and the d.c. police department will use "any overtime necessary to stop the recent surge in crime." >> i can assure every resident and not just mpd, but d.c. government will be checking everything that we are doing to make sure that we are addressing it as fast as we can to stop the shootings. >> d.c. crossed at the 100 homicide mark two weeks ago, it is the earliest they have crossed that threshold in 18 years, carjackings are up 74 percent in d.c. this year compared to last year, the shooting on 14th street just days after the shooting outside a mass park sending thousands of panic fans many with small children rushing to the exit. after mayor courtney was shot and killed not far from the ballpark. the man who witnessed the shooting last night from a restaurant across the street described the scene. >> we saw him coming with a gunshot wound and we knew that this was real and not just firecrackers. speak of the suspect from last night shooting and the suspects at nationals park and the killing of

d.c.'s nearly 60% majority minority population. many of them serve on the capitol police force and were beaten with flag poles and fire extinguishers as well as maysed by the angry, trump-crazed crowd. they also worked on the maintenance crews tasked with the cleaning up the vandalism, trash, and feces left behind by right-wing hooligans. one republican lawmaker would call normal citizens. many washingtonians found it shocking but not necessarily surprising. after all, president trump used their fair city as a prop during his most overt turn at dictatorial cos-play casting a crowd of peaceful black matter protesters so he could flaunt a bible in front of a church he had never shown any worship in though it had been the favorite place of worship for dozens of presidents who preceded him. even now republicans stand in the way of d.c.'s third's statehood even though the population exceeds that of wyoming and vermont, states with a grand total of four senators and two congress people with full

preventing the d.c. national guard from receiving weapons or protective gear, interacting with protesters, or employing right control agents without his personal authorization. do you know of any other instance where a defense secretary required personal authorization before allowing national guard troops to respond to an emergency? i would like to put the letter from christopher miller, madam chairman, in the file. if i could. sen. klobuchar: yes. sen. feinstein: could someone answer that? maj. gen. walker: i'm sorry. i was waiting. i'm not of aware of another letter from the secretary but based on events in the spring, as secretary miller being new to the department at the time and some of the things that had happened, he issued that direction. that direction, though again i come back to the point that in order for national guard members to deploy civil disturbance operations, it requires the secretary of defense's approval. to be clear, there is no ability for the military to respond without the secre

it was the largest march that d.c. had seen up until that point, probably 400,000 people marched down pennsylvania avenue to the capitol. that was on april 24th, 1971. and then following that, there were a series of smaller demonstrations leading up to the mayday protests, which was meant to be a three-day blockade of the city to kind of force more attention onto their cause. and that, the folks who came to town for that came from all over the country and from some other countries, too. there were at least 50 -- all 50 states were represented. people came in from -- a lot of volkswagen buses and volkswagen beetles, which was sort of the counter culture vehicle at the time, were all parked along the river. and it included people who felt that the marching and the parading and the petitioning wasn't enough and that what was needed was a more forceful act. and they believed that this was the time for mass civil disobedience as a way to sort of put their bodies on the line out of a belief that the war was really wrong and

president, something new happens here in washington, d.c. all eyes are now on d.c.'s newest asylum seekers, the members of the texas house of representatives, the democratic representatives. but the only oppressive force that these men and women are facing is the expectation that they would actually do their jobs in the texas legislature, the job they campaigned for and were elected to do. following unsuccessful attempts to pass an election integrity bill during the regular legislative session earlier this year, governor abbott has now called a special session for the texas legislature to consider that and other matters. that special session kicked off last tuesday -- excuse me, last thursday, but the chamber is already being held hostage by a minority of house members who are unwilling to do their job. now, democrats have raised concerns about the current draft of the bill. and make no mistake, that's why the legislative process actually exists. that's why it's important that they be there and debate the issues and actually vote on a bill. the purpose, of course, is

d.c.a shooting in the nation's capital raises alarm about the new crime wave across the cup. david spunt has the details live for us in washington. good afternoon, david. >> reporter: hi, mike. muriel bowser has approved overtime for patrol squads for police officers that are out on the street. listen, she wants d.c. residents to feel safe, the same thing with all mayors across the country. but it's difficult right now. it's a difficult time, a lot of challenges especially with an increase, a steady increase and a steady flow of crime across the country in big and small cities. take, for example, washington, d.c. where you and i are right now. thursday night patrons were just enjoying dinner about a mile from the white house when shots were fired outside of a popular restaurant. many innocent people were caught in the middle of the gunfire. d.c. police chief robert contee says he needs more boots on the ground and the court system needs to step it up and, work in favor of law enforcement.

in d.c. about 30% of arrest made by d.c. metropolitan police and it being no papered which means the prosecutor says i'm not going anywhere, let the person go end of story that got an arrest on the record that's it were not doing anything. we do not know whether that 30% consists of cases where the problem was the officer did not establish probable calls what they wrote up. or whether that's mostly cases where the prosecutor thought that's the dumbest trivial arrest that i've ever seen. do not want to waste a penny more public money prosecuting this person for something so trivial, that is >>. depending on which it is, if it's the first want to train police officers better. if it's the second maybe we have a conversation between police, prosecutors and community about what the priority should be so that when o officers except in those domestic violence cases to have discretion, should i make an arrest should i not make an arrest should i give a warning should i try to direct some of the services? and have that conversation o

like many of the people who came down to d.c. for mayday, i also believe that it was time for a more forceful demonstration. i guess i was part of it. it was an extremely chaotic day. monday, may 3 at rush hour, starting about 5:30 in the morning, those who had come down for mayday came out into the street. everyone was assigned. they divided into smaller groups and each one was given a place to go. it was in order to block traffic. just to be ready for when police came. during the morning, it was getting to be done. he saw clumps of people walking all over the city, into their assigned areas. almost immediately, you started hearing sirens, teargas, waiting around, -- later on in the morning, the mass arrests began. greta: we want to show you the predawn event of that day. this is from a washington dc police department film on the mayday protest called, the whole world is watching. >> monday's tax makes called for civil disobedience. targets were broken into two areas, traffic circles and bridges. mayday leaders felt like if they
