candy crowley joins me now with jessica yellin and jeffrey toobin. jeff, obviously the point of a grand jury is to keep things secret. on the other hand, the indications that this case is coming to a head tomorrow are coming from a source that cnn feels comfortable relying on. how strong is the case against john edwards and what are they looking at? >> this is a paradoxical situation. here he is, his wife is dying, he has this affair. they construct this ridiculous story that andrew young, the aide, is the father. and they get all this money together to give to rielle hunter. that's a very ugly, unappealing story. what is unclear is whether it's a crime. because this is potentially a violation of the federal election act, and the federal election laws are rarely used in criminal prosecutions. and whether this money was a campaign contribution or simply a ruse to take -- to deceive his wife, having nothing to do with this campaign, that's the factual and legal question that if there's a trial, will be probably the central issue in the case. >> so he c

one thing we will be watching is whether, crowley -- is whether crowley has the credibility to mount a campaign. it is a very diverse district. here is the ranch in this, n.y. is losing a few seats in redistricting, and this is a district that everyone has been looking at since the scandal broke as one district in the city, will most likely have to go. crowley would like to take on more of queens. currently, his district is in the bronx. he would like to take on more of his home base near el morris to. he would benefit from -- neera elmhurst. he would benefit from redistricting. many speculate that he would move into wiener's territory. we do not know of the names that have been mentioned -- you know, linda calves, it for more city councilwoman, or his cousin. of the names that have been mentioned, we do not know who would be willing to be a caretaker of the seat, but also led a vigorous campaign in a special election against potential republicans. host: you indicated that the governor has wide latitude when it comes to determining when he will hold the special election. when will he

crowley, who was formally on the commission, who has helped. this will be one of the greatest municipal buildings in the country, if not the greatest. i have to refer to my notes because some of these stats are pretty incredible. this building will design 55% less energy than most office buildings anywhere. that is one-third less energy than most buildings consume. over the next seven to five years, it will save an estimated $180 million in energy costs. that is a lot of money that will be saved by our ratepayers. we also talked about the reclaimed water. all of the sewage will be treated on site, as well as the gray water. that means all of the demand for the low flow toilets and your girls -- urinals will be met, and over 700,000 gallons of water will be saved annually. it will also save an additional 900,000 gallons that we are using at the sustainability district. it is a significant water savings that we need to pursue throughout the city. i also want to thank the mayor for his leadership on this. beginning in his early dpw days. dpw, p u

"state of the union." candy, good morning. how are you, first of all? >> good morning. i am very good, and you? >> we are doing all right this morning. this is our favorite time of the morning for a lot of reasons. >> only because you know you're almost done. tell the truth! >> no, that's not it at all. it is just good to see you. friday disappointing economic numbers. all americans hear is that the unemployment rate went up and that shakes confidence. then you go into the numbers, jobs were created but a disappointing number. you're getting into that this morning with an important man on the economy. >> austan goolsbee is the president's top economic advisor at the white house. there is not a lot of ways to pretty this up. so far the white house has said it is a bump, you can't just look at one month at a time. true enough. but 9.1% unemployment after the trillion dollars or so that's been spent to get the economy pumped up is worth quest

. >> i had one other piggybacking on commissioner crowley's concerns. focusing lax on access commercially on the waterfront, but in terms of incorporation in the people plan, recognizing a number of the businesses along the waterfront need goods and services dropped off. is there a separate plan, will something be incorporated into this to try to make provisions for those necessities? >> that will definitely be incorporated into this plan in a lot of ways. this plan sets up a good framework to start the conversation. we are aware it does not have the details that are needed for those types of reconciling conflicting needs and uses. we had a good meeting with the port property managers and had a good brainstorming session on the kinds of progress we want to see. we will continue to do outreach to those groups to make sure what plans we put in place are going to work, or what are the things they want to see, as an adaptability thing, if they are not getting access they need? how can we fix things so that we do not go in assuming that one thing will work [
