we've been watching it all, savannah guthrie, chuck todd, andrea mitchell.let's go around the horn. >> i thought the president did what he said he would do. it was bright, it was conciliatory. in terms of its substance, i don't know, when you look at some of the specifics on immigration, for example. he definitely led with the issues that come up with regard to crime, ms-13. it was hef on thavy on that. didn't get to the dreamers until the end. for a state of the union, in terms of what he had to do, i think he did it. he set a tone and he was positive and he trumpeted the economy, and i think that's exactly what he wanted to do. >> chuck todd? >> i thought they oversold what he said he would do. it was a few things at the beginning, but he didn't lead with a conciliatory tone on immigration, he didn't lead with a conciliatory tone on gitmo. he didn't lead with a conciliatory tone on things like the infrastructure plan. i felt like he spoke more to his base than i expected him to, particularly on immigration, and that could be part of his sales pitch. maybe

here with me tonight are my nbc news colleagues, savannah guthrie, chuck todd, andrea mitchell, megyn kelly joining us for the first time, great to have you here, and tom brokaw. we'll all be watching closely tonight. savannah, a year ago it wasn't the state of the union, but it was a new president addressing congress. there was so much talk about the bar, looking presidential. that was a year ago. what about tonight? >> a year ago it was big-ticket items getting done and stylistically shocking. we saw some of that in the open to the show. the president has a story to tell. he has a good economy to talk about. he's got the tax cuts he was able to get through. he has the supreme court justice sitting in that audience, that was incredibly important to his supporters. and yet he has an approval rating the lowest of any president at this moment in their tenure. and what's the disconnect? it's donald trump. he has to sell himself tonight. now people have had a year to get to know him. positions calcify. this is one of those rare moments in a presidency when you get a chance to reintroduce

i'm chuck todd here in washington. there are only seven hours to go before the government has to shutdown. house members were supposed to go home. they haven't. the president was supposed to go to florida. he hasn't. and the senate has yet to schedule a vote on the short-term bill to keep the government open. it is because they voted right now it probably would fail. although just moments ago democratic senator joe donnelly of indiana broke ranks and announces he is willing to vote yes on the four week deal, the short-term funding bill and now the second democrat up for re-election in a state president trump won who is coming out and saying he does not want to vote to shut down the government. west virginia joe manchin was the first. this could be the start of a trend, possible cracks in the democratic coalition in the senate and we may see things move quickly this hour. but before this latest development, and at least for a little while this afternoon, it seemed as if maybe there was some progress being made and a dea

. >>> this brings us to chuck todd, moderator of "meet the press." back to the shutdown. what happened? did democrats lose their nerve? has anything fundamentally changed in fiterms of where the fights and battles are? >> reporter: nothing changed. football terms. a false start. by the democrats. the tactic might be an effective tactic but timing was poor. didn't have leverage now. no sense of urgency and democrats had no explanation as to why have this fight now instead of in four weeks? you can make a case in four weeks for them to draw these lines in the sand, but the republicans line was simply, we need more time to negotiate, and as far as the public was hearing, sitting there, what's wrong with that? doesn't seem unreasonable. i do think this, savannah. we will go right back to where we were over the weekend in about three weeks. i think we're still a long way away, and if anything, president trump has to feel good about one thing. the democrats showed their cards. at a minimum, already knows he's going to get his wall from democrats if he gives them daca. and that
