well, $3,588 in south dakota is money that south dakota families had to take from other priorities like saving for retirement or investing in their children's education. three states saw their premiums triple over those five years. average monthly premium in alaska went from $3,44 to $ -- $344 to $1,040. that is an increase of $697 per month or more than $8,300 a year. think about that. over the past five years the average vild market yearly premium has increased by $800 in arizona. by $3,600 in louisiana, by $5, 064 in north carolina, by $5,048 in tennessee, by $5,228 in west virginia. mr. president, those kinds of premium increases are not sustainable. some people, of course, received tax credits to offset the premium payments. but many are faced with the massive premium hikes and pay for it by themselves. most people do not have the money to easily absorb a 105% premium increase, or more in many states as i pointed out, over five years. premium increases show no signs of slowing down. numbers for 2018 are emerging and they are not looking good. insurers on the new york exchange are r

we saw investments come back to north dakota we saw increased production.ill, again, slow down i don't think we're here and i don't think we have stability yet in price that will slow it down but it will definitely give us back to production and less exploration. one of the things we don't talk enough about is that right now we know where the oil is i mean we know how to produce it we're producing it more efficiently. that's a great story that's not told often enough. what happens when the known reserves begin to decline curve and we have not done enough exploration because there hasn't been money in exploration. >> what is the price point of this $50 that you see additional production or is -- what's the price point the kind of cliff for when you actually see more exploration? >> if you had asked me 18 months ago, i would have told you it was 60 but we continue to be more and more efficient in part because we know where the oil is we know how to get it. we're much more efficient in terms of extraction. especially in shale plays. >> -- at this level at $43

during the dakota pipeline process, some pretty scary times here. just a couple weeks ago a judge suggest -- [ inaudible ] my question is this. what specifically is president trump going to do to give these companies more certainty if they make these multibillion dollar infrastructure improvements at the same point in time tribal leaders feeling honored and respected -- [ inaudible ] >> it was a little difficult to hear, but i believe the question was focused on energy production specific to dakota access and i think we've been talking consistently about this. the president is dedicated to increasing energy production in the united states and we're doing part of the review of the dakota access pipeline in the administration working with those tribal leaders and stake holders throughout that process to make it as successful as possible. lot of the travel leaders want to expand energy production and development in their area. we're going to work continuously with them to try to make that as successful as possible. >> i want to ask you about this quest

i know in north dakota alone, there are several critical projects, roads and bridges, that need to gethow the governor prioritizes them. one of th issues that has been discussed is creating different fools of projects that allow for innovation, for prioritization. so that will be something that, again, in partnership with localities, with states to figure out what their priorities are, what they can do to help raise the necessary funds and really do this in a business-like, innovative way. so we've got a ways to go. mara? >> sean, thank you. in saudi arabia the president signed a lot of letters of intent with the saudis to buy american weapons. have there been any actual contracts signed with saudi arabia, and if not, when will they? >> that's a great question. the department of defense has the lead on that. we had about $110 billion of defense procurement items that were military sales with saudi arabia initially that was totaled up to $350 billion over the next couple of years. the immediate $110, i believe, were signed -- >> actual contracts? >> i believe so. the totality could lead
