cierra johnson is live this midday to tell us what to expect on the vaccine rollout. cierra?reporter: when governor gavin newsom makes that address from dodger stadium, he will have a lot to talk about. he will have to emphasize what it means to stay vigilant. this is all happening as those recall efforts are being ramped up across the state. this address would be governor gavin newsom's third address, third state of the state address. the governor is expected to discuss that return to the classroom across the state. $6.6 billion funding, has made his way across the state, highlighting the vaccine effort. touting those falling covid numbers. the speech coming at a time when those recall efforts are ramping up, signatures for that are all due march 17th. the next step would be for the secretary of state's office to determine just exactly how many of those signatures are valid. if they have enough valid signatures, the next step would be an election. just last week, the governor did say that fans will be able to return to those stadiums. we are making steps forward. after that

nbc bay area's cierra johnson is live in san francisco to see the changes you could see and experience. cierra? >> reporter: yes, good morning, marcus. big day for business owners across the bay area in those three counties that you mentioned. one of the businesses here in san francisco delancy street restaurant, now they can welcome guests indoors that may not want to sit outside. they've transitioned from that purple tier to the less restrictive red tier. it's not just restaurants that now have the ability to do something a little different under the red tier. our crews were in san jose where gyms are able to operate at a reduced capacity inside. gyms were previously allowed to operate outside but now they're able to operate indoors at 10% capacity. some of the other changes you can expect to see are restaurants. they're allowed to have those guests indoors at 25% capacity or 100 people, whichever i thea 25% or 100 people. museums, zoos and aquariums are now allowed to operate at 25% capacity. for managers at this specific restaurant, delancey restaurant, it impacts them on a deeper

"today in the bay's" cierra johnson joins us live in san francisco this morning to explain why. really this is such a critical moment, cierra. >> reporter: yes, good morning. we'll get to the looming deadline in just a moment but it's hard to believe just a couple days before easter, some kids will be returning to school, many for the first time, having not even ever been to school and that's exactly what's going to play out today, later today with some of the schools in the oakland unified school district. again, it's some schools within that district that will welcome back pre-k through second grade students. the district tells us they have work to make changes so the buildings are safer like updates the hvac systems or installing portable air purifiers. ppp and social distancing will be in place there. it is important to note a number of schools have had to alter their plans to a modified schedule in a partial opening and a few will not open until april. the district says april 19th the district will have another reopening phase, that's when pk through sixth grade students and

. >> and i'm cierra johnson in for laura garcia. breaking news on a story really the whole world has been watching closely. this is new video live shots right there from the suez canal of the cargo ship the "evergiven." teams dislodged the cargo ship blocking the entire waterway. these are live pictures, we're still working to get it moving but it's said to be floating. the ship was stuck for nearly a week, it created a massive backup in the global supply chain. salvage teams had to dredge the canal enough to get the ship to budge which it finally did at high tide with the help of ten tugboats pulling full bore. close to 400 containerships are backed up in the canal waiting for that all clear. >>> one bay area county looking to open vaccinations to nearly all adults. contra costa county says it has enough supplies to possibly start vaccinating anyone over 16 who lives or works there. >> "today in the bay's" sharon katsuda is live for us in contra costa county, looking into how soon this all could happen. good news here, sharon. >> r
