. >>> stop states day, tenth year of rankings, scott cohn has more of the countdown to number one. hey, scott. >> hi, carl. every state talks about their workforce. the ideas to hold the states to their own standards. this state gets bragging rights. here's state number three. colorado. the centennial state, comes in third this year with 1,555 of 2,500. up from fourth. category, workforce. farris place in that all-important category thanks to a big influx of college educated workers. in fact, we found colorado's workforce is the most educated in country. those smart workers command high wages. one reason colorado finishes 37th in our cost of doing business category, but taxes are on the low side. the individual and corporate tax rate is 4.63%. the state's sale tax is 2.9%, but local taxes can push that up to 10.4%. with strong job growth and the second best economy in the nation, unemployment in colorado is well below the national average. colorado's largest employer is lockheed martin space systems, the largest industry, professional and business services. this is colorado's sixth

same with geir row cohn, who is number two guy, one of the first obama supporters on wall street.eep ties to goldman sachs. here's the interesting thing when you break down some. numbers, and we've been doing this on your show, when i was in philly talking to some of the people there, goldman sachs and the big banks themselves are kind of out of this election so far. they have given a few bucks. i think goldman sachs, one contribution to donald trump for $500, something minuscule like that. they have given about a 1.3 million to hillary. they gave a bunch money to jeb bush. in the election, major players in all other elections they're out of it. what is striking big wall street firms are taking a back seat so far. they may pick up soon. the big hedge funds are in there. charles: are hedge funds in there with the tax situation? >> i think they're in there, because, for some reason there is a lot of democrats that are hedge fund managers. don't ask me why. charles: ultimate limousine liberals. >> but donald trump scares them on some issues, particularly trade. they think it is bad f

[laughter] some of you are like, let me going the fact check that. let me make three general responses what ann and carol alluded to. i do think that this isn't just about what is better for women, what is better for black people, what is better for queer people,, it is about, we are all focusing on what is better for everyone. the problem with the politics for too long it has focused on what is good for an elite few. i do believe as a whole that liberalism, progressism, democratic politics have been better for all people. more than half of whom happen to be women. we created twice as many jobs since 1976 in this country nder democrats presidents. gdp has been high. personal wealth is higher. all measures, it is better for all people when we have a democratic president or progressive president. now, that being said, i want to challenge the point that the democrats are the only one talking about identity

scott cohn is in that top state, which of course he is still keeping secret even from us. but he does have the runner-up. scott. >> reporter: brian, we've been doing this ten years now. there have been trends that have come and gone. there's also been consistency. and this state falls into that latter camp. let's continue our countdown now with state number two. texas, the lone star state, is number two this year with 1564 points. texas also finished second last year. this year was supposed to be a challenge for texas with oil prices at a fraction of their peak. but true to form texas barely missed a two-step beat. growth has slowed, but the texas economy is still number one in the country. that's because it's big and diverse, home to 45 companies in the s&p 500. and despite the big budget challenges brought on by low oil prices, state finances are strong. the job market is healthy too with unemployment just below the national average. but texas stumbles badly in education, a perennial weak spot coming in 40th. and quality of life drops to 37th. texas is an unhealthy state

scott cohn joins us now. he's got the answer. scott?tired of keeping secrets so well, so we had to you know, we did this. but yes, utah's the top state for 2016 and it's a great state, but in terms of performance oaf time with 2500 points a year, there is only one state that we can cal top of the top. we are at the enchanted springs ranch in bernie, texas. yes, it is texas, which has never been far from the top in our top state study. let's take a look at how the numbers shake out. >> it began with a question. what makes a company decide whether to locate in one state over another? has that questions turned into a conversation, one state was always in the middle of it. >> texas. >> texas. >> yeah, you got it. it's texas. >> america's top state for business three times. texas has never finished lower than second. texz dominates with 15,029 out of a possible 25,000 points. rounding out the top five, virginia, this year's winner, utah, colorado and north carolina. every year, we also rank the states in ten categories of competitiveness. th

scott cohn joining us now with the lovable losers. >> lovable they are especially if you do live there, scott. ten categories of competitiveness and you know now who comes out on top, but let's look at who brings up the rear. maine comes in 46th this year, down from 44th last year. by the numbers, maine workers are the least productive in the nation. infrastructure is lacking and the economy is barely moving. in 47th place, a tie, mississippi drops from 43rd place last year, the worst economy, worst for technology and innovation, though it is the cheapest state to live in. and west virginia, it's an improvement from 49th place last year, but the state still comes in next to last for technology and innovation and business friendliness. number 49, hawaii, which was america's bottom state for business last year. it is still the most expensive state, but that does buy the best quality of life. america's bottom state for business has a crumbling infrastructure, high costs and a struggling economy, and it has never finished above 48th place, rhode island is america's bottom state for busines

scott cohn started ranking all 50 states for competitiveness and other characteristics back in 2007. every year he likes to keep us guessing. he joins us now from -- we actually don't know where, scott? >> reporter: i know where. but we are getting a lot of interesting guests. and you can get in on this, the hash tag is top states. a lot of interesting guesses as to where we are. in a moment i'm going to give you our first of our many diabolical hints as we lead up to the big announcement top state for business tomorrow. there is a serious study behind this and it's been consistent over the last ten years looking at ten categories of competitiveness. but the weight that those categories carry depends on how the states are selling these things. so the more states are talking about it, the more weight it carries in our study. the idea we want to hold the states to their own standards. so the way this comes out this year, workforce is worth 400 points. that includes the educational level of the workforce, is it a right to work state, are people migrating to the state, things like that.

with me to talk about all of this, hillary clinton supporter, sally cohn, robert sitterman and carl bernstein. jill doherty and evan perez are sticking around to help with the fact check. robert, really? robert, really? vladimir putin behind it -- i thought it was going to be boring, but you were right. >> you know something, let the fbi do their investigation. i'm not prepared to go there. the fact that the fbi is investigating i think does give it some -- does make it relevant. it makes it of it interest. the bigger concern to me is the fact that donald trump is taking positions that are so in sync with vladimir putputin, dis mantling nato, certainly, we've never had a republican candidate or any presidential candidate be as supportive of the russian leadership. >> so democrats, sally, always accuse republicans of conspiracy theories. some might think isn't this another conspiracy theory. the democratic convention is starting off in chaos. >> first of all, i've been inside, talking to -- i don't think it is starting off in chaos. let's be clear. those of us who like to talk inside baseball,

scott cohn with that story. >> hi, scott.rn on friday without making substantial changes to that law. we do consider inclusiveness among our metrics in top states. so this will have an impact on our rankings when they come out. but activists and some in the steet legislature. >> when you pass hateful legislation, you cannot recruit and retain the best and brightest. you're not going to bring companies like paypal to come expand here. you are going to continue to lose concerts and events. our beaches and our mountains are going to lose tourists. >> the human rights campaign which a pushing to repeal the law, they some 200 businesses have signed onto a letter that urges this be repealed. if they're to stick to their guns, they're setting aside a state that has always been a competitive state. proponents of the law say that's what businesses should be focused on. >> businesses who care about being bullied by big grups like the human right it is campaign more than they care about the citizens they skerve or the profit their compa
