i'm chuck todd. let's get to our first reads. just as he had vaulted into the lead in yet another early state poll, statistically tied with mitt romney in the des moines register's well-regarded iowa poll with 23% of the vote, herman cain faces the type of a story alleging inappropriate workplace behavior toward women which could derail his campaign. of all the places cain could be today, he is in washington kicking off to be what is meant to be his d.c. establishment rollout of sorts. politico reports that two women who worked with cain while he was president of the national restaurant association from late 1996 to 1999 complained of sexually suggestive behavior and took five-figure payouts before leaving the association and signing nondisclosure agreements. nbc news has not independently confirmed the politico report. when reached for comment, the cain told nbc in a quote, dredging up thinly sourced allegations stemming from mr. cain's tenure as chief executive officer at the national restaurant association, they are casting ap

>> very tough to do that, chuck. one of the things is even the democrats like ben nelson of nebraska says he doesn't like this idea. he thinks they ought to cut more and not introduce new taxes. this is a division between the white house and senate democrats because the president had a different idea on how to pay for your jobs plans. knowing they really didn't have the votes did attract a few more of their own by adding this 5.6% surtax on income above $1 million which would be earned income, inheritance, capital gain. those things. they believe that will cover the cost of the jobs plan. so by taking away the issue of taxing those who earn above $250,000 a year, that brought some democrats. so when you have the more conservative democrats hesitating, they were able to bring some along. it will bring this issue to debate on the floor. it will give people a chance to swing at it more. and the white house is saying they could go along with this surtax as a way to get this through. >> quickly is there any evidence, any

i'm chuck todd. let's get right to my first reads of the morning. we start with rick perry on defense. his campaign faltering, perry took to the airwaves this morning in a rare media blitz for a candidate who has mostly been off limits to the press. perry wanted to talk about the energy jobs plan he will lay out just over an hour from now in pittsburgh. but it was hard for him to stay on that message. first he was tested on his slide in the polls. >> i don't worry too much about polls. i know a lot of people obsess with them and watch them and talk about them. i'm more worried about those people out there who don't have a job in america. within a hundred days, when i'm the president of the united states, without having to deal with congress opening up those federal lands and waters, pulling back those regulations that are killing jobs and rebuilding the epa, we can do that and get 1.2 million people working. >> perry was also asked to respond to these emotional comments by his wife anita, who tee teared up in south carolina while on the stump yester

i'm chuck todd. my first reads of the morning, today could be the day we finally hear from team christie once and for all about whether he is going to mount a last minute bid for the republican presidential nomination. behind the scenes, he's apparently gotten all the aid input he wants, all the donor input he wants. yes, there's been those reports that he's asked prominent republicans to hold off endorsing any current candidates. but at this point it's in his hands. some people think we may hear from him this afternoon. we'll see. in a new "washington post" poll in "washington post"/abc, almost half of republicans, 42%, say they'd like to see christie mount a bid. the poll also confirms rick perry's quick rise has been matched by an equally dramatic decline in the last month. the main beneficiary, not mitt romney but herman cain. in the poll mitt romney is stuck at 25%. pretty much the same number he's had for a year. perry and cain are now tied for second sitting at 16%. ron paul the is only other
