so i've already spoken to the school district and city college. college, their commissioning trustees, and they all agreed they wanted to do this. the idea is we'll have regular meetings scheduled, and that there be to representatives from each of the entities to make up six members. and in addition to that, we have built in an alternative -- alternate -- for each of the entities because in the past there has been issues of getting a quorum if one person doesn't show up. and the purpose of this is to make sure that we have a way to communicate with the entities because, as you know, there is a lot of, i guess, interaction anyways that happens informally. and more recently, there has been exchange of funding for the city's funding certain things. so we want to make sure that there is some vehicle where we could formalize this. and the other piece is just to eliminate basically the federal -- the budget and finance select committee on federal policy changes that was created last year, i believe. and with the threat of the federal governments towards

for textbooks, provide reliable, direct transportation or students to get from their school to city college campuses and hire teachers on special assignment, counselors to increase the likelihood of students' success in college. unfortunately, two of the grants will come to an end in june 2019 and will most likely trigger the loss of counselors supporting the program. to maintain current levels of support including books, transportation, and t.s.a. counselors, the program requires a minimum of $1.125 million. the a.p. classes offered are varied in different parts of the school. the majority of all a.p. classes are taken at four high schools: galileo, lincoln, powell, and washington. this rises serious concerns about every student having equitiable access and how it might affect enrollment. the district offers a variety of career technical education academies. these c.t.e. pathways allow students to explore specific career options within our schools and gain real world experience in a particular area of study. c.t.e. pathways are available in almost all high schools, like the dual enrollment

in my 35 years as a faculty member at city college of san francisco, i've seen how city college transforms lives. the statistics show that california community college students double their earnings within three years of earning a degree or certificate. do we have more time? great, thanks. so i don't have to hurry. and i'm just going to be a few more minutes. california community college graduates have doubled the chance of finding a job compared to those who failed to complete high school. this is also true for students who attend community college without getting a certificate. or graduating. over the past few years, san francisco -- over the past few years, san francisco has actually done a great job of investing in our schools. from increasing the funding of k through 12. san francisco understands the value of investing in our students. and that it's more effective than investing in our criminal justice system. but did you know that california ranks dead last in america for its spending on students versus spending on prisoners? in fact, california spends six times more per prisoner tha

the city college communities no stranger to the current housing crisis. we see first-hand every single day the impact it has on our college and our community. to get a better sense of what it actually does to our community and to actually see the data, we recently conducted a housing survey and discover there is a significant need for affordable housing for our hard-working faculty and staff at city college for affordable housing in san francisco. especially our entry-level faculty and staff, always known as freeway flyers because they come from all over the bay area to work and teach at city college, and they spend sometimes more times -- more time commuting to san francisco than actually teaching our students or holding office hours it is a critical need. we all know that our teachers and educators are more effective if they are part of the community, in this charter amendment is an important and right step towards offering an affordable place to live for our workforce and allow san francisco and city college to continue to provide high quality educatio

i went to a city college myself. so did my husband. we went when it was free. so we both know the value of a free college education. and also, i want to say the city college, i was on the school board for eight years. it's a safety net for those we don't serve well in our k-12 system. it is -- so even more resources should be put to it, because it is the last safety net sometimes for folks to actually get a college education. because our public school system has failed them. so, i know that we have been in touch. we will have a day of public comment. and we would suggest that you come back actually during that time. and i want to also say, i know this is a really long hearing and thank you so much for waiting and listening to everything. i believe we've probably lost a lot of the public comment. i apologize. we knew this was going to be a long one. and we're all here to blame a little bit, because we asked so many questions. but i want to invite you to come back and remind us that you were at the last of the list and had to wait and that should not happen again

city colleges? >> the own one that has a financial impact, that has qualified for the ballot at this time is the free city college baseline and that is $15 million a year and it escalates in outer years, should that pass. it would be an additional baseline. >> why would that? what financial impact would that have in i thought we already have funding for that. the city's current free-city programme is about 5.2 or 5.$5 million for the school programme plu. plus there's a summer programme about $6 million. so that is taken to appropriation every year but the difference is about $10 million. so there would be at least that much difference than the current budget. >> yes, supervisor -- president yi? i mean, i can see why you it in there and why you wouldn't it in there, because it was that much funding available before. it was never allocated. >> so are you saying there's a president source. >> i thought this -- wasn't this the prop w? >> yes. >> -- that the city passed awhile back in which there was th

we're seeing a decrease here because city college has been provided education classes at community centers, and they are scaling back that program, so the department was not funding that before, but we were able to count the units. the department will still be providing about 50,000 units of this service next year. and then the metrics. what i would highlight i guess for you there is the family caregiver support program. we are anticipating a decrease in respite care hours through this program for next year, and that's because outside of older americans act funding, daas has established a new respite care service using dignity fund money. so within the family caregiver support program funded by the state, the department is shifting those dollars to support different services in this program such as counseling and support groups. overall, daas has -- can you -- it's just a different funding source, so those units aren't included in this report.
