that would be a totally different dynamic for a campaign that is for congressional primaries. now one of the things that everybody in washington knows is that members of congress are scared of the primaries and this means that they are only looking to the most dedicated partisan fighters and they are worried they will be punished if they compromise with the otherot party if they are not a warrior so by getting rid of congressional primaries, you free up members not to worry about partisan fighters. so now the argument of why we have congressional primaries was that the system was controlled by a corrupt cabal of corporate donors so the idea is you openn up but now the reality is you get more of the same candidates but in a two-party system it is good because it's very hard to have a way otherwisebu but if you change the electoral system and it's easier for parties to compete then you don't need a primary. you can just run as a fifth party in the general election and there is no need if the only country in the world had congressional primaries that are public and open anybody t

as you can see, i'm here along side my colleagues of the congressional black caucus in opposition to the administration's proposal. this rule would kick millions of people struggling with hunger supplemental nutrition program as well as approximately 250,000 children from pre-school meals. 250,000 children who rely on this program to provide them with lunch, breakfast, allowing them to be able to utilize their skills in schools and allow them to learn. many of these children without this program are unable to eat, unable to be able to stay awake in school bus of the hunger that is within them. and so we are fighting to make sure that the children are not removed and millions of americans are not removed. and not provide nutrition been futs to supplement the food budget for needy families and move towards self-sufficiency and providing foot that averages $1.40,. snap is a modest benefit with nearly half of the participants running out of benefits. if anything, policy makers should be debating how much to increase this supplemental benefit given there is no room for cuts. breaks. x law

now, to proportional and congressional districts, if you go to congressional district plans, you essentiallyo from battleground states to battleground congressional districts. it really is that simple. for proportional to even to begin to work, all the states need to go to proportional at the same time. if you have individual states going to proportional ovary period of time, they are just giving away votes. how do you count electoral votes if you have and outnumber? how do you divide what the percentages are going to be? the simplest approach is to take the power that's invested in the constitution to the states, an exclusive power, that they can appoint electors how they want, and how they appoint electors in a way that ends up doing national popular vote for the president. trent: the argument about swing states, think about it this way, right? there are swing senate districts. a lot of those things line-up. and when you talk about courts going into swing states, you can attribute that just as much to where swing senate district are, where swing congressional district are. everybody knows

. >>> we've been following the special election in north carolina's 9th congressional district all night. let's go straight to steve kornacki with the latest. steve, where are we now? >> almost all the votes are in, lawrence. now, you can see dan bishop, the republican, leading this thing by over -- nearly 4,000 votes at this point. nbc news i can tell you has not called this race yet but i would say if you are dan bishop and you're looking at what i'm looking at right here you do like what you're seeing. the story here, this is one we've seen before. in the early vote democrats got everything they could have hoped for here. the early vote's about half the vote here in north carolina in this district. the democrats overperformed in just about everywhere in the early vote. but this is interesting in terms of the same day vote, the guys who decided to go out and cast ballots today in the republican bastion here. i can show you union county. this is about a third of the district. dan bishop getting 60% with all the vote counted here. the republican last year got 59. so he improved there. in
