i didn't start out wanting to be governor of the commonwealth of massachusetts. if i had, my wife probably would have never married me. but, you know, you sense -- you begin to get a sense of yourself, what your strengths are, and how you want to contribute and where and then. then you move in that direction. the other thing, i'm going to say this as someone who's about to get a fancy degree. i remember being in the company of others who are about to get a fancy degree when i was in college. and all they seemed to worry about is how to keep their options open. as a result, they make almost no decision. they were constantly trying to figure out how to be in the right place at the right time and be introduced to the right this and so forth. instead of following some sense of their passion and taking advantage of what that fancy degree is supposed to give you. when i -- when i got into college, you know, by the time i was applying to colleges at milton academy which has a whole apparatus to get you ready for admission; right? no one in my family had been to college.

. >> you are listening to the commonwealth club of california radio program. we're talking with ed lee, mayor of san francisco. speaking of the police department, one of your first moves was to hire a police chief. the head of the police union was overheard saying that he bought the appointment. others have said he is a member of the old boys' network. was that a political choice, that the union got one of their own as chief, that they might be more amenable to renegotiating the pension and kicking back the money in sour or forgoing raises for a third consecutive year? >> none of that injured into my decision making at all. it occurred so suddenly. they were literally confirming the as the vacancy was created. i asked the very same commission that helped to select the last chief to use the same process to come up with the best group of candidates. i reviewed it things with them about what they went through. i had concerns about whether they had open dialogue with the communities of the city, whether they had contact with all possible candidates. they did a ver

so he recruited from around boston, around the commonwealth and around the country. he extended the school day for an hour and a half. by the way, i've gotta tell you, you know, our calendar is based on farming, right? you get -- i'm not kidding. you get out in time to plant, you stay out long enough to harvest. that's where our school year comes from. the school day is about getting to chores in the afternoon. he extended the school, the school day. why? because some kids need help with their homework, and their parents don't even speak english at home. and so their opportunity to get that help is in the classroom. he brought in city year, you know the program city year? to help with the after school, and they do many of the district interventions with family. if somebody's late, they go to the house. i mean, t a much more active and engaged community right now. everybody has signed on. they've been at this now for seven months. and their achievement scores have gone up 60% in seven months. they have stopped allowing the children and their families to say, well, we'

[applause] >> i get really concerned one ip -- hear people say the payroll tax is a job killer. maybe in some industries the payroll tax might be a disincentive on business going forward, but i would not be surprised if we came out of the whole discussion about remaking our tax for next year that it involves a combination of a payroll tax, commercial occupancy tax, and gross receipts tax. all of that could be in a remade form of our business tax structure. >> that is a good question to ask. i will ask this monday. >> i was born in of los angeles. i was in a mexican-american, a chicano town. my dad was a launch your worker. my mother was an office worker at usc. my parents were divorced when i was 10 years old. i moved to the east coast and lived there for six years and then fled back to california after high school. i went to school at uc santa barbara. i have been in san francisco since 1989, have lived in the excelsior since 1999. the difficulty is, muni often sees it as an industri

if we allow poverty to persist, what do we expect of people who will destroy the commonwealth of us? they will harvest the last fish, they will promote socially disruptive means to get what they need. we have to give people something to use it. that is the most important thing. on top of that, the growing population problem. the only way we will solve that is by giving women in the poorest countries and education and to increase the standard of living because that is how we see families reduce. tavis: anybody other than you understands these things. is there any one of authority -- do presidents, leaders, heads of state, is there any evidence that they understand the link on how the poor are treated, how women are treated, the future of our planet? >> i spent three years in the copenhagen process and there are many of us out there. there are good ones, bad ones. people understand. the leaders will only do what they are licensed to do from their people. it is the people that need to change. we need to understand that we're not alone in this. this is not a survival of the fittest world

it was developed with philanthropic support from robert johnson, and the commonwealth fund, and is within the public domain. it is fully transparent and was developed from the court did efforts of a very highly skilled team of clinicians and researchers around the country. what it does is take claims and sort them out in a way that you can see, for every individual patient, for groups of patients, you can see what services they got that conformed to the protocol of care. that is the evidence-based standard of care for their condition. and what things took place that should not have taken place or that were dangerous or wasteful. in a state that we had done, my organization has been mounting these evaluations. the first large-scale reports will be coming out in california this year. calpers has commissioned an analysis of about 300,000 -- their fee-for-service beneficiaries. they are representing pg&e workers. they have also agreed to an analysis, about 100,000 of their beneficiaries. most of home if not all are in the bay area. the things i want to say to you is that this has to be done.

[applause] >> hello. and welcome to "need your district supervisor -- meet your district supervisor." supervisors campos is our supervisor for this week. welcome. thank you for joining us today. tell us about your background. where you grew up, went to school? >> sure. i was born in guatemala. i was brought here by my parents. i grew up in l.a., and then moved up to the bay area, and i went to stanford. i came back after law school. my background for the first few years was as a practicing attorney. i worked in the private sector for a number of years. and then i worked for the city as a deputy city attorney and then became general counsel of the school district of san francisco and through that became involved in politics and at some point decided to run for office. >> you have lived in san francisco for awhile. why did you decide to live here? supervisor campos: i have always felt that san francisco is unique. i have always loved this city. i think that san francisco is -- it represents the best of what
