he said that some of the firefighters nearly had to turn sideways to make it up the stairs. i said what was in there and the firefighter told me it was papers, chairs, he said just stuff everywhere. they did find one of the victims pretty quickly they say on the second floor of this home on vienna street in the else sellsier district. firefighters say they saw smoke and flames pouring from the front window in the home. a second challenge, there was a live power line down from the home next door that made it difficult for them to gain access to this home that was burning. 60 firefighters responded and they say that debris was piled about eight feet inside in the house. they say that it wasn't easy. >> said that there was heavy smoke and flames e

christie smith is live. we understand they are focusing on a pipe that's decades old. >> reporter: this is a big week for federal investigators starting today they say that their focus is to get into the refinery and get close to a pipe that they are suspicious about. what they want to do is examine it and remove it and for testing at an independent lab. it's one week since a vapor cloud ignited here in richmond, forcing residents to shelter in place as a huge cloud of black smoke could be seen for miles. investigators at the chemical safety board tell the associated press they are focusing on possible corrosion in a pipe dating back to the 1970s. they say that an inspection in november led chevron to replace a pipe connected to the one that failed but it's unclear if there was corrosion in the smaller pipe that wasn't replaced. chevron for its part says it is cooperating with investigators and it's committed to better understanding the root cause of this entire incident. reporting live in richmond, christie

christie smith is live in foster city and she has more on this exclusive story. good morning. >> reporter: good morning to you, jon. certainly this is understandably upsetting for neighbors. they are concerned about the sexual assault and burglary suspect who was just let out on bail. tonight at 7:00, there's going to be a community meeting, sort of a neighborhood watch that was already planned but we're told that the police chief will be attending, also the senator to try and calm residents' fears and give them suggestions on what to do. the suspect is 18-year-old justin shing and the last two weeks police say he broke into two homes, in the first he stood over a 17-year-old girl's bed and touched her, then a week later police say shing broke into another home, this time they say he was on the ground when a homeowner tackled him and shing was arrested. >> when it happened the first time you think like okay, it's one event. then it happened again, and in the same block. for me this is a guy who is totally irrational. >> reporter: shing lives in the same neighborh

christie smith has more details. >> reporter: oakland police certainly hoping this leads to an arrest. but you know, when this happened, it stunned people in oakland during a five-month period three young children were shot and killed, including the 5-year-old boy that we're about to talk about. but now, police are releasing a suspect sketch. it was last december 30th someone shot and killed 5-year-old gabriel while he was at his parents as taco truck. he died in his father's arms. police also released surveillance video of the gunman's car driving away. they think it's a 2006 to 2009 four-door chevy impala, possibly silver or at least light in colors. just protect my family, stay safe, that's it. >> reporter: oak will be police believe, with, and they think there may have been other women in the car. oakland police plan for update us later on. >>> also this morning, san jose police making an arrest in nothing short of a brutal stabbing. police and canine units tracking down and arresting a 37-year-old man just yesterday. he's accused of stabbing and killing a woman with that sword on

christie smith is live in oakland where city leaders blame at&t. christie, good morning. >> reporter: good morning to you. oakland police officers have complained about this for some time. and for good reason. they had a hard time communicating with each other. now the city is saying that they figured out what the problem is and that it's interference from the cell phone tower. at&t has temporarily disabled the antennas on 16 of the towers while the problem is permanently fixed. it's a headache for patrol officers on the street, the $18 million system has been troubled from the start. they had poor reception and bad audio. you may recall the night president obama visited in july radios went down though he was actually gone at the time. he had left town. oakland says at&t's 2g networks are interfering with the radios when officers get too close to some of the towers, the radios go dead. 16 towers as i said are impacted in oakland but not done looking. >> identify all of the sites in the city of oakland as well as our jurisdictions so san lee annio, b

nbc bay area's christie smith is live in oakland with the latest. good morning, christie. >> reporter: good morning to you, jon. i spoke briefly with gabriel's father by phone. he tells me he hopes there is an arrest because of this. his little boy was shot and killed, died right in his arms. eight months later, oakland police are releasing a new sketch and some surveillance tape, and they want you to take a close look. they released a sketch of the person that they believe is the shooter. he may have been wearing glasses at the time. he's an african-american male, 20 to 29 years old, six feet tall, 185 pounds with black hair and brown eyes. there's also a second suspect, an african-american woman, 20 to 25 years old, 5'7", 140 pounds with dark hair. there is new surveillance video also released of the car police think that they left in right after the shooting, a 2006 to 2009 model chevy impala, four-door, silver or at least light in color. now, this morning a picture of gabriel martinez jr. is still attached to the fence at his family's taco truck

christie smith is live in richmond where the legal problems are just beginning for the oil giant. good morning. >> when that black cloud of smoke sat over the city of richmond people started showing up at hospitals complaining ever breathing problems and eye irritation. today we expect to learn more about this claims processing center in the city that chevron is setting up. they could open their doors as early as today. we expect to learn more about repairs to the refinery's only crude oil processing unit. so far we've not been given a timeline of when it may come back on line after monday's fire that sent a huge plume of smoke over richmond and beyond. industry experts believe that the repair could take months and that it's possible that some of the work could possibly begin today or tomorrow but only after everything is declared safe. a small fire was extinguished yesterday and we're told there are at least five separate investigations that will happen at the same time, trying to pinpoint the source of the leak and then the following fire. meantime, we're getting a clearer pictu

christie smith is live at san jose city hall with details of that meeting and what's expected to comef it. christie, good morning. >> reporter: good morning to you, marla. this meeting starts about 9:00 here at city hall where we expect to hear from the police chief but also the mayor. members of the city council and the district attorney's office as soon as that meeting is over. they are expected to talk with the media. this comes as san jose's homicide rate just rose by one after a deadly shooting before 11:00 last night at south king road and burdet road. the victim an 18-year-old, no arrests have been made and police don't know if the shooting was gang related. hours earlier hundreds of people marched through the streets of east san jose and many said they had been personally touched by street violence in san jose. there has been a spike in violence, eight killed in 11 days and now people are calling for peace. >> we're not really safe, you know. stay home. not affiliate with them. >> reporter: police have announced arrests in two of the recent killings with the san jose police de

christie smith is live with more on the plan to help two groups down on their luck.> reporter: good morning. we heard from the director of animal care and control and says this program may not be what people think but it's a great opportunity to social eyes dog and help formerly homeless people, they are off the street, in city funded housing. it starts today, runs seven weeks, ten people, five dogs. a formerly homeless get job training, prescreened, and they have a chance when this is over to adopt the dogs as their own. they also get about $75 a week to help care for the dog, it is paid for with a $10,000 donation. i ask what happened at the end of the program and they are still looking for funding to try to continue it. reporting live, christie smith, "today in the bay." >> eight people including two infants recovering from a serious crash on an east bay highway. it happened on eastbound highway 4 east of railroad avenue. one car carrying all eight victims rolled off the road onto the right hand shoulder. all of the victims were conscious and have injuries ranking

in oakland, christie smith, "today in the bay." >> 6:53. volunteers in morgan hill will be out searching for lamar. one day after a san jose judge postponed a hearing for are the torres accused of kidnapping and killing lamar. >> there is a fourth deadly shooting in san francisco. this all happening just over three days. one man was killed. a second wounded near san bruno drive last night around 10:00. police say two men ran up to the victims, started firing shots. then they took off in a white four door car. on monday, two people died in a shooting less than two miles aafrom that scene. on sunday a teenager was found shot to death at a diamond heights backyard. so far no arrests have been made in any of the shootings. >> a memorial service for the san jose couple murdered in their very own home. pedro and mary belle jimenez were shot to death last week with their three small children inside of that house. the suspect 31-year-old pedro medina still out on the loose. police say he once dated mary belle and could have killed the couple out of

christie smith is live in hayward with a look at how drivers in the bay area are dealing with the jump in the gas prices. christie, they don't seem to mind or at least they say they can't do anything about it, right? >> reporter: yeah, that's what they tell us. $4.19 a gallon for regular here and $4.17 across the street, filling up is expensive especially if you think of driving this weekend. one of the pumps, $90. another $150. the average in california now $4.15 a gallon. that according to aaa. on wednesday alone the national average jumped 2 cents in one day alone. the number of reasons for this including concern over hurricane isaac impacting refineries. aaa is saying that more people are expected to drive this labor day weekend up 3% from last year. i spoke with one driver who told me that it's not a good thing but you actually get used to paying this much. >> you got to get around. there are more cars and people on the road. you can raise to the 5.19 and it's not going to change. >> you think so? >> i think so. >> reporter: i thought this was interesting. even with what people te

. >> christie smith joins us now from treasure island with more.ood morning. >> reporter: good morning to you, laura and jon. this is a delicate operation for the bay bridge. what they are doing, basically changing the entire support system. right now the bridge is held up by temporary steel supports. they are doing a process they call load transfer. what that does is shift the weight of 35,000 on the tower suspender ropes and the main cable. this is the longest suspension cable bridge in the world, it will be when complete. this load transfer doesn't happen overnight. it takes about three months to complete. crews use hydraulic jacks and pull the cable toward the deck causing it to move down 16 feet, then move again. when the temporary sports are no longer needed crews will remove. and once the whole load transfer is complete the cable acts like a giant sling to support the weight of the bridge. christie smith, "today in the bay." >> thanks so much. take a look at this. yeah. >> not good, is it. >> glad it's not yours, right. a home in alaska on t

christie smith is live with what else we have just learned.orning. >> reporter: good morning. a real tragedy this morning, two people have died in a house fire, firefighters telling us that one of the victims is still inside right now. the real challenge for firefighters, though, the house was absolutely packed, so full they say, they had a hard time getting to one of the victims inside on the second floor. neighbors tell us that two elderly men live in the home. here's what we know. firefighters got the alarm overnight and they found smoke and flames pouring from a second story front window. they also, though, had another challenge. they say that a live wire from the house next door was down making it difficult for them to approach the front door here on vienna street. they were able to get to one victim but firefighters say the garage and the interior of the home was full. >> there is debris, some areas, many areas of the building over six feet tall blocking means of ingress and egress. there was a delay in both getting to one of these victi

christie smith is live in richmond with the details. good morning. >> reporter: good morning. we're in the middle of a shift change so employees show up at the refinery this morning. we expect investigators to be back here, state, local and federal. stilt don't know what caused this it leak in the first place, but the apology that chevron offered to people nearby who live around here, that was met with boos last night at a town hall meeting. the crowd was angry demanding that chevron do more to protect its neighbors. the leak at the refinery on monday sent a huge plume of thick, black smoke into the sky. it could be seen for miles. for thousands of people with shelter in place, hundreds showed up in hospital complaining of eye and throat irritation and breathing problems. they wanted to know what turned up in early air testing, and the discussion that followed didn't calm people down. >> this is like a bomb being dropped on under the circumstances for the fourth time. >> how in the world can -- how long can i hold my breath? >> reporter: now, some protestors u-urban farmers, s

today christie smith has the latest. good morning. >> reporter: good morning. more criticism coming down on the oakland police department at this time that even with the severe budget problem the department went on ahead and bought equipment that it didn't use or that was underused. that according to a new report that was just released by the city auditors office, including the shot spotter gunshot detection system, a series of microphones around the city that can pick up sound and determine where it's coming from. in that case the lack of use was because of staffing shortages and also apparently officers received some really inconsistent alerts about what was going on. the report covers a period from 2006 to 2011 and indicated that 1.87 million was spent on things that were not used enough. another system the cameras used in oakland police cruisers didn't work as initially planned. the cameras among other things were brought to bring oakland in line with a federal judge's order stemming from a civil rights lawsuit from human rights abuses. another system used

christie smith is live in pleasanton with what's in the water at shadow cliff lake. >> reporter: good morning. it's another warm one out here and shadow cliff lake is open but what happens is they do weekly testing of the water out here and they found that this time it does not meet state standards, that's because of high bacteria counts. so swimmers are advised not to swallow the water. probably easier said than done. after you swim they advise that you shower and dry off completely. the east bay park says water testing done on july 23 found high level of bacteria that could cause illness if swallowed. a spokesperson for the park says when it's hot it's not unusual to have high bacteria readings, even so, it wasn't enough to trigger a complete closure. reporting live, christie smith, "today in the bay." >> police this morning looking for the people responsible for a double shooting last night. this all happened at the intersection of warm springs drive and minidoka avenue. two men believed in their teens were shot around 8:30 last night. their injuries, good news, not considered life

today christie smith is live with the latest. >> reporter: oakland police are hoping this leads to an arrest. i was speaking with a man who asked us what we were doing, and he said he knew the case very. a 5 -- now oakland police are releasing a -- about six feet tall with short black hear and brown eyes, last december 30th, someone shot and killed gabriel martinez while he played at his parents' taco truck. police also just released surveillance video of the gunman's car driving away after the shooting. they think it's a 2006 to 2009 possibly impala, they neighbors want to see an arrest for the martinez family and for the safety of the whole neighborhood. >> just the best i can to stay out of trouble, stay safe. >> reporter: oakland police think the shooter was with a woman in her 20s. and they think there may have been other women in the car. wanted to also mention there is a $25,000 reward for information leading to an arrest, oak lend police telling us they're planning to reveal more later today. >>> it is 5:05 right now. more than 50 wildfires are ripping through the western unit

christie smith is live with more on this. >> reporter: good morning, jon. happy friday. this is a big experiment for b.a.r.t. allowing bicycles in the stations and on the trains during the peak commute hours. it used to be before this experiment that let's say you came down where we are at the macarthur station between 7 and 9:00 in the morning you would have to leave your bike here. you couldn't take it inside on all but the richmond, fremont b.a.r.t. line. that is changing. the idea behind that, there were too many commuters going into the city to allow bikes on crowded trains. that's what the thought was. bu it makes it hard to use bikes and b.a.r.t. to work if you can't use a bike to get on the train during the peak commute hours. the bike program manager we spoke with says that this test really has the potential to be a game changer. >> it really expands the reach of b.a.r.t. on both ends. now you can walk a few blocks, you can drive to the b.a.r.t. station, but being able to have a bike on both ends extends essentially the reach of our station. we see a lot of pote

christie smith is live in richmond. the claims are starting to pour in. >> reporter: yeah, good morning. we've been told there have been over 1,000 phone calls to chevron about this from people who say they were affected by the fire. so what's next is that we are expected to learn more today about this center that chevron is going to be setting up for those affected by the fire. also, expecting to learn more about repairs to the facility's only crude oil processing unit. so far we've not been given a timeline when it may come back on line after monday's fire that sent a plume of smoke over richmond and beyond in the east bay. industry experts say they think the repair could take months, and that it's possible, though, that some of that work could begin today or tomorrow. a small fire was extinguished yesterday and we're told there are at least five investigations that will happen at the same time, trying to pinpoint the exact source of the leak and the fire. meantime, we're getting a clearer picture of the scope of the

christie smith is live with a look at what's ahead. good morning. >> reporter: good morning. the board of supervisors in contra costa county expected to get an oral report from the head of the health department from the county but also the head of hazardous materials on what they learned about the impacts of the refinery fire in richmond from last week. now, that happening at 9:00. the u.s. chemical safety board continues its investigation into what caused the leak that led to the massive fire on monday, still focusing on an 8-inch pipe. the chronicle reporting that chevron deemed the pipe that failed as possibly needing replacement but cleared it for service. the federal agency looking into why the pipe ignited, now looking also into how long it was broken. also, scientists at the bay area quality management district are analyzing air samples. so far the results aren't in but they found some higher than normal levels. >> acrolin is a byproduct of the burning of fuel sow get it from cooking at home, from when you smoke a cigarette, any time there is a burning it can be a bypr

christie smith, "today in the bay." >> the big concern this morning is as you may have guessed, air quality and how it's affecting residents. dozens of people ending up in emergency rooms with symptoms, ranging from light headedness to shortness of breath. even children were wearing surgical masks to protect their lungs. most people didn't know about the smoke coming from the refinery. contra costa county had a shelter in place order to approximately 8,000 residents in richmond, north richmond and san pablo. >> there's about 40, maybe 50 people in there now waiting to be seen. they are handing out slips for emergency purposes. >> all smoke can be toxic. it's very black so a lot of particulates, incomplete combustion from the fire. >> the bay area air quality district set up air monering stations. it will have results out in a couple days. >> this isn't the first time a fire erupted at the refinery. some previous fires led to fines and citations. a fire back in january 2007 burned for more than ten hours. it was a fire also at the number 4 crude unit, the site of last night's fire. the cause

live in san francisco, christie smith, "today in the bay." >> 4:36. an oakland family is mourning a double tragedy a. 15-year-old aspiring firefighter was killed, now his 16-year-old cousin's life is cut short. tatiana turn er, was out with friends when someone opened fire on a crowd, also injuring a 23-year-old man. turner's family is devastated. >> she had dreams to go to college, to raise her daughter, you know, but somebody decided to take her life. at 16. she didn't deserve it. >> turner leaves a baby daughter. her cousin was shot to death a month ago. the 15-year-old just landed an internship with the oakland fire department. the team that investigated the bp gulf spill is -- they will inspect a unit in the blaze. they first need to figure out if it is safe to enter, then determine when production might resume. in all five investigations will be done. because of the fire analysts say gas prices could reach at least $4 a gallon this weekend. >> how about an unusual disguise for a stockton bank robber. there are pictures here from bank of the west

christie smith got a tour of the building in one of the most impositivished neighborhoods. >> you saidhe auditorium hadn't open yet when vandals hit and inside they busted a pipe and there was at least six inches of water everywhere. concerns about mold and it took longer to repair than anyone thought of. six months, a cost of a million dollars and really it's more than just an auditorium. there is also a computer lab inside and, as you said, this is one of the more economically disadvantaged schools in richmond. everything had to be repaired from the floors to the walls and the windows that were busted. vandals spray painted and busted the windows and busted pipes all around the building and allowing flowing water to flood the building. it cost a lot more than anyone thought to repair but the district wanted to make a statement. >> a combination of insurance proceeds, some money that we had left over from other projects that we were able to make it happened and we wanted to make sure everyone in the community made sure we were committed to not allow the vandals to have control and be

christie smith shows us how it's going to work. >> reporter: good morning to you. this is a big step forward in the construction process and it is complicated. what crews are doing and basically shifting the weight of the bridge from the steel supports that are in place now. those are only temporary. this is a lot of weight to move. we are talking about 35,000 ton decks. the process is called load transfer and one of the keys to making it work is to create tension. crews use big hydraulic jacks to make tension at about 200 suspender ropes out here and pull the main cable slowly causing the deck to lift 18 inches and the temporary supports are removed and it takes about three months to complete and balance is critical with all of this. the new eastern span will be the world's largest self-supporting bridge when it's done and once the load transfer is complete, the cable acts like a giant sling supporting the entire weight of the deck. the bridge span is expected to open to drivers some time next year. on treasure eyelid, christy smith. >>> a man could be facing jail

christie smith is live at the courthouse in martinez with more about what the family of the victims are asking the court. christie, good morning. >> reporter: good morning to you, marla. you know, the family was here bright and early, and they filled a row in the courtroom. they were in tears as the charges were read. now, we're not naming the 17-year-old driver because he's a minor, but the family says what's happening in court is making their tragedy even worse. they're learning that the driver was uninsured and they wanted him charged as an adult. >> i don't know what to say. i'm just -- i just want justice. >> reporter: story norry was in tears outside of court today. she described how hard it was to face the teen driver accused of killing her son and her 9-year-old daughter. >> i lost two loved one. it's not going to bring them back. >> reporter: the 17-year-old has been charged with two counts of vehicular manslaughter. on april 7th, the teen was speeding in concord and swerved to avoid a car, hitting the nuris, who were on the sidewalk. the family's older daughter survived. >> it

nbc bay area's christie smith is live in mili valley with the latest. good morning. >> reporter: good morning, marla. san francisco police are wrapping up their investigation into that officer-involved shooting. but along the way, they say they uncovered something totally unexpected, a trunk full of cell phones. in fact, they say it was a stolen cell phone that led to their suspect. an armed robbery of a woman with a cell phone in the ocean view district had san francisco police following their suspect by cell phone ping around the city this morning, near a b.a.r.t. station, and an officer spotted two people who match the description. >> one of the suspects, while jumping over a small wall over there, jumped up to the middle of his torso, turned to the officer, she fired one round. it did not strike the suspect. >> reporter: officers caught one. the other got away. it happened steps away from st. paul's school, which was in lockdown for about 15 minutes. >> we were on way here and saw the yellow tape and to be safe kind of got away from the school. >> r
