cnn's alayna treene explains how these tariffs will work. >> president donald trump made good on a long held campaign promise on saturday when he signed executive orders imposing sweeping tariffs on three different countries. he imposed 25% tariffs on all goods coming in from both canada and mexico, and then also a 10% tariff on china. now there is one exception the tariffs on canada. he only imposed a lower 10% tariff on canadian energy. but look, this had been a pillar of donald trump's economic policy, one that he touted heavily, especially in the final weeks of the election. but tariffs are also something that he believes he used effectively during his first term. and, you know, just to break down a little bit of the details in these different orders, one key thing is that they do include a retaliation clause, essentially saying that if other countries like canada and mexico or china try to respond with their own tariffs, the president may seek and choose to raise this percentage. the percentage of these tariffs even higher. he also expl

the air traffic control source tells cnn. over the past three years, there, there were at least two near misses between planes and helicopters, and it is a particularly demanding airport, according to a former navy controller. >> d.c. is a very complex airspace. there's prohibited areas where, with that, only certain aircraft are supposed to be in. exceptions to rules. there's actually a prohibited airspace just north of the accident. so it complicates the routes a bit. >> now that stress on air traffic controllers here at reagan national airport could now, of course, be reduced with the decision by the faa, according to an faa official, to shut down those low altitude helicopter corridors just east of here. those corridors that were in use at the time of the accident on wednesday. analyst peter goelz says he doesn't think that helicopter corridor is ever going to be reopened, fredricka. >> oh, really? okay. brian todd at reagan national airport, thank you so much. all right, well, as the investigation intensifies, we are lea

cnn's jason carroll is live in philadelphia. jason, it's far too early to know exactly what caused this crash, but i see the investigation is still going on behind you. what's the latest? >> well, just to set the the perspective of where we are versus where the crash happened, we are standing here on the corner of roosevelt boulevard and cottman avenue. there in the distance, there are several blocks away. you can see some of the flashing emergency lights. that victor is where the crash occurred in that area. you think about where this happened. incredibly busy, busy business district. a number of businesses here, the roosevelt mall right next door. you've got restaurants. we've got gas stations nearby. in addition to that, you've got homes nearby. a number of row homes in the area as well. and you think about the timing of that flight, as you had mentioned, had taken off from philadelphia northeast just after 6:00 rush hour. so the place was packed with people. and so you can understand why a number of people saw exactly what h

tomorrow at nine on cnn. >> just want to bring you up to date on the latest. the faa saying a learjet 55, a midsize business jet used as a medevac flight, crashed at about 6:30 p.m. in this densely populated business and residential area in the northeastern part of philadelphia. moments ago, the faa updated their number. they said two people were on board. they're now saying six people were on board the plane. our pete muntean, the company that operated the aircraft, jet rescue, says there were four crew members and two passengers. and as pete muntean just reported a moment ago, one of the passengers was a pediatric patient, a child we don't know the age. the other passenger was a person escorting that baby or that child. jet rescue goes on to say that it. quote. at this time, we cannot confirm any survivors. no names are being released at this time until family members have been notified. our immediate concern is for the patient's family, our personnel, their families and other victims that may have been hurt on the ground. more information will be released a

this is what cnn has been reporting as well. there was one controller that was handling both helicopter and fixed wing aircraft traffic. there was one ground traffic controller, there was an assistant controller, there was an operation supervisor and an operation supervisor in training. all of those controllers have been interviewed. but again, the crucial piece of that is that one air traffic controller was handling both helicopter and airplane traffic. we are told by experts and former controllers that that is not uncommon. however, that's not necessarily the way it's supposed to be. the supervisor can make that call to have one person in the control tower handle both sets of traffic at their discretion. they did make that call that evening, but that's not necessarily how it is supposed to be at a given moment. there's supposed to be two controllers, um, handling both of those things, i guess a couple of quick other things they they did determine that the there was a training flight going on with the black hawk helicopter that

chilling images obtained by cnn show the final seconds before the collision, the blackhawk appearingo fly directly into american airlines flight. the blackhawk might have flown outside its flight plan for a time and flying higher than its allowed altitude of 200 feet. both of the passenger jet's black boxes have been recovered. both recorders should be salvageable. we also just learned the helicopters two recording devices, they're both contained in one box, and that box has also been recovered tonight. gio benitez covers aviation and he's on the scene tonight leading us off. >> reporter: tonight, salvage teams on scene set to begin pulling the wreckage of the deadliest plane crash in nearly 24 years from the icy potomac river, starting with the black hawk helicopter. crews dealing with bad weather all day, scanning the waters with sonar, the remains of 41 of the 67 victims now recovered. sources telling abc news many of the remaining victims are believed to be trapped in the jet's fuselage. >> we have right now two distinct debris fields. the good news is based on the initial mappin

this is new video from cnn. the crash happened late wednesday night. of course, an american airlines flight was preparing to land at reagan washington national airport when it collided with a military blackhawk helicopter. all 67 passengers, crew and military personnel died. the ntsb revealed today. crews just uncovered recorders from both the helicopter and the plane. investigators also interviewed controllers in the tower at the time of the crash. as of right now, the investigation, of course, is still ongoing. we have an aviation what's called a swiss cheese approach, wherein if something fails, a backup should catch it. multiple layers of redundancy. it's been a very long time since we've had a major aviation incident in the united states. and that's the reason why it's one of the safest forms of transportation in the country. but the only way they do that is by investigating what happens now and then making recommendations in the future. the ntsb says it expects to have a preliminary preliminary report on the collision within a month. now, meanwhi
