municipal street trees and we have 28 thousand trees to collect data we've kickoff the full citywide status and this is the plan itself you should have received a copy of it a quick not on the process over 2 years we've gone to a number of public event and held working groups and think tanks and worked out with the elementary schools when we have spent a lot of time engaging the public and laefrp about what their goals are for the city quickly on the key recommendations of the plan itself to maximize the benefits of the street trees in san francisco we provide all those benefits the carbon segregation and providing habitat we should think about the benefits in the city and making the benefits aware through signage to the public and other means we put the goal for the street trees population if one hundred 5 hundred to we have a modest goal to add 50 thousand street trees over the next 20 years in order to do this kind of thing the plan recommendation the city should a citywide maintenance program by the department of public works and to do this to identify some sort stable programmin

. >> so i'm going to talk today about citywide initiative called vision zero a joint commitment by the mayor's office, by the by the board of supervisor's and the mta board and by the san francisco transportation authority as well as fire department police department and health department to reach an am ambitious goal each year approximately 30 san francisco i 30 san franciscan's are killed and vision zero is saying that number is not acceptable. we're taking every measure we can to keep our citizens safe on the street and it's it's a joint effort involving engineering, educating the the public improving traffic enforcement and citywide policy changes to support this goal. this is a long history i think in san francisco dating back to really 1983 and throughout the 2000's san francisco taking the lead on everything from signals. we had a strong directive in 2010 to take a big chunk of collisions we see on the street every day and walk first a strategy to protect pedestrians on the street from traffic crashes and the partnership and also a community and vision zero. we raise our game be

additionally on safe streets and the education subcommittee vision zero we're putting together a citywide strategy an item that supervisor yee had recommended we have a strategy currently underway we're doing best practices research but we're on schedule to having a draft strategy that we can come and bring back spring of next year hoping to have that draft completed by the end of march but that strategy will be a first step in the city talking about saying that all departments are going to work together in developing an education mostly an education program making our streets safe it is a long time coming we're making progress i don't know if you have questions about the safe street program we're a thousand pledges for safe streets in our county that both joined the effort and will be putting the budget inspections displaying their support and shuttle drivers are joining at this point in time and we are doing roll out and presentations to the chamber of commerce getting on the agenda for this etc. and as part of that the project is underway sfpd is out with additional enhanced enforcemen

get the data we'll see some very good progress made on the education accident john mentioned the citywide education strategy we started with the sf pledge and have the larger vehicle i want to the thank paul from the ecology team that focused on helping us there's much more work to do but we can break ground quickly by disseminate nationally it to groups and trying to figure out how to institutionalize vision zero and the funding it is difficult to fund those programs there is a mechanism but the applicable accomplishment we've seen working with the traffic and safety a strong commitment to figure out a strategy we'll be exploring that in the next year an evaluation monitoring that is to answer the questions how effective are the policies we've been fortunate that we've moved some done bureaucratic things how to fund a position with the mta and public health we've worked with public health department on the work order to help with the team do the data analyzed when we have collisions we're going to be working with the police department to get revolved that the analysis when they have the

i'm really looking forward to the discussion that we'd have with citywide, i believe it's in january, because i think that helps us create a policy framework in which to talk about this. the numbers are really informative, but how can we talk about what the commission should be doing and what issues we should be looking at? thank you. >> thank you >> thank you. >> commissioners it will place you on item 11 for the public sites development framework. this also is an informational presentation. >> good afternoon, commissioners. claudia flores department staff. i'm here joined by mike martin from the office of economic and workforce development to give you an update on the public sites initiative that we presented back in january. as you might recall this is an interagency effort and joined by kate from the mayor's office of housing and jason and others to answer any questions that you might have for them. this is an overview of the presentation. first i will give some context on the programs a reminder and for the benefit of the public and then i will give you the highlights of what we

29 percent of the homes identify their homes are below the poverty level compared to 13 percent citywide average we're plus or minus 8 percent only a 3 percent difference and as a result there's no there's no proportionate burden we're having nor muni board services coming one this spring and a huge package in the fail and again, the entire first 10 percent implemented by winter of next year so we'll have a really great 10 percent increase and high 5ing each other we're happy to roll those out i want to go back quickly to elaborate on the 99 l and he is 23 and 22 lines those are poor on time services we're adjudicating the scheduled we're adding a bus to the line to main theirs skirld the 38 short line on 32 understanding avenue we're doing restroom improvements and the 35 and 56 those are small schedule changes we're going to include an operator break into the schedule the rest of the operators will have to use the 4 minutes for recovery that sends the next trip behind schedule we're going to be on the bus letting people know about the routes starting in the next two weeks for the 34 an

and i hope that's been reflected in the kind of conversations we had have had on a citywide basis. but getting back to the station, it gave me a really good sense of what it needed and the characteristics of a person, they are compassion as well as their advocacy for this district become very important. well you know, i want to say that i found somebody that reflected that. someone who spent a good 20+ years living in this district. a business owner. a small business owner, but also somebody that has been also out here putting together campaign after campaign to improve parks, preserve open space, improve that open space . i've known julie since my city administrator days when she and so many others told me here to make sure we got those library done. isn't this a fantastic library, jeff [applause] >> i wouldn't say it's no longer your grandfather's grandmothers library. this is an interactive library with so many generations of people. same things that happened with this joe dimaggio part with julie's leadership and leadership of this board and relationships that are being built.

budget, using revenue enhancements from our leases and concessions, both in golden gate park and citywide. i absolutely expect to have additional revenue from our parking garages, if any of you have been in civic center garage recently, you will have noted it's much busier than it used to be. we have two long-term monthly tenants that we have recently engaged, which make it a little less convenient to park in the garage. but it's certainly generating additional revenue for the department. and then we will also be looking at the revenue that we have been generating from special events, field and facility permits, all of which are doing better than budget in the current fiscal year and we expect that we'll be able to budget some of that brother growth for the new year. the budget process always includes outreach to the community, to our staff, to our policy--makes, to our labor and management and commissions and prosac and practice advocate meetings. and finally the budget timeline for this season. on february 3rd i will be at prosac for my annual budget presentation. we'll be having two co

about the maintenance of social and economic fist and the neighborhoods program is related to the citywide division the long division their 5 year work plan they're currently developing we're doing since mr. kelly came on board the work plan for several years and kind of thinking what are the city's priorities over the next couple of years in terms of our long-term program as we complete the central selma plan, which is scheduled for completion in about a year we will not likely take on another major neighborhood planning rezoning effort of that type at least in the next few years the skew where should our focus b be on the long-range priorities the planning commission have recommended it seems like the position of equality and how to maintain the city's diversity is important for everyone not that the planning department and the planning commission and the h p direction have the only role that means in terms of specifics not completely clear we're proposing a couple of positions for example that are a little bit unusual for the citywide planning i call community development specialists no

in 1970 [indiscernible] that 50% of all construction or 100% has 50% community residents and 100% citywide and 35% contractors as minorities and we are here regardless of what the city has done since then, we're going to demand 50% community resident. we will stop the jobs in the other thing is our unions have supported us in our community and we support our unions. the other thing i want to say to you and to the public, hunters point has always stuck together, from the beginning from my experience when they first started [indiscernible] [indiscernible] club in the 50s, that was the first recognition i have ever gotten about community standing together. they were homeowners, people in the projects that called and got [indiscernible] because the community suffered. since that time, the community has stuck together and when the homeowners have a problem, the residents and projects come out and support the homeowners. anything happening in our community, we want to make sure whatever, whether there is jamestown or [indiscernible] or hunters point, all of us stick together, always have and alw

have no further speaker cards. >> [indiscernible] nonprofit that has done work locally as well a citywide. of course we are pleased to see there is no more implosion happening at the candlestick park site itself. this is a tremendous win for local community members, labor activist who have worked hard to make sure mechanical demolition. we support all of that. the local hire components and demolition part itself as well as making sure there are dust mitigation controls so local residents are not affected by the demolition that will happen and finally emphasizing the need for committee at the end of the day. there have been very many environmental injustices, one additional thing i would add is the power plants themselves that once existed in [indiscernible] and we are polluting on residence at hunters point. many of the same activist from that struggle here today [indiscernible] and making sure that environmental injustices do not occur means the committee needs to repeatedly happen in the future. hoping that will happen and thank you. >> commissioners, [indiscernible] a committee liaison

when the last long-range planning efforts were underway and approved, both the area effort and our citywide plan, we identified starting to tee up what the transit capacity improvements needed to be made to accommodate the growth already underway, we need to partner to define what those are. fortunately, we put together a great scope of work and partnership, mtc ff cta, ffmca -- partnering, we applied for and were successful in receiving $1 million in tiger planning, very cup pentative grant program and put together $1 million in local match coming from each of the partner agencies. we are just concluding starting up activities now and the idea is that this effort will define short, medium and long-term capacity solutions for the corridor and the mini metro rail system. so that's the high level. the action we're seeking today is the authorize us to enter into an agreement with mtc. the lead agency, they have procured a consultant team for the effort. and our contribution is $300,000. we already appreciated those funds to us back at your september board meeting and that appropriation also co
