. >> madam chairman, can i ask christina a question? i know that over the years when sodases and sugar-sweetened drinks were challenged by community groups and health officials, more people resorted to bottled water and then several years after, when the u.s. conference of mayors and corporate accountability international and some environmental and health groups really challenged the bottled water companies, it led to more restrictions, i think mayor newsome and your office was really successful in the bottled water bans in different places. but i know you just mentioned that there's a challenge or a contradiction that if we ban water bottles without providing more access to tap water, it might lead us back to people drinking the sugar sweetened drinks. and i'm just wondering if you have ideas how we as a city could increase access to tap water and challenge the fears people have of drinking tap water as well. >> well, i'm sure our colleagues at the puc have thoughts on that as well, but i do think making the bottled -- refilling statio

and christina mentioned the two -- there was both federal and state legislation in 2010. that was essentially an unfunded mandate where it really required that schools provide drinking water near where children ate. and, so, what we did here in san francisco is that the puc, the school districts, the public health department and foundations came together and partnered to say what can we do about this, how can we actually meet this mandate and really help our youth have access to water during school time. we began with a pilot in 2011 where we put filling stations in five schools. it was tremendously successful. and, so, we're now in the process of expanding that program to 36 schools. and the way that we picked those 36 schools are that these are 36 schools that currently have no drinking fountain either inside the cafeteria or in the hallway near the cafeteria or in some instances wherever the children might be eating because as we know with school facilities, sometimes kids aren't even eating in cafeterias. but we've also been trying to figure out that as we install the

christina talked about the fog. that is the case over our lovely iconic bridge. we'll talk about traffic flow and how it's affecting other spots across the bay coming up. >>> good tuesday morning everybody. welcome back to "today in the bay." that's a live look at the bay bridge toll plaza. you can see traffic starting to build up a little bit. mike inouye calling this one traffic tuesday. looks like it's living up to that billing. 4:55 right now. we can tell you about a major delay in the planned opening of the new span of the bay bridge, this one for safety reasons. caltrans deciding the push the opening sedate back to december at the earliest. that means the current bridge will not have to be closed for the labor day weekend. officials they say defective seismic safety bolt also have to be reinforced with a steel saddle before that span can open. the work isn't expected to be completed until sometime after december 10th. >>> contract talks between b.a.r.t. ats and its biggest unions have stalled. both sides admits a contract deal is far away but agreed to resu
