the 1-way fare from daly city to civic center bart station is $2.95. the same trip originating at balboa park is $1.75. recognizing this fare structure places an unfair burden on san francisco residents residing in the southern part of the city where the daly city bar connection is the most efficient, bart and mta have been -- had a fair agreement. this benefit provides free roundtrip travel to and from the daly city bart station on too many lines. the 28, 19th avenue, and the 54 which connect to the bart station a $4 value. bart reimburses the san francisco mta 50% of the cost of this transfer. the same benefit will be offered to customers on the 14 l mission line as soon as the service began. this is expected to be available on clipper and on a paper to part transfer ticket at first and transition solely to the clipper card. sfmta is participating in a working group in conjunction with bart, the transportation authority, daly city, santrans and san francisco university to include daly city as well as other fare options. the current agreement allows u

gill diaz is on the scene in daly city to tell us about the damage. what happened out there? >> reporter: good morning. as we're standing on the on- ramp to 280 northbound off the john daily boulevard, you might not be able to see. but there are blinking lights on the corner. that is caltrans fixing up a section of that on-ramp because of broken asphalt. chp officer told me a few minutes ago that caltrans is fixing and filling a section of that on-ramp that had patch work done on it previously. and obviously that first time around of patch work didn't work. so this time, they're laying down cold patch, because of the cold weather. a temporary solution until the weather clears up and then something more permanent. but they have this, closed off. they have had it closed off publicly for the past couple of hours. chp says caltrans might be able to be finished with that patch work within the next hour or 45 minutes. keep it right here on cbs 5 as we will give you more details as when this on-ramp of 280 north opens up again. to tell us more about the weather even though it is sta

highway 1 through pacifica, 280 in daly city, a lot of thick fog. maybe in the upper right corner you can see the caltrans warning sign at the san mateo bridge. fog is very thick and there is a dense fog advisory in effect so this is the commute direction. you can see the taillights towards the peninsula and eastbound traffic heading towards hayward so drive time is still okay about 13 minutes in either direction. as far as accidents go, we haven't seen too many big ones this morning. i'm going to show you one here in just a minute that caused damage but in the meantime, macworld 2012 is going on in san francisco. so there are street closures south of market area howard shut down between 3rd and 4th. there may be some muni delays and reroutes in that area, as well. so could get busy around that stretch so watch out for that commuting in san francisco. this was the scene of an earlier accident northbound 880 at 84. the question mark means it's already cleared but apparently the car ran into like a chain- link fence off the road into that fence. and s

ramp out of daly city. >> it broke down this morning at the connection between john daily boulevard, in state boulevard. and crews just finished an emergency repair. gil diaz has more. >> reporter: good morning. as the chp just reopened this on-ramp, to 280 north, off john daily boulevard. a few minutes ago, but for a couple of hours, this on-ramp was shut down because caltrans was fixing it up. take a look at the video that we saw earlier this morning. heavy flooding caused the concrete to break up. a chp officer told me that when he checked out the flooding on this on-ramp, water came up to his knees. what caltrans did, they patched up the concrete with a temporary solution. putting some cold patch on it. and cold because it is cold weather. and it is a temporary solution until the weather clears up and then they will return and put something more permanent on it. but the rain coming down was creating some chaos. there weren't any accidents on this on-ramp but they just reopened it a few minutes ago. 280 north off the john d.a. aly boulevard is okay right now. to tell us more about

we got here 45 minutes ago driving south from daly city. we could definitely feel the wind rocking our van as we drove. as you watch our live pictures, you can also see the roadways approaching are certainly wet. so there is a concern for anyone driving out here as well. commuters may -- need to be aware that caltrans issued the high wind weather advisory and those wind with the roadways could definitely lead to a messy commute. the chp is advising drivers to slow down and leave more drive time. the john daly onramp to i-280 north into san francisco, there's problems there. that happened at about 2:30 at this moving. they tell me at one point there was about two feet of standing water there. officers cleared the debris. they called out caltrans crews. those caltrans crews had to do asphalt work. they are telling drivers to watch out for similar damage. >> you see a wet spot, where it looks like there may be a hole or standing water, that's probably what it is. >> reporter: and be safe out there? >> exactly. >> reporter: the weather is afegi

briefly before, but i am happy to announce we have finalized the plans for expansion of the 14l to daly city bart. it was a pretty big gap to have a major station and transit line so close to connecting, but not actually connect. to extend those extra blocks will be a huge connected with the improvement between unique and bart. -- muni and bart. the was a lot of communication to make that happen. we are happy to see that scheduled to start january 21. it will run during the morning and evening peak. the 28 and 28l -report- did earlier we took a number -- the 28 and 28l, we are happy to report we took a number of pieces of the back, and as a result changed the schedule to better match the flow. we put some provisions in place. the initial results are promising. the on-time terminal departures exceed 85%. they were far from it before. on-time performance has improved 4%. we are maintaining all of the runs filled. we are monitoring it closely from our management center. the approach that mr. haley and his team took to focus on that route, making improvements and measuring the success, which we
