first we start with damian trujillo live in oregon. damian, how are they coping on campus? it must be so somber. >> reporter: they're trying to remain a united front here in rose frozen, if you will. -- roseburg, if you will. people are dropping off flowers, and the classes canceled all of next week. given all the evidence police have gathered, it appears the gunman was prepared to kill even more people. >> multiple gunshots -- >> reporter: police responded to umpqua with firepower and found the shooter planned more death and destruction. >> we've recovered 13 weapons. out of those 13 weapons, we have in custody six that were recovered at the school, seven recovered at the shooter's residence. >> reporter: all traced to federal firearms dealers. investigators say the guns were also purchased legally either by the shooter or by a family member. the atf says police also recovered five magazines from the suspect's jacket. a jacket that had also been modified with steel plates, likely to protect him from bullets. today students were able to return to the campus for the first ti

nbc bay area's damian trujillo spoke with the chairperson today and is live at the county jail with more. >> reporter: those are the doors the inmate allegedly went into and was told to go to the police d department down the street instead. as the blue ribbon commission prepares to investigate troubling allegations at the jail, the head of that commission told me this incident will be near the top of her agenda. the incident happened monday morning. the sheriff's office says hugo castro walked into the jail lobby and told a correctional deputy he wanted to tell him the location of a body. deputy allegedly told castro to walk over to the san jose police department instead and tell them. san jose police detained castro immediately then booked him on murder charges. >> i heard about it and i just end up scratching my head. like, is this for real? did this really happen? did someone in law enforcement actually do this? so it's startling. >> reporter: retired judge cordell is chairing the newly formed blue ribbon commission looking into jail operations. the commission was formed after three c

live, damien trujillo. >>> thanks, damian. repairs to the sinkhole in union city are going to take a bit longer. the large hole opened up in new haven street. crews hoped to have all the repairs done by now. but they hit a roadblock. damage to a sewer line was worse than expected. the good news is part of alvarado boulevard is now open to drivers. >>> antibiotic-free. california is the new state in the nation to make it harder for farmers to get livestock -- they get a prescription from from a licensed vet first before giving livestock antibiotics. farmers used to be able to buy the meds over-the-counter. antibiotics can keep the animals healthy. but overusing them can create super bugs that can't be treated with regular drugs. >> there is potentially a risk if you -- if an animal had salmonella and you ate meat from at that animal and got sick and it was a resistant strain of salmonella. that resistance could be passed on to you. >> the new law goes into effect january 1st. >>> during one of the worst droughts in history, who

damian trujillo is there. how can it be changed? >> reporter: jessica, they've apologized for the delays, both at a meeting and in this letter to the merchants. they're angry. they're meeting here right now. they say an apology is not good enough. they want this project completed immediately and now they're forming a coalition. >> it's always festive at this store where people used to flock to buy their favorite boots or cowboy hats. used to. because the customers stopped coming. that's because outside his store, this is all he's seen for months. lane cloishs and construction cones with no one doing any work. they had to fire the contractor. it's been delayed possibly for a year. >> i don't know what's going on. we're losing a lot of clients. this is really bad for everybody. >> a 40% drop in business he says. a 30% drop next door. >>> it will be a great community investment. but it won't be this year. that makes it -- we all pay taxes. we do the same thing everybody else does. it's bad. it's really bad. i don't know how much longer

damian trujillo, nbc bay area news. >>> that old song keep the home fires burning, not in the bay area. our region is the first in the nation to ban indoor wood burning fireplaces in all new construction. >> new construction. but if you already have one, you're still going to have to get ready for tighter rules. nbc bay area's terry sweeney tells us all about. >> reporter: the new rule bans any burning device, fireplace or stove in new construction starting in the fall of next year. bay area air quality management district spokesperson lisa pasano says no-burn days introduced in 2008 didn't do enough to clear the air. >> particulate matter is our largest wintertime air pollution problem. and although we've made gains at reducing the particulate matter, we still see high levels and many days in the winter months when we exceed the federal health standard. >> reporter: for existing homes, new chimneys and remodels costing more than $15,000 and requiring a building permit will have to be replaced with epa approved wood burning gas or electric systems. companies that make or sell those sys

damian trujillo spoke with the inmate and has exclusive video from that forced removal. >> well, this is the video showing some of that extraction. we must warn you there are moans and screams coming from the inmate as the guards try to get him to stand up. this is exclusive video of the jail extraction in july of last year. we are blurring the faces of the correctional deputies as they are not charged with any wrongdoing. >> stand up. put your hands behind your back. >> reporter: you can hear the deputies ask the inmate several times to stand up so they can perform a routine inspection of his cell. after several warnings the guards ultimately pepper sprayed the inmate before strapping him down to a wheelchair to take him to what they call decontamination. this is the inmate today. he doesn't want us to use his first name. when we went to speak with him mr. miller was wheeled into the interview room by deputies. he's in jail awaiting charges on attempted murder, domestic violence and witness intimidation. according to the lawsuit the inmate's attorney wrote this letter to the county c

damian trujillo is live where that home invasionÑi happened. on the run. >> still a scary moment here for the family here in Ñihercules. they are still looking for suspects who got away after this home invasion robbery took place here on wednesday evening. residents say this sort of thing just doesn't happen here. this morning police are looking for at least two heavily armed men. detectives say the men forced their way into a home in the ç?l block of cinnibar way on wednesday night. a 47-year-old mother parked her car in the driveway with her two children and her elderly mother. shortly after, police said the suspects arrived and pulled guns on the family. they had a semi automatic handgun and was described as a black military-style rifle. police say the suspects said theyñr would shoot the children ages 9 and 10 unless their mother told them where the safe was located. the suspects locked the entireÑ a room shortly after e entireÑ ransacking that safe. disabled the victims' cell phones and police arrived about a half hour olater. >> kind of s

live in san jose, i'm damian trujillo, nbc bay area news. >> let's hope they get some recourse. >>> for the first time in decades the state is considering allowing inmates o who have been convicted of assaults and robberies on the fire lines. the move comes as inmates staffing levels continue to drop. the firefighters union is split. some say violent inmates could jeopardize the safety of firefighters and the public. cal fire, though, says only inmates with years of good behavior will be considered and they'll have a lot to lose if they make a run for it. >> where we house inmates, our conservation camps are minimum security facilities. so it is easy for an inmate to walk away. but most of these inmates are in this program, know that they're so close to getting out. they don't want to do anything to screw it up. >> there have been escapes. an average escaped fire every year. all but one has been recaptured. only inmates with no history of violent crime are allowed to help fight fires. >>> what does a billion dollars gets you nowadays? how about this, a waterfront arena in san francisco.
