jim cavanaugh is an msnbc contributor, former special agent, and clint vanzant is an msnbc contributor and former fbi profiler. who's taking the lead on this investigation, is it the secret service, is it the fbi, or is it the nypd? i say that because there does seem to be a new york pattern more than anything else. >> the answer to your question is yes, it's going to be all those agencies, at some point if they're able to find this individual, they're going to want to bring this person forward and prosecute this person, it would be a federal case if it crossed a state lines, and it appears that it has and then it became a federal case and the type of case that it is, involving bombs, that makes it federal. primarily it's going to be the new york joint terrorism task force, there's over 100 nypd detectives on that task force, there's a full compliment or fbi agents on that task force. not all those detectives are going to be working on this investigation, but they're going to have a lot of manpower at their disposal. in addition to that, just in the last several minutes as you were get

we do not know a great deal right now, clint. we just know that there are four pipe bomb type devices that have been found. two of them found by the secret service intercepted. one of them at the obama's home in northwest d.c. the other at the clinton's home in chappaqua, new york. there was the pipe bomb device that was detonated in the woods two days ago, the home of george soros, the famous billionaire philanthropist, along associated with left-leaning causes and candidates, and now we have the device that was apparently sent to cnn that's led to the evacuation of time warner center just a stone's throw from us here at 30 rock over at columbus circle. based on what we know right now, clint, does the evidence suggest that one person is behind this? does the evidence suggest that there might be a group of people behind this? >> we can't say for sure, but based on the essential crudeness of the device and the same delivery mechanism, i mean, trying to send packages through the mail you tend to think it's one individual, but you d

clint van zandt, tom winter and ben kol licollins. clint, if you're interview now, what are you asking? >> one of the things we have going for us is because there's explosive devices that jim kavanaugh and others were doing this interview, we don't have to advise him of his rights. there's a public safety aspect where we can interview about anymore bombs in mail, who was working with you, where was your bomb making site. there's a number of things we need to urgently do now that the law allows us to do. we do what's urgent. we get a search warrant. we search his van, house, internet communications, his telephone. try to find out what other connections he has. again, this is still a race because we have to believe if there are 13 devices out there, the two columbine shooters built more than 100 pipe bombs. there could be some out in the mail, inside his house or van. that has to continue as urgent as possible until we get those answers. then the wheels of justice will start to grinds as far as prosecuting this person. >> if this is sti

i want to -- i think you have clint van zandt there and jim kavanaugh. i want to go to clint. based on the information we have so far, these officials here were not prepared to say whether this is an individual, a group or different people. doesn't seem like different organizations because of the tight window in which these things were all delivered. what do we think about who might be behind this based on the early information we have now, clint? >> well, you know, one of the things we do, we look at past individuals like this. of course, we just spoke about the unabomber, ted kaczynski. we could talk about mark anthony, the austin, texas, bomber this last marchment and we know he was sending explosive devices through the mails and, of course, one of the ways he was identified is notwithstanding. the surveillance cameras in the various locations where he dispose itted these items. we have so many means for the person who putt them in the mail, the individual to drop this in george soros' mailbox, the surveillance cameras there. i would be amazed if we didn't have sufficient b

and clint, what would they be looking for now? >> at this point, they will take the vehicle in and process it for evidence, and what you are seeing there is that they are moving it to the location that is secure, and one that where they are ready to process that inevidence and log it to build out the case. you know, as we were talking about earlier, they will need to match the evidence they have and beyond that to match the evidence from this van which i am assuming that everything in terms of the dna and looking for the bomb-making materials, and remember, allegedly black pouder in the pipes and look for the residue both on the person and the contents of the vehicle, and this is all added to build that case. like they were saying before, we will see them going to the grand jury at some point, and going to the court, and go for the indictment. this is where they will get all of the evidence from. i think that the other thing is that they will clearly look at in terms of the targeting methodology, and in terms of the reconnaissance

i'll let clint elaborate. all these things go into the investigators, the commanders trying to get ahead of the bomber. >> chime in here. i'm particularly the isis meme, how much would you be zeroing in on that as a profiler? >> number one, i can tell you jim cav nag and i would rather be work the case than talking about it. but once you take senior status, that's what you do. four quick things here. let me take the other investigative track. let's talk about the potential that suggested this is either a bad bomb maker or it's intentional hoax devices. number one in at least one or more of the devices, we're not teaching a bomb making school. but i know there's one key component missing. that intentional, if it's intention intentional, if it's not, we're going to see a new and improved version. number two, we have this isis sticker that's stuck inside. it's like a high five type of thing the guy is doing. it's like his own inside joke or something. i think it was the cnn bomb. what are the two things that scar

i want to bring in former fbi profiler clint van zandt and joyce vance. her father-in-law was killed by a mail bomb. we have talked in the last few days about this. nothing was detonated. is beside the point. at this point. someone targeted people very deliberately in the united states. thank god to our law enforcement they got him. we talked last night and we were all pretty sure they would get whoever was behind this but this remains one of the serious weeks in u.s. history in terms of danger and terrorism. >> well, it is incredibly serious and the law reflects that treating an attempt to put a bomb in place in an effort to hurt someone as seriously as it would treat the situation in many ways as if the bomb went off. the important thing here is we now have a defendant in custody. hopefully he can lead law enforcement to his bombmaking factory. they can secure anything that might present a danger to the public and then proceed with the prosecution. >> clint, the fact that we have got this guy with a long criminal record including attempted -- a bomb thr

. >> i want to bring clint van zapt back into the conferring and wear your hat as an fbi profilar. i am going to tell you that i have a name in front of me. i will not release this person's name. i can say that it is a male. that is allegedly the suspect that is in custody. but when you look at the profile of somebody who would commit a crime like this, potentially a hate crime, shawn makes the point that these things usually don't just happen overnight. the sentiments are fermenting for quite some time. speak to that and how you look at that in the investigation. >> well, we have said for years, both for our school shootings, violence in the workplace and others, that a shooter or individual doesn't just snap. he or she has a period that builds up. again, shawn is absolutely right. we have seen these individuals anywhere from just a matter of weeks to a year and a half or longer. the columbine shooters, the two teenagers from columbine in 1999, planned a year and a half before they carried that off. and we see others take that long, too. but you know, i will also say that when you

clint, you have run into this before. starting with you, jim, give me some ways you think, you know, in your experience how long it takes to crack somebody like this. >> well, in the first part, as a commander on a case like this where the guy is not talking and i am worried about more bombs, what i am going to be doing is driving the agents into his computer because i want all the purchase records of how many of these digital alarm clocks did he buy and how many do we have? how much length of pipe did he buy and how much do we have? and how much, you know, we will get a search warrant. i want you in there with a tape measure measuring that pvc pipe in the garage. i want to measure -- we know how much is in the bombs and how much is left and how much isn't and how many timers did he buy? do we have them all? are there two sitting on the bench and he only bought 15 and we have 13 bombs and two on the bench? i will feel better. i will be driving that first. like mimi said, look, i kind of always like these smart-alecky guys

clint watts is also here with us. clint, let's start with you. do you know why they would cancel this? >> it is really a trump administration term. they wanted it. radical extremism is what they wanted to focus to be. it like many other programs have not followed through on. we can say -- >> there are a lot of ways the to not have a program move forward. does that make sense? i know we spoke to people involved in this and, you know, they said that it's not really sensible to think about all of these different forms of extremism entirely separately. there is something common to all of these forms that challenge us from a security perspective. the federal government should be involved in funding a charge against it. >> look. it was the reason my division was created actually. it was a reform after 9/11. it is those that victimized us after the fact may be necessary but it's not success. we need to be as creative as we can based on what the intelligence shows the threat to be at preventing this loss of life in the first place. as part of that strate

clint, because it was the last thing we mentioned i would like to begin with you.ow on earth do the good guys -- and by that i define as the feds, the fbi, et al, your former colleagues, stay ahead of this stuff? how on earth would you have found this guy living in a ram shackle apartment, posting hate on the web? >> it is much more difficult in the do mets tick extremism case to be honest. i mean what we see is whether it is twitter, facebook, youtube, sbeerngs terrorist or domestic extremist, eventually they get pushed off platforms and they look for a place where their speech is not moderated at all, the terms of service aren't enforced in any way that moderates them, encrypted communications and anonymity where they can say what they want and not be pinned down by law enforcement. that means if you are the fbi or state and local law enforcement, you have to put yourselves into the conversations, which meents you have to know where to go. sometimes we are very excited about pushing them off the mainstream applications, but what we tend to do is push them to clos

clint, great to see you again. had been a drop off in chinese cyber espionage activity after a 2015 agreement between then president obama and chinese president xi jinping that was aimed at stopping this. what is causing that huge increase? >> you would have to guess the trade war between the trump administration and china has actually elevated other forms of attack, essentially the chinese opening that door back up again. in terms of stealing intellectual property, there are two ways. take the property, duplicate it inside china, or pursue through cyber attacks. that's what we saw until 2015 in volumes. what is consistently the problem with the u.s. approach, you remember back to the iran negotiations, one of the things we are worried about in private sector is that iranian government using hacking to deny services to banks. asymmetric warfare. we are seeing it again. we can try to initiate a trade war, but we're the most vulnerable country when it comes to intellectual property. so they have a strong siepcyber fo

clint, walk us through what you think from all we've learned thus far. >> yeah, well, i think what we're learning is we've got an individual who appears to have a hit list. you know, we can go back, what was it june 2017 at that congressional baseball practice shooting where that shooter had a list of six members of congress on him when he committed those terrible acts. it appears we fast forward until today and this individual likely had another hit list. in this particular case it appears democrats that he was after. you know, it's no coincidence that that's where he was going after. so that's going to be part of what law enforcement looks at, notwithstanding the treasure chest of forensic evidence that they have from the explosive devices, the envelope of white powder, whatever that turns out to be, and the envelopes themselves. but this is the type of person who would have been very vocal. he, she, they would have been right up front with how they felt about the individuals that they targeted either on websites, blog sites, letters to the editor, personal letters. so between those po
