countless school districts defying governor abbott's orders, dallas and san antonio among them. judge issued an emergency order mandating masks in certain public spaces, not just schools. ed lavandera joins me now. has governor abbott responded to these counties defying him? >> reporter: he hasn't responded directly yet. this has been going on for several days now. but his press secretary did put out a statement yesterday saying that the governor still believes that the time for mask mandates is over, that it is up to the, quote, personal responsibility of texans to get the virus under control and do what they need to do. the governor went on to say that he is urging all texans to get vaccinated. and he's also working with the attorney general here in this state. so clearly perhaps trying to work up some sort of legal response. but what we've seen here in the last couple of days is essentially an open revolt in the largest cities across the state. dallas, fort worth, houston, austin, san antonio, county and school board officials there in all those major cities bucking the order

i've been internally grateful, and it's always nice to be back on campus in dallas. even with this unusual weather. something that i am used to having spent a good part of my life in vancouver british columbia, so. it's a real privilege to be with you today. especially because we are on an oil patch. i spent a good amount of time over the last few months talking to audiences about the oil patch whether it's down in alberta canada or here. place it turns out where there is just a little bit of oil in just a bit of religion. so, it tends to be a good conversation, and i'm looking forward to that conversation later. quite simply because -- as andy just pointed out, doing the kind of first wave of research during that four or five productive months here, i was able to pour through the papers here at smu, the pamphlets, petroleum pamphlet collection which is just amazing. and you some quick trips to other archives around the state. again, no surprise that texas looms so large in my story. but being introduced to so many colorful characters. teal higgins of course, picture

but we have seen dallas decide on their own that they will defy that. >> morgan, thank you. turning now to the white house's response, dr. fauci said that booster shots could be coming. what else are we learning today, building on the federal front of the fight against the coronavirus? >> yeah, those are two critical hurdles. he believes understand the fda grants approval to the shots that could come any time this month is that there will be a flood of mandates. that is what the white house has been saying for some time now. that there won't be masks or vaccines at this point. they will maketh decisions for themselves. we're just getting breaking news in right now. reports of another angle to this which is according to the associated press the pentagon is going to require vaccines for all service members and it came as a direct request from president biden. and the secretary of defense, lloyd austin on this exact topic, but they were waiting to see if that approval would come before that. so this is a fatigue rating. so we would like for the service members to be vaccinated
