i serve on the judiciary committee, so does cory booker, and we're the two senate authors.ot had any hearings in the senate judiciary committee. over a week after we proposed the bill, it took them over a week to come up with a bill that talks about basically process and having reviews and studying issues. ours is a bill that talks about the need for accountability and immediate accountability so we talk about things like the need for pattern and practice investigations when a department, an entire department is accused of having a culture that may lead to discrimination. we're talking about the need for independent investigations that prosecutors should not be investigating misconduct of police officers from a department they work with every day. we are talking about the need for a new national standard for use of force so that instead of asking when there is excessive force, was that force reasonable, we should ask, was it necessary? these are the concrete things we're proposing in the bill. what they have offered really there is nothing salvageable about it and i intend

right here, says new jersey senator cory booker, who is a co-sponsor of the democrats' version of a police reform bill. we just learned senate repu senator booker, always a pleasure. >> thank you for having me on. it's good to be with you again. >> a reaction to what the president said and did not say and did and did not do today. >> well, i think you hit it on the head with his tenor and tone. his press conference talked a lot about the economy, a lot about how happy he was with sales going up in may, 17%. it was in many ways tone deaf to speaking to the issue at hand, that has the country with hundreds of thousands of people in all 50 states out protesting. and then in terms of just the teeth, we will not see change in policing practices to the extent that will stop the large-scale kind of police brutality, racial bias and other challenges we're having with most extreme cases that we've caught on videotape with -- with breonna taylor or george floyd or the many other names that we know and many that we don't, unless there is real accountability. and that means changing the standards for

let's bring in cory booker of new jersey. of the justice in policing act proposed last week and also introduced legislation to remove confederate statues from the capitol. senator, always great to talk to you. just sitting there listening to jim clyburn, one thing is obvious, we can pass all the reforms we want. you have some great legislation right there that goes to procedures and reforms inside police departments and policing across america. but we have a cultural problem here on how white suspects are treated differently from black suspects. how do we bridge that gap? >> again, king said it so eloquently, i can't pass legislation to make you love me but i can pass legislation to stop you from lynching am he. we've seen lots of reforms passed. you've watched this from the kerner report to obama's task force on policing. there are thing we could have done and implemented as federal law that would have saved br breonna taylor from being killed. those officers haven't been even arrested yet. there could have been thinking to

that we have -- and this is part of what our bill seeks to address, our justice and policing bill, cory bookerether and me, and cbs fellow black caucus members offering a bill, we have to make sure there's accountability and consequence when people break the rules and break the laws, including police officers, and part of what that prosecutor is going to have to argue in court, it's the same point we're a arguing in the united states senate, equal justice under law. when people break the law, even if they're police officers, there has to be a consequence and accountability and in this case, for the crime of murder. >> and you know tor, to get to bill, i have heard a lot of people say, you know what, the bill that the house democrats put forward, it actually sounds strong, banning choke holds, banning no knock warrants, saying that qualified immunity needs to be relaxed or rescinded, that police shouldn't have so much immunity that they almost can't be held responsible, no new money. the senate republicans came out with their version of a bill lining up behind tim scott that basically has, like
