commissioner wolfram, commissioner hasz, commissioner johnck, commissioner john's, commissioner matsuda will be absent today. >> directors announcements? >> good afternoon. i would like to mention the mission moratorium which of course did not move forward yesterday. what i wanted to let you know is that we are continuing and will continue and i made this commitment on behalf of the department that we will continue to do our work in the mission 2020 plan which we have been working for some time with a series of neighborhood groups to work towards stabilizing the demographics of that neighborhood while the neighborhood is growing. it's something that we have committed to and the mayor has committed to and committed the staff over the next year to make that plan a reality. it's a land use plan and not a zoning plan per say but a plan that tries to stabilize the mission through tenant, counseling, eviction control, acquisition of sites for affordable housing, acquisition for existing buildings for rent control buildings to maintain existing house. so it is kind of a new ground for us in ma

>>clerk, please call the roll. >> commissioner farrell, commissioner breed, commissioner yee, commissioner tang. we have a quorum. >> item 2. citizen advisory committee item. >> good morning, commissioners, short today which is nice for all of us. item no. 4 was the only allocation request we took up and it was mostly centered and signals and specifics which weren't really addressed because it's not part of the allocation request. but some of the things we were thinking of were pedestrian signaling and cross streets and bike network and we were told the primary focus of the request was for the signal lights but mta would look as to whether or not these items would be able to follow. and regarding the equity project and specifics primarily how they plan to engage riders from cultural backgrounds and padilla expanded the details quite well and we are quite happy with the resulting discussion we had with that. a couple of things in our new business that i want to bring to your attention. one was the mission bra -- bay project held up in court and the rail yard fees ability study. i just want
