when i chaired the ethics committee, mr. sherman may remember this, we -- you are not allowed to practice your profession as a member of congress to avoid conflicts of interest. the medical doctors approached the committee with the point that if they didn't practice a certain number of hours they would lose their license and they would never be able to practice medicine again. so we arranged for a scheme where the medical doctors could put in the number of hours that they needed to retain their license and the remuneration could be no more than what was necessary to pay their malpractice insurance for doing those hours. i think that's worked reasonably well. on the other hand, you know, medicare reimbursements, a whole variety of things impact what an an md will in the future be able to expect as an income stream. the same with dentists or even attorneys. you don't have the minimum hour issue with mds, but if you vote on something that provides for private right of action that's remunerative in the future you could benefit f
