i'm chuck todd. the white house has just confirmed. president trump will, indeed, hold another coronavirus briefing this evening. we don't know a lot of details, including whether or not the president will appear alone again. the take a look at this. there's been nearly 15 million confirmed covid-19 cases worldwide. hit that number today and one half of the world's covid-19 cases are simply in the americas alone. that's right. the americas plural make up 12% of the world's population. plus the united states has ordered the closure of the historic chinese consulate in houston as tensions escalate. documents were being burned at the consulate early this morning. the country's emissary is yetting ready to evacuate. the senate is carcinogenic legislation that would end up banning the popular app tik tok on federal devices, citing security concerns. the house passed a ban on the app as part of its defense bill yesterday. joining me now is my co-anchor, katie tur. i'm not looking forward to the conversation of the tik tok

chuck. >> thank you, katy. it's a reminder, none of us know what underlying thing we might have, if you get this virus. that's the scary thing about it. >>> a mad dash to administer at least 5,000 coronavirus tests a day has begun in arizona. two federally backed large scale testing sites are open in the phoenix area where they'll remain for the next two weeks. they hope the extra manpower will be enough to ease the significant bottleneck of processing and reporting test results. with us from phoenix, arizona, is vaughn hillyard. there's a lot of confusion about some of the data we're seeing out of arizona the last few days. there seems to be some that basically they can't process any more tests than they are right now, so we don't know if -- we don't know if there's more cases because they basically, it's possible they have run out of the capacity to test on a given day? >> over the last week, we have seen a percent positive rate of about 23%. which is still the highest in the country. and that's why when you

chuck? >> hey, matt, very quickly, what kind of security procedures, obviously, to go public like this is also a warning to all of these pharmaceutical companies that are involved in this vaccine research, is the government now helping them with security or are they on their own? >> well, here in britain, they definitely are. actually earlier this year, british authorities increased security protections for as many as a dozen -- around a dozen different institutions looking for a vaccine. they already got wind the russians were trying to sabotage or steal research from these institutions including oxford university. oxford, of course, for a while, they've been partnered with astrazeneca, which is a u.s. pharmaceutical firm. and so they were considered a target. this isn't just britain. this is britain, the u.s. and canada. so the russians, they are casting quite a wide net, chuck. >> they are. of course, those three companies uniquely pretty advanced when it comes to pharmaceutical research.

i'm chuck todd. here's what's happening right now. 65,000 new cases of coronavirus were confirmed in the united states in the last 24 hours. not bending that curve at all. the second highest single day total since the start of the pandemic. and today, five states are reporting new highs and daily fatalities from the virus. those five states, florida, utah, north carolina, nevada, and alabama. and two other states are preparing for deaths to climb even higher. arizona and texas have requested mobile morgues in anticipation of traditional morgues exceeding capacity. >> the centers for disease control will no longer collect coronavirus data. the trump administration has ordered hospitals to bypass the cdc and instead send the information directly to a central database in washington. the case the trump administration is making is that it will streamline this data process, but no word on whether they will fix the cdc system if it indeed is as broken as they say. >> moments ago as the president departed fo

chuck, first to you. let me talk about this commutation. what makes this different? what got mueller so concerned that he would break his silence? >> i'm so glad bob mueller spoke out as a man of tremendous dignity and integrity. for him to speak out, andrea, is what's so unusual. he didn't say anything we haven't said before. we've read his report, know what roger stone did, but what really irked mueller and really causes me so much pain is the fact that roger stone could be a witness against the president. so here the president is using his enormous power of pardon and commutation in order to reward a witness who remained silent, refused to give testimony about the president's miscontact. that is what's so troubling. we've had bad pardons before. president clinton's pardon of mark rich was ebusiness moll and a monumental misjudgment, but this is different, because stone

>> so good we're getting to the science, chuck. i like this part the average test delay is too long you're right it averages around three days and in some places it's a week and that undercuts the value of the testing and quickly get them isolated so they don't spread it around and it's very hard to make that work when there is a long delay to get that in. so what are we doing the science of this is very critical the nih is trying to develop an additional array in what we call point of care. most of the tests being done right now, you have to have the swab and you send it off to a central laboratory and there's a time to do the delivery of the sample then they have to do the testing. then they're backed up, and it takes a while to come back we need to get a things that are more on the spot, and actually there's a number of new technologies that are coming along and look promising in that space. we need to invest a lot of money and the government needs to do so just this week, you might know we will be sending to about 700 or 800 nu
