and i've seen these reforms at work throughout the state of connecticut. this issue is of national importance, but it hits hospitals and providers in every one of our states. i've seen it and listened to folks who work at places like st. vincent' vincent's and brids hospital, yale-knenew haven, middlesex hospital, all around the state of connecticut i've seen the checklist at work, the protocols for hand washing, the increased attention to quality care that also has helped -- hed reduce costs. they have helped improve patient care while reducing cost. and they reject this false choice between quality and cost cutting. both are possible. both are essential. we hear so much rhetoric about the affordable care act in washington, but in connecticut we see tangible examples of how it's working and making a difns. the implementation of the affordable care act is an historic opportunity for continuing this work and expanding it nationwide, and we need to continue our dedication to health care reform. my colleagues and i have come to the floor today to call for sma

we found 23,000 people in connecticut who had serious mental illness, recurrent major depression, all of whom had been hospitalized. we brought together the records from the criminal justice system, from the mental health system, from the courts, and we looked at their risk in every month over an eight-year period of time of committing a violent crime as a function of whether they were disqualified, and patrolling for a bunch of other predictors. these are involuntary versus the voluntary. involuntary are people with serious mental illness who had a disqualifying health record. you'd expect them to have higher risk of violent crime, just because the criteria for getting committed are correlated with that. now, the comparison group are volunteer. they don't have a gun disqualifying mental health record. and as you can see, from 2002 to 2006 or so, the rate of violent crime is coming down. that's the risk every month. but then after 2007, something happened. what happens is the state of connecticut began to report records to the national instant criminal background check system. so now,

the state of connecticut began to report records to the criminal background system. people try to buy a gun and they don't disclose it, it will be known. you can see there that are are -- they are where the lines come together. let me just try to put this in perspective. of thes out that 60% sample were not disqualified. they did not have any kind of disqualifying record. disqualifying criminal record. only 7% had a record in the mental health arena, in mental health adjudication record that would prohibit them from purchasing a gun. a little overlap there of 2%. the analysis i had shown is just looking at the people who were susceptible to that mental health policy. it turns out that 90% of violent crime in the group was committed by people who did not have a disqualifying mental health record. perspective and what the effect is it prevented an estimated 14 violent crimes per year in this 1100 people. it is a small group of people, the overall impact on violent crime was pretty small, 0.5% reduction. you could say it works in a 53% decline in those who were disquali
