[laughter] dagen: forget about those guys and gals. >> absolutely. it's a two-part process and the senate could hit select all, delete and get rid of this thing and start over. i think there's a real possibility of that happening. if you look in the house, we've been saying that ryan could lose 22 votes, still pass it n. the senate it's a much closer margin. they only have 52 republican senators, they could only lose two and still pas this thing and that's under the reconciliation process. so there are a number of republicans senators who have expressed concerns that the bill goes too far in getting rid, say, some of those essential health benefit requirements. so, yeah, it's going to have to be completely worked over there, but on the other hand, perhaps in the house trump could get back to work on tax reform. maria: there's a feeling within the house that if it does pass th

>> dagen: the states are getting $100 billion. essentially, this is a shell game of medicaid because there's a lot of republicans who have been saying that we have to block -- they undertake federal government out of this is much as possible. democrats are relying on medicaid to ensure a majority of americans who are on these exchanges. now is not the intention of medicaid and therefore, even if it is not the obama level expansion, you are still increasing the federal government's role. no matter what they say, the biggest problem here is the tax credit, because if you have zero due at the end of the year for your tax bill, -- a >> meghan: that's on the biggest problem. the biggest problem is you paul ryan going on tv -- i don't know who told him to do this in this fashion. everyone was born on the couch watching. i was making jokes with charles about how boring it was. i think some of this has to do with the fact that it looks like republicans don't have our ducks in a row. i don't understand why it's so difficult for someone to

dagen: jim comey testifies monday.hat is going to be revealing. >> are you encouraged with the buildup in the defense budget given concerned about falling behind in cybersecurity, the president is moving in that direction with the skinny budget he came out with yesterday? >> yes, clearly, we dominated additional battlefield but what we are seeing with major problems intelligence community had in cyber, that is the new battlefield and the battlefield we need to dominate because nontraditional players, not significant -- korea, they compete in cyber in a way they can't compete on the traditional battlefield and we need to make sure we dominate that space in a way that is greater than the way we traditional battlefield cyber may be more dangerous in the immediate future than the traditional battlefield. it will be more dangerous in the long term because we will get more players, we need to be good, we need to be great in cyber if we are going to keep america safe. maria: thanks so much. thanks for joining us, we will take
