i want to ask you about one comment made by iemanuel cleaver. would you elaborate?say to the american public that we criedpride ourselves in being americans in the greatest country in the world. and one of our colleagues said that it was an issue that reached the hearts of people no matter what racial background they were engaged in. i know that the chairman suggested or in his words -- and i don't want to speak for him -- that there was something funny about what is going on. there is something funny about why the chairman refused to sit down with the general of the united states on an extended basis as others have done as this is the first african-american attorney general in the united states of america. now, let me be very clear. an individual who comes with credentials beyond what his racial background is from being a judge to a u.s. attorney to the acting attorney general under the bush administration and the deputy attorney general and now the attorney general of the united states of america who has been -- who has been one of the strongest proponeevents of a

because i take my seat saying i never gave chairman cleaver a hard time. what i told the chairman was that i didn't know much about the bible. all i knew is that i was an altar boy, they were talking latin, throwing incense in my face and i was listening to the same thing every sunday. but there was one thing that came out of it. and that is there was some rich people and they wanted to get into heaven as i remember. and they were waiting for jesus to explain why he was blocking the way. for their admission into heaven. and he explained to them that he was naked. and he had no clothes. that he was sick. and didn't come to visit him. that he was in jail and they didn't know he was hungry, he was thirsty. basically, he was in bad shape and he went to them and they just turned him down. and as i remember the story, they looked at each other and said, no, you got the wrong people. you never came to any of us. and he said something like, if you don't understand how you should be treated, people not me, but the lesser of people like me, then you should go straig

these justices are also quite cleaver.can eke out of a jury by making small concessions, but on health care k it's pretty much a zero sum gain. when it comes to that individual mandate issue, ik i think the lines are pretty clear with the exception of kennedy. >> what about this as a speculation, that the chief justice has gone as it were to that he can swing back this conservative fellows on thursday? >> well, it's sort of like criminology. i think you can get lost in it. i think these justices really did vote what they thought was the right position and i have to caution that there are good faith reasons to side with arizona here. there's nothing due with immigration. underneath this issue was a question of what's called implied preemption. not because congress said they couldn't, but because the federal government occupies the field. there are good reasons to oppose that. i don't think it is necessarily purely id logical. i think roberts agreed with the liberal justices here. i don't think he's laying the ground work. w

cleaver: thank you, mr. speaker. unless we act now, the highway and transit programs will expire in a few days, endangering our roads, bridges, transit systems and everyone who uses them will experience a decline in what they view as america. and so i'd like to list quickly the reasons we need to move quickly to pass a highway bill that is not simply an extension. one, we must raise america's standards from 24th place to one. three months ago the senate passed a reasonable bipartisan two-year transportation bill that would save or create two million jobs. we have a 2.2 million construction and manufacturing workers out of work. 1,060 dallas is how much we could save families in transportation costs if we could come to an agreement. h.r. 7 was called by my friend, secretary lahood, the most partisan transportation bill that he'd ever seen. the worst transportation bill. thank you, mr. chairman. i have some more points. i'll try to get them in later. the speaker pro tempore: the gentleman yields back the balance of his
