and in connecticut, inbe acted such a law in 1994. and over 10 years after the law was enacademy, there was a 40% drop in gun homicide, and a large drop in gun suicides also, directly linked to that policy and it became harder for people to get guns. and it didn't at all interfere with second amendment rights to bear arms. and similarly, in 2007, missouri had such a law, and they repealed it. as a result of that repeal, over the next few years, there was a 25% increase in gun homicides in missouri, and an increase in gun suicide. and the researchers study very carefully the cause and affect here, found for example there was not a similar decrease in neighboring states when they enacted the law and similar decrease when they repealed it. this is what i want to emphasize, in connecticut, before the law enact, most laws originated in gun stores, and after the law was enact, the gun crimes came from out of states, because it became harder for criminals and others to get them from instate. that's why the gun deaths went down, because it go

connecticut's governor says if washington won't act, he will. he wants to unilaterally ban people in connecticut who are on the no-fly list from buying guns there or revoke their gun permit, if they already purchased that gun and turns out they're on the no-fly list. he is ready to sign off on that. it still needs federal approval. meanwhile, here, democrats have been pushing this week to try to get this addressed. in fact, they tried to attach it to a texas land bill. that didn't work out. now, senior adviser valerie jared at the white house says the president is ready to take action on his own. republicans have accused him time after time again of going around congress. this time he says we will hear he is working on an executive order to expand background checks. something congress has not done. the way he wants to do that is to raise the threshold of dealers who are considered high volume. this loophole in the law. if you're a high-valium dealer you have to do more background checks. you create more background checks for gun purchases and it

joining me now, democratic senator richard blumenthal of connecticut.ir, i appreciate your time here as we delve into this proposal. first of all, how will this work and what will it take for the governor to actually obtain that list? >> that is one of the practical obstacles that have to be overcome because the list is classified. and there are some other practical obstacles as well. essentially, the simple fact of connecticut protecting against people having guns if they're on this fly list still is at the mercy of other states that may have weaker laws, and that's the reason that we really need congress to act. there's a common-sense, sensible principle here, which is, if you're too dangerous to board a plane, you're too dangerous to buy a gun. and the challenges to the list that they contain errors or they may be flawed have to be corrected and addressed, and those are separate and distinct. but the governor is issuing an executive order, and really, at the end of the day, the solution is for there to be a national law. >> well, we've seen those eff

we deny people the right to buy a gun in connecticut. it's subject to appeal. many of those appeals are granted because there s a mistake in the paperwork or some i'm not saying that we unilaterally and permanently prevent someone from being abl to purchase a gun, but we should be able to stop it if they're on that list. if we're not going to let them on a plane, why are we going to sell them a gun? >> governor, what list are you talking about? what ithe specific list that you will be%using in concticut from the federal government? >> well, there is a terrorism tch list and i think that that's, a, number one. there was a study that showed that people on that list were able to purchase gun 2,043 times in a ten-year period in the united states. let me just remind you that 400,000 people have died by gun violence in america since 9/11. 3,800 americans have died worldwide as a result of terrorism. what i'm saying is let's make sure that we make our country, our state asafe as possible. when you know there's a threat, when you know there's a threat, we shohod be abl
