it is a big part of what i look forward to doing in city hall. >> what are the specific thoughts you have on how the city can deal with budget issues? >> i think of two things. i'm not one the things that we can raise revenue and that is going to solve out of our problems -- i'm not one who thinks that we can raise revenue, and that will solve all our problems. we need to look at what we do as a city and was services we offer. we have 26,000 city employees. our payroll and fringe benefits for city employees accounts for over 60% of our budget. if we are not willing to look at that issue, i do not think we are going to solve -- i know we will not solve our long-term financial issues. that, to me, is the biggest deal. second, it is about job creation. jobs are not just putting people back to work, which i think is the highest priority, but it is all the ancillary benefits we received, whether it be payroll taxes, an increase in property taxes. people who live and work in san francisco also shop at local restaurants, so shop at the local retail stores. it is a huge economic impact in san

i'm manager of the tour program as well as i am the historyian of city hall. this building is multifaceted to say the very least it's a municipal building that operates the city and county of san francisco. this building was a dream that became a reality of a man by the name of james junior elected mayor of san francisco in 1912. he didn't have a city hall because it was destroyed in the earth wake of 1906. construction began in april of 1913. in december 1915, the building was complete. it opened it's doors in january 1916. >> it's a wonderful experience to come to a building built like this. the building is built as a palace. not for a king or queen. it's built for all people. this building is beautiful art. those are architecture at the time when city hall was built, san francisco had an enormous french population. therefore building a palace in the art tradition is not unusual. >> jimmie was an incredible individual he knew that san francisco had to regain it's place in the world. he decided to have the tallest dome built in the united states. it's now stan

welcome to this lovely part of our city hall. this was always made for this kind of attention because with in this room today, we probably have some of the most powerful women on the plant. so we have to pay our respects. but i want to thank family and the commission on the status of women. i know we have experienced a recent loss, and kaelin was such a great leader among the rest of the commission on the status of women, as well as her husband, who had actually started the state commission on the status of women. i wanted to just acknowledge that history. also, i did not see them here -- maybe they are still meeting, but i know the members of our board of supervisors just announced their honorees for this month when in history month honorees. i wanted to make sure i give a shout out to all of the honorees because the whole city i think cherishes the contributions of women in everything that we do, whether it is a department head, commission, consultants, contractors, vendors. there are women throughout the whole works of the way

and fighting city hall, like i'm sure all of you are probably engaged in doing, we had--and i must admit it's a luxury-- the ability to get away with not fighting city hall but in a sense creating our own city hall without all the bureaucracy, and just going out and-- and establishing an ability to do what we wanted to do. and for some reason, we got away with it. i have no idea--i always say that if i had been born anywhere else in the country than san francisco, i'd have probably been executed by now. or--and in so doing, it caused a lot of people who do the fight that-- the normal a.c.l.u., and the people do get involved in got a little resentful of us and called us sort of irresponsible hedonists and that whole sort of thing. but that there was a real-- what would be the word? commitment to establishing our own place with our own laws and our own rules. and we somehow--i don't why to this day--got away with it. you talk about the band as being apolitical, but-- not apolitical, but we didn't deal in the normal political spectrums and submit ourselves to congress and deal with ci
