christie? >> reporter: good morning to you. i can tell you the little boy's step grandfather is inside the county jail here in martinez. he's 52-year-old steven hayashi. he was booked on child endangerment and possessing mischiefious animal that causes death or great bodily injury. detectives say he was the owner of all five of the dogs. now, after spending most of the day at the concord police department he was let out wearing a ball cap and into a van and taken to county jail. i spoke this morning to two men who were released from jail. they tell me they were in a holding cell with him, and the story came on the news, and shortly thereafter he asked to be moved to a cell by himself. now, police say hayashi's three pit bulls attacked and killed 2-year-old jacob bisbee, they say. the little boy was inside his concord home, walked into the garage where the dogs were kept when they attacked. hayashi was not home at the time but we're told two adults and another child were. neighbors tell us that the dogs -- some of them knew that

nbc bay area's christie smith is live this morning in oakland.he has a look at some of the options on the table. christie, they've got to do something. >> reporter: that's right. the one that homeowners here in oakland are really watching is this idea of a new parcel tax. the temporary parcel tax, up to $360 a year. and while many of them are saying they do want more police officers on the street, a lot of them feel like the oakland city council has gone to the well once too often on this issue. asking homeowners to pay up. now the council plans to ask voters to amend measure y, a cash-genera cash-generating ordinance after 80 officers were laid off. the parcel tax would allow and amend measure y. it would prevent even deeper cuts to the department in january and allow more cops to be put back on the street. the parcel tax, though, needs a two-third majority, quite a hurdle in these hard times. but there are at least a half dozen options on the table here like expanding the utility tax in oakland. also a slight bump in the sales tax. businesses h

good morning, christie. >> reporter: good morning. oakland is moving toward approving four medical marijuana farms. you would think those in the industry following this, those that benefit from this or could benefit would be all for it but, no. in fact, there is pretty intense opposition growing here in oakland from those who worry that this would put small mom and pop growers out of business. in the media it's been called the walmarting of weed. for instance harbor side health center, this is a dispensary in oakland, their medical marijuana comes from hundreds of small and mid sized growers. they want the city council to make sure they fold them into this plan. >> these people put their lives on the line for many years and if there is going to be people who reap financial rewards in the future it should be those people who took the risk to provide patients with medicine when it wasn't such a safe thing to do. >> but other growers like i grow, a hydrouponic store here in oakland, they support the medical farm idea. they'll be applying
