we have christie smith on the roadway itself.t's the latest out there going on with this flood and the evacuation? >> reporter: well, good morning to you. it's kind of hard to hear what you said but i can tell you i have some new information for you and that is that the water flow has stopped here in daly city. what they're telling us is that eight homes were evacuated, 40 people affected this morning. now that it's daylight you can see some of the mud out here this morning. nu all this information, according to one firefighter i just spoke with, but there is mud just about everywhere on these hills out here this morning around luzanne street. up above you can see where there is a slide. it looks like some trees slid this morning too. here's what we know, that it was sometime after 4:30 this morning and water just started flowing downhill, bringing waves of mud with it near hillside park. at the top of the hill there is some sort of water storage facility used for boosting water power. now, the firefighter just told me that it's

christie smith joins us with the latest on the fire captain's condition. good morning, christie ir. >> reporter: good morning to you. i finally spoke with a fire captain on scene. he said a chance to speak to that injured firefighter and he's still in good spirits, still feeling some pain, though. he was injured when a section of ceiling collapsed on him and he was actually trapped under that for just a little while. there is still a crew here on fire watch this morning. there was some concern still about the stability of the burned building. it was burned so badly and they sprayed so much water on it, that's where the concern is coming from. it started around 8:30 last night at this townhome complex on willowleaf drive. it took about three hours for firefighters to knock the flames down. when they arrived, they say flames were pouring through the roof and spreading through the attic. 18 people displaced, six units damaged but everyone made it out okay as far as the residents go. but a captain told me from the moment they arrived, everything happened first.

we have both nbc bay area's christie smith and bob redell redell with us. we start off with christie smith of the details and what happened. any clean up yet, christie? >> reporter: good morning. it has been a morning and a mess here in daly city. there are front loaders and vacuum trucks everywhere trying to deal with this mudslide. it started with a water pipe that broke off. i wanted to show you what it has done to the hillside this morning as a section came down bringing trees and debris right into the neighborhood. neighbors say it sounded like a storm. water rushing down the hillside along lusanne avenue carrying debris and trees trapping parked cars. it was just to the left of romero's home. >> i was not aware there was a tank up there. >> reporter: what do you think now that you know what happened? >> i'm guessing, you know, infrastructure might be getting old. >> reporter: the gap in the hillside shows where it came from. there is a 978,000 gallon water tank that was 3/4 full. >> it is an eight-inch cast iron pipe and it sheared off on the hillside

christie smith is live with the explosive ending to a very dangerous situation. christie. >> reporter: good morning to you, laura. what a night for san francisco police. they tried to stop a wanted federal parolee that they spotted on the streets, but he ended up plowing into their patrol car as he tried to get away from them. they caught up with him hours later and arrested him, but it didn't come easy. s.w.a.t. officers had to use a flash bang device as they received a tip that this man, who had just been released from federal prison, was in a home on appleton street. they had been searching for him for hours. it started late afternoon on monterey boulevard when officers spotted this guy and knew he was wanted. he apparently didn't meet his parole officers. but he sped off, hit that patrol car. fortunately those officers were okay but police tried to find him, they couldn't, until they got that tip. >> officers from englewood station responded to the area. they were able to confirm the presence of a suspect in that residence and called in a tactical team. the ta

christie smith is out at sfo. mike inouye is checking your commute and we begin with meteorologist christina loren. how's it looking out there? >> well, it's getting hairier and hairier and it's going to get more active this afternoon into the evening. we've got a really steady wave of moisture on the way ready to hit the bay area. you want to give yourself plenty of time. you see that yellow embedded within the deep green. that's moderate, even heavy rainfall on the way to san jose as we head through the next 57 minutes. you know what that means, a slow morning drive. we'll check on the particulars with mike. he's already tracking a few things in just a moment. i want to talk about the nature of our first storm system. it's packing a lot of moisture, moving in from the south. the core will pass over the bay area as we head into the evening. the sun sets about 4:58 this time of year. as the sun goes down, the rain starts to increase. we'll e heavy periods of rain overnight and another system arrives as we head thr

christy smith with a look at the weather conditions. >> reporter: good morning to you. we have had just a couple of sprinkles in the east bay. daily city, it was starting to sprinkle there, but nothing significant. we're right by the bay bridge toll plaza. normally when it's raining, you see the puddles. drivers going right through it. i think someone said it earlier, if you could leave now, we could certainly feel it in the air this morning. the wind advisory signs are not lit up yet, but you can feel the pull, at least on the san francisco side of the bridge. i spoke with the chp this morning and they're waiting for the weather to move in. they expect those advisory signs to go up very soon. they're showing it's not real science how they do this. chp officers let them know when it gets really windy on the bridges. the officers i spoke with, if it can blow your hard hat off, go ahead and light up those signs. i wanted to show you before we go. these are the american flags out here by the plaza. you can see them moving but certainly not stiff. we know the wind is headin

christie smith has been on the scene all morning long. she joins us with the latest on the investigation. christie, good morning. >> reporter: good morning. this is a horrible violent accident. the chp accident investigation team is on scene. we have two lanes of 101 shutdown this morning. one person is dead. a 24-year-old woman riding in the suv with her family this morning. there is debris on the roadway, including bags. the car lost a tire and that is where officers are telling us the suv started to roll. it started at 6:45 this morning with a work truck that was pulled over on the shoulder northbound 101 at the embarcadero exit. the driver trying to fix a flat tire on the truck. a chp officer in a patrol car comes up to help. they exchange words and the offic officer pulls over into front of the truck. then the gold suv lexus hit the rear of the patrol car and flipped several times. two people were ejected, including the 24-year-old, this is a family from san bruno. >> a family of six, mother and father in the driver's seat and passeng

reporting live in oakland, christie smith, nbc bay area news. >>> thank you very much. we move to another strike. this morning, nurses from ten local hospitals are on strike. that includes san jose nurses. 1,500 nurses in the good samaritan and regional medical center taking part in a one-day strike. they have been negotiating since may. in the east bay, a strike planned for two hospitals. the nurses there fighting for similar issues. all of the hospitals have hired replacements. >>> a campbell father is speaking out over his son's death. rory pettiford was notified his son was killed at the 7/11 carjacking. he has been linked to suspects who have killed him and fired on officers chasing them. pettiford says this is violence beyond imagination. >> that nothing like this was even possible. >> police have arrested one of the suspects. his accomplice escaped and is on the run. investigators brought forward a $20,000 reward. >>> the city council will meet ton to talk about the chevron fire damage. chevron wants to replace the pipe with the alloy called nine chromium. stainl

that's where "today in the bay's" christie smith is live with what firefighters found at the scene that makes this fire no coincidence. christie, good morning. >> reporter: good morning to you, marla. i just spoke with the arson investigator around he told me what they are doing now is looking for any sign than accelerant was used. they are also looking for broken bottles inside of this salon. they know that the fire started inside the building but it's what they found outside that really caught their attention, a beer bottle, what appears to be a moltov cocktail-type device that didn't explode. the investigator tells me that's going to go to a lab a little later this morning to determine what's really inside of it. about 11:48 last night, firefighters were called to a strip mall on contra costa boulevard. the front window of the salon was completely broken out, they tell me smoke pouring out, took about 20 minutes to knock down. this morning, they say they are calling this suspicious and are looking at all the debris. >> in the process of sifting through the layers of fire debris, try

we have christie smith live with more on the ceremony and some of the closure that could be just days away. christie, good morning. >> reporter: her mom, sharon murch said this will be a low-key event. about 50 people showed up to remember the 9-year-old who disappeared 24 years ago last seen near this tree. the family is waiting on test results. today, murch tied a ribbon around the tree in the parking lot where she disappeared. this ceremony happens every year. over a month ago, new developments. a bone fragment belonging to a child was found in a well out in stockton after the family believes their daughter was killed by the speed freak killers. it turned out other bones were mixed in. murch is waiting to see if one of the bones might be long to michaela. >> i wonder if this is the last year we do this. although, i think that probably regardless of the results of the testing of that fragment, i'll probably still be here every year because i do this to remember michaela. >> reporter: michaela's brother sang a song for her this morning. there was a delay in testing that bone fragment

christie smith is live at police headquarters with what we have just learned.good morning. >> reporter: good morning, ma a marla. police call this an egregious and physical assault on a woman. the suspect is a 14-year-old boy from vallejo. he kidnapped the woman from the store on thursday evening. forced her into a car. the teen forced the woman to drive away where she was sexually assaulted and beaten and duct taped and left unconscious. police were developing leads into the case and the relative of the victim was called. i spoke with a shopper at the mall this morning and she tries to be careful, but isn't shocked by the things teens do. >> wherever you go, you need to be careful. be aware of what is going on around you. i'm over 65. i'm more careful. >> reporter: now last night, a passerby noticed the woman in distress by hiddenbrooke parkway. she had been dumped in the ditch and taken to the hospital. police returned to the mall area and found the suspect there with a replica handgun and number of things by the woman's car. he was booked into juvenile hall

christie smith joins us live in oakland with more on how the joint patrols will actually work. good morning, christie. >> reporter: good morning to you, jon and laura. you know this really got moving when a pastor here in oakland told governor jerry brown at a service here in oakland, hey, we really need some help on the streets. the governor made the commitment. oakland police have teamed up with the chp before, but they're doing it again, going to hit high-crime areas. this really comes at a time when the city of oakland could use some help. oakland is dealing with a 20% rise in major crimes this year and they have only got about 620 to 640 police officers on the streets right now. four years ago the total number of sworn officers was closer to 850. the chp and opd worked together before between 2007 and 2010, and during that time violent crime actually went down, but there just wasn't enough money to continue it. exactly how it's funded right now is still not clear, but the program is back because the community put pressure on the governor. of course he was a former mayor her

. >>> christie smith joins us live in oakland outside the polling location. good morning, christie. >> governor jerry brown is expected to be here at oakland fire station 6 around 7:00, 7:15 this morning and he is expected to be surrounded by a group of educators. they're voting for proposition 30, which is widely seen as a tax initiative to support public schools. now, the governor attended a rally yesterday in san francisco with mayor ed lee and senator dianne feinstein. proposition 30 impacts more than education, though. it impacts public safety and health care and amend the state constitution to set aside funding for the governor's realignment program and those with no on 30 say the governor didn't really have to make the tie to education. >> it's a false choice to say that it is either education funding or these cuts. it was tied to education because, obviously, that was the best way to convince voters to go along with this tax increase. >> you're trying to get people to vote and you're trying to get them to vote for a specific reason. if you had to expla

christie smith is live in san francisco. i understand this new facility does more for veterans than just a roof over their heads. >> reporter: yeah, good morning to you, laura and jon. it's got a whole lot going on and this could be a real life changer for 75 homeless veterans with disabilities. this building here in san francisco has been completely remodelled. they have been working on it since 2008. they have created a number of studios inside and tried to create a real sense of home for these veterans who need it most. considering that in the winter 12% of those in shelters are veterans. those shelters haven't even opened up yet an of course it is cold outside. so this project, veterans commons is what it's called, is right on time. the group swords to plow shares is behind it also with the group chinatown community development center. they're studio apartments furnished with a kitchen and bath. there's even outside decks here, on-site services and things like yoga and cooking classes. homeless advocates say it's a real

christie smith just talked to one of those students this morning. what are they saying out there? >> reporter: good morning to you. i can tell you they are very excited, about 35 students are camping out. they have been here since yesterday. they have their picket signs and are waking up this morning. they plan to go into that regents meeting that starts about 8:30 this morning at the mission bay campus. what they plan to speak out against inside, the possibility of more tuition hikes. this is some new video we shot this morning. they have been at the uc mission bay campus since yesterday and they say that voter-approved proposition 30, which raised taxes in part to prevent drastic cuts to education was a step in the right direction. governor jerry brown even showed up at the regents meeting where regents say that they need more than $276 million from the state to keep tuition from going up next year. brown says that number is just not realistic. the students say they know prop 30 was an emergency measure but it made education a priority and they say it's a good first step. >> the

christie smith is live with more on the ceremony and the closure that could be just day as way.od morning to you, laura. in just a few hours michaela's mom, family and friends and members of the hayward police department will come here to the parking lot where michaela was last seen. they're going to tie some yellow ribbons on the tree. this is where the kidnapper was parked. but also knowing that this 24-year-old mystery could finally be coming to an end as she waits for test results on a bone fragment taken from a well out near stockton. michaela was just 9 years old when she was kidnapped from outside of the store here in hayward. she road her scooter there with a friend. over a month ago a three-inch bone fragmenting was identified as belonging to a child between 5 and 14 years old. it was mixed in with the remains of a 16-year-old girl believed to be a victim of the speed freak killers. test results on that fragment were delayed as the bones were sent to a second lab. now, in her blog, michaela's mom writes that means that today marks 24 years since the last carefree day in

nbc bay area's christie smith is live outside that courthouse in richmond with more. christie, what happened? >> reporter: good morning. this was a very brief court appearance for darnell washington. maybe lasted less than two minutes. he didn't speak or look at the row of cameras inside the courtroom facing him. the 24-year-old is accused of killing retired hercules schoolteacher susie ko. washington's attorney, the public defender, accepted the case but they did not enter a plea today. there are nine counts against him including murder, robbery and carjacking. part of a crime spree that started in southern california with his wife, tania washington, and allegedly included a jail break and wounding a deputy. prosecutors say on october 5th, they killed ko at her home. on the same day, they robbed a k-mart in sunol. they allegedly stole ko's car. ended up in washington state where they led police on a chase. we tried to speak with the public defender this morning who declined. but prosecutors say that the couple had no tie to hercules. if convicted, they could face life

reporting live in the state capitol, christy smith, "today in the bay." >>> one measure would allow more karroum. t the other would increase minimum wage. >> reporter: one, a defeat, look like a defeat for gamblers. the other one, a huge victory for minimum wage earners here in san jose. let's talk about measure "d." that's the minimum wage measure in san s leading with the majority of precincts reporting. with the presumed passage of measure d, the hourly rate will go up $2 an hour from the state rate of $8 to $10 an hour. those for measure d argue this was a moral necessity given how expensive it is to live in silicon valley. others say it will hurt the market as higher wages force companies to cut back on hiring. measure e. that's the measure. around 60% have said no. measure e would have allowed san jose's two card rooms to add more gaming tables resulting in more tax revenue for the city. proponents saying as much as $5 million more a year for things like plisholice, fire and libra. opponents argue card rooms would have added more crime. coming up, reaction from mayor chuck read not
