thanks to all of you for being here tonight it's always a pleasure for you go to welcome the community into city hall - because you remind us our purpose in government so to serve and you you certainly bring life and culture and community into our te halls and bring life to us, so thank you again. i want to thank the nominating committee and the planning committee for their excellent work in ensuring that those very important community members who do so much to ensure that our communities remain strong and vibrant, those who are under served typically continue to be served that our communities are strengthened and our ties are bound and strong. so, in 2012, of this year, we are very lucky enough to have two very distinguished honorees for our distinguished service a word for the city and county of san francisco and the first person we will recognize tonight is vera noon tear if you can please u.s.a. plast she is the social director at the arab culture and community center and she helps hundreds of families in trans by providing social work service and is i know how important that work is and how

it was more on the spot question to ask what the mayor is doing to support city college at our community -- who are reliant on city college. he poke at that. if we can get an update from the mayor's office as well what the mayor's office is doing. ~ spoke at that there have been questions about the accrediting commission, and the role the accrediting commission ha played. [speaker not understood] are here to discuss that. ~ has played i think that is a strategy the city needs to take on about whether we should question the crediting commission and the recommendations and [speaker not understood]. we'll probably hear from both sides from that question. there are people who have been involved in struggles for city college for years and trying to make city college legitimate institution. at times, the changes that are being forced, it is important to be accredited and opening and make the change people want to see. we'll be hearing from people talking about that today as well. there are great concerns -- i'm sorry, the murmuring in the room is really distracting. if we can keep our voices d

with and engage our city residents while providing opportunities for meaningful participation and particularly for under served and vulnerable communities. in 2009 the city had the pleasure of collaborating with business community and philanthropic partners for the 2010 census count. we learned a lot about applying relevant street wise, street smart approaches to outreach and supporting community stewardship. this successful outreach effort and ongoing relationship evolved into a new model of engagement and collaboration. last year under the leadther ship of mayor ed lee and dr. sandra hernandez of the san francisco foundation, ~ planning began on a city-wide citizenship initiative, a total of five philanthropic foundations, a national grant makers organization, and trusted community partners are working together with the city on this effort. we will be starting the pilot phase of the initiative after today's announcement. we hope to include more partners as the initiatives progresses into full implementation over the next three years. so, mayor lee will now announce the initiative. and as a long-time civil rights champion and leader, m

we can do community benefits agreements with the city or development agreements between the community and the developer and the city. community benefits districts are widely used tool that can public private partnership that can help support maintenance and safety, streetscape improvements, et cetera. everyone at japantown mello-roos [speaker not understood]. the final batch is to look at one of the utilized funds for [speaker not understood] the arts. we have the hotel tax and that money spent to support arts groups throughout san francisco. small amount of money to go to cherry blossom festival, but this is something the community can better capture for their arts programs. the garage gets in a lot of money from parking and a lot of money goes back into capital improvements in the garage but there is opportunity for the lease to be renegotiated such that that money can be spent to increase what people going to the garage, and that way that money can be spent on improving the neighborhood or more marketing. create japantown neighborhood commercial districts. this is something we woul

that have been part of the fabric of why i'm so proud of san francisco as a city that welcomes and protects our immigrant communities. and i also want to take a moment and thank all of you. you're taking pictures of us because i think behind us represents the diversity of our city. but we are looking at you. if you actually looked among yourselves, this room effects the diversity of the world. san francisco, we were built by immigrants. the presence of our city is successful because of the vitality of our immigrant community. and we know the future of san francisco rests with the future of our immigration and i am grab community. so, i want to thank you for being part of this. ~ immigrant as adrian mentioned in the late 1990s, the first time i set foot in city hall was when i was working as an immigrant rights attorney. working on the fact as you know our immigrants, our noncitizens have incredible challenges in becoming citizens. not only do they have to wade through immigration codes that are many inches thick. they orphan have to spend a ton of money to pay attorneys as well as immigration fees. not only does our

gather the importance of the ties in the need of our community and every day i am trying to make san francisco a place where everyone succeeds, a city for the 100 percent. i am honored to be working for the community, and fighting for the community, and trying to help the community and our city be a better place for everyone to live, work, visit, and do business. today, san francisco's economy is recovering. our unemployment rate has dropped from 9.6 percent when i first came into office in 2011, to an astonishing 5.4 percent today. [ applause ] we put san franciscans back to work and gave them back the dignity of a paycheck so that they could support their families. but it is still not good enough. and i will remain focused on making sure that no one is left behind. that is why we created programs like tech sf to insure that our long term unploid and youth have access to education, training, and job placement assistance. we have already trained and packed scores of people in technology jobs and the first graduation is this june. last summer, i proudly joined mayor pelosi to take up president obama's challenge of taking up summer jo

, people of color communities need in our city. and from those 800 surveys, we found that there is a lot of issues that are addressed in the master plan and in some of the things we wanted to highlight and mark as critical needs for our communities. so, we are happy to be able to come before you today and tell you what we think about the plan and also to see -- hope the changes we recommended and incorporated in the final plan. and i think, you know, there are a few other items we wanted to point out echoing hillary's comments around the consistency of determination that it does seem that the whole project needs to be reviewed and -- because some of these recommendations are very broad, they could be, you know, any project can meet those needs. so, we really need to look at what is -- what is the overall impact on the community of any development project that's coming into a neighborhood. and that while we understand the, you know, various departments -- you know, we can't have a hospital in every neighborhood, that's true, but wh

this is something very important that city college offers to our community to educate youth and peers and their own quality of life and furthering their own education and becoming better citizens. i say that if city college has to downsize, these programs will not be available. and the hope that people will be able to give to their own community and gain their own empowerment to be who they want to be suffer. >> thank you. >>> they might not have that respect. thank you. >> thank you. next speaker, please. just as it celebrates the positive impact on the respective communities throughout the city. it will be another example of proven success of such partnerships in driving meaningful improvements in their communities. i hope that you will agree that our community efforts is worthwhile and that you will find it in the best interest of the community and the city as a whole to support this. thank you so much. >> thank you, next speaker. >> hello, supervisors, president. my name is darren swan. i'm a resident of the broadway area. as a long item resident of the neighborhood, we've seen a lot of changes happen for the worst. what we are ready for is positive change. i look forward to your support of the cbd. i remember when it used to be fun and safe, a destination for all to enjoy. the hotel industry tells people not to go to broadway. we want to tell them to go to broadway because it has anything for everybody. we want that back. many who would want to give broadway back. i have recently entertained other areas and they have a celebrated entertainment corridor. we need to have that

forward to improve the technology and efficiency to minimize the overall impact on the community but also the entire city. we would like to see you honor the commitment that will provide a safe and efficient facility and just stress again the emergency in addressing the need to build healthy community. if you are smelling it, you are exposed to it and lastly, the job creation. we host tours there. many of the youth have seen this. i would like to bring this into the fold so they understand how this impacts them. thank you very much. >>al williams. i'm a part of the brown and caldwell team, a local business enterprise based on the bay view hunters point area for a number of years. i would like to briefly speak to a couple of the questions that were raised about supervisor mar's question on how to team was selected and the world class nature of the of the team and partners. it's local business enterprise as part of the team is really impressed to join this team by the manner on which my firm was approached to become part of the team. typically what happens is local business enterprise gets letters asking i

city-wide agriculture program. spur had previously released a report called the public harvest report that showed even though we had seen tremendous demand for urban agriculture, community gardening and urban farms grow across the city in recent years, there has been a notable lack of coordination among different agencies that govern urban agriculture. the legislate ition helped create the program designed to serve as a one stop shop for urban agriculture to assist in the formation of new garden projects, to provide resources and tools, and partnerships with various community organizations. the legislation last year required that a strategic planning process take place and that is something that happened in the second half of 2012. i want to thank the office of the city administrator who is the lead city agency for this planning and the city administrator released the results of the strategic planning late last spring. and today will present its process and recommendations which include a recommendation that our recreation and park department be the home for this new program. the ordinance that we passed last year requires the board of supervisors to pass a resolution s

city. yes, it's incredible. union, i think i can talk about how wonderful diversity is, but we have to get the talent from our communitiesrepresent all of the different thing that we do in the city. and you know, tonight, even though there is something called a baseball game out there, but these wonderful events that we have in the city whether it's america's cup whether it's fleet week, whether it's the 49ers playing or the giants playing, even eventually when we land the superbowl it all board of trustees all of us, i know that what i'm doing as a mayor and making sure that i support smallbitions in the city is helpful to the america arab community because all of us whether we are chinese americas hal teen know arabs is a starts for us to make our life a little more pleasant and own our business and is make sure that our kids get the best education possible and this is a story about immigrants in our great city. and so why not you have the first chinese mayor inviting immigrant community to really identify the talent in our community and allow me to give them appointments in the various moo commission and the city and

in the second, but the other part that is missing is what it does for the city of san francisco to bring us together as a community, as a city. what happened when the 49ers won those super bowls year after year? that was a huge deal for our city and our community in san francisco. what happened with the world series this year when the giants won for the first time in over 50 years? incredible. everybody was celebrating. and that is a huge deal for our community in san francisco, but i think, economically, not only jobs in terms of construction of stadiums and what have you. economically, you know, for those people who do not believe or do not really fully appreciate what type of economic drivers the sporting events and teams are, go down to soma during a giants game. come to the marina when the blue angels fly in town. what it does to the local streets and bridges. come to district 3 and district two and districts 6 and 10 when the america's cup comes to town and see what type of influx of economic activity these events drive to us. i think that is something that is not talk about enough. both the community aspect
