usually we can see center city philadelphia.n storm scan3 we're seeing a lot of green a lot of rain but you can see through allentown a wintry mix is beginning. reading a little bit further to the normal and west the poconos seeing some snow already moving into the region. the progression will be moving toward the south and east over the course of the overnight but this storm encompassing some 20 states from maine all the way down through dallas. so we're talking about a couple thousand miles here worth of real estate and being impacted by the storm. right now the main threat is rain in areas of fog as that warm moist air goes over our snow pack once the cold air moves in the fog will go away but poor visible for the morning rush with heavy snow. "eyewitness weather" watchers reporting in temperatures above freezing everywhere but i've been impressed with the amount of rain we've seen over the course of the day. some heavy rain right now in levittown over an inch. barbara reporting over an inch of rain in willow grove. steve in

the city of philadelphia under a state of emergency. nbc 10's monique braxton is live in center city. monique, couple of minutes ago we saw unplowed roads in a live picture there. slow travel as well. what is the situation like now? >> reporter: let me show you market street keith. convoy of three street department trucks just came through here going down market. so this situation has improved tremendously. the state department told us earlier this morning that they have called in about 350 vehicles to continuously plow the snow routes and then move to the primary and secondary routes. and they say it could be tomorrow or later this weekend before they get to some of the residential areas. and because they're using what is called track talk a lot of the trash pickup have been canceled today. tomorrow, they plan to resume. but they did want us to let you know that if you have pickup in the rear of your home that may be a week before your trash is picked up. so we came to this planter on the side of market street because the snow has been

atlantic city, not much warmer 20 degrees. in philadelphia it's cold 26 degrees. you can see the clouds increasing in the pocano mountains. snow developing this afternoon, but it's not going to be just snow heading for the mountains or for philadelphia. right now it's completely dry. but we're watching what is moving in from the west. you can see it move into ohio indiana, and the chicago area. that snow to start with will bring in sleet as the atmosphere is going to be changing during the evening commute. at 1:00 this morning, dry, 34 degrees at philadelphia. but during the day and afternoon, here comes the snow from allentown reading pottstown, philadelphia, into delaware and south jersey that's at 3:00. but look here at this large area of pink. that's the sleet that is going to be moving in as the atmosphere above warms up. not enough to get rid of the sleet, but that's going to be changing. at 5:00 we'll have some difficult travel in the area. but look at the rain to the south that's pushing to the north. the atmosphere will be warming later tonight, so we'll

police have three people in custody in philadelphia's old city neighborhood. jesse gary is live at the scene. >> reporter: just within the past couple of minutes, philadelphia police re-opened the intersection of second and chestnut. as a matter of fact, a couple of blocks on chestnut were shut down. they've now been re-open. this all started at a parking lot near black horse alley and second, which is close to second and chestnut here in old city. apparently three men in a cadillac opened fire at one victim and then they speed off out of that parking lot to come down here to chestnut and go the wrong way on chestnut which is westbound on chestnut even though chestnut is one way headed eastbound. they go the wrong way down the block, swerve on to a sidewalk nearly running over a philadelphia police officer. two officers opened fire at that vehicle. they ultimately arrest the three people inside three men, they have been taken into custody. the one victim those men were shooting at that person has been taken to the hospital. he was hit in the leg. we're getting

city where the accident took place. matt, what's the level of concern that a more serious accident could happen? >> reporter: well trains coming in and out of philadelphia every day, and some of them are carrying crude oil. and a lot of those tanker cars are of an older model that environmental and safety groups want replaced. city council today is expected to vote on a measure that would urge congress and the u.s. department of transportation to issue specifications for tank car design and really try to get philadelphia rail companies to bring those crude oil tank cars up to safer standards. now, the concern is based on the current model of tanker widely in use that some say is too dangerous and prone to puncturing. councilman kenyatta johnson is pointing to the incident last month that involved cars with higher standards. well the department of transportation last year did propose a phaseout or retrofitting of the older tankers. we of course have had a couple derailments within the past 15 months. the most recent happened in late january in south philadelphia and in january of 2014 tanker cars were left teetering over the schuylkill river. no leaks in

the past four days the men and women of the philadelphia police department have joined officer robert wilson's family in grief. >> his murder shocked the city and residents of the north philadelphia neighborhood where the robbery and shooting happened. >> now those residents are turning their sadness and grief into a memorial. nbc10's rosemary connors is live at the scene, the gamestop at 22nd and lehigh. >> reporter: all day long we have been seeing people come up to this makeshift moment oral outside the gamestop to pay tribute, to say prayers for officer wilson. at this hour as you can see, dozens of people have gathered here for a prayer vigil expected to take place in the next 30 minutes or so. it's being organized by two groups. cease-fire philadelphia and also one day at a time. one day at a time is an advocacy support group for drug and alcohol addict and it is group organizers tell me that officer wilson volunteered his time with their organization as did many police officers in the 22nd district. so they felt this was the best way to come out here to show the community, to show his family that they are thinking of them. now, also
