. >> cnn's senior international correspondent, war wa damon joining us from beirut.mering for a long time now. the country was already in a financial crisis before this hit. the lebanese saying the government can't handle that crisis, how can it possibly handle this one? >> reporter: it's not even just that the government couldn't handle that crisis, they'll say that this government and consecutive ones before it are the very reason for that crisis, the economic one, but also this devastating explosion that took place. look, even before this happened, the economic tailspin of this country, the fact that the lebanese pound was in a free fall, meant that money that people had was worth 75% less than it used to be. i mean, prices are astronomical. if someone is not making money in dollars, which most people here aren't, and isn't able to exchange it on the black market, even basics are unaffordable for most. international ngos were estimating about 70% of this population was in need of humanitarian aid. that's why there's been so much rage in the streets since october,

damon: terrific. you hit on fostering the next generation of global leaders as one of the fundamental tenets of what we try to do at the atlantic council. i think that is a key point. on going -- i am going to begin to wrap us up. a question came in that i wanted to ask a little bit before we wrap, from thomas cunningham. how would president biden align climate and trade goals, which seemed deeply interlinked given the scale of the global economy and its imbalances? how do you think about this connection between climate and trade, and what would you want to accomplish in an administration? jake: device president has made clear that climate considerations will be a fundamental part of any future trade negotiations that take labor that he will have and environmental advocates not just at the table, but in from the take off of the design and construction of these agreements. so there is a big process for having the right voices in the room. second, the vice president has embraced going back a year now th

our senior international correspondent, arwa damon is the group's president and co-founder. they have been working on the ground in beirut since the blast. want to bring in the communications manager that joins us via skype from the lebanese capital. we heard so many tragic stories. give me a sense of how things look right now, where you are. >> well, we have teams on the ground, coming to help revive the capital city, because the destruction is massive. we have houses collapsing. we have hospitals over capacity, due to coronavirus and other hospitals that were damaged with the blasts. we have volunteers coming from all over lebanon and different charities. they are holding off medical operations and shift to emergency response, in the emergency declared in lebanon. we have meters away from ground zero, the blast. we are treating injured volunteers and community members who got injured on the first day. we're cleaning the wounds and helping restore activities. we helping volunteers who sustained injuries trying to clear up the space for medics to go in and remove the rubble

cnn's arwa damon is in beirut. >> even standing here. it's still so hard to wrap your mind around the enormity, the prize of this blast. you can see a shift over there plane on to its side and this massive area right here, this is where the storm unit housing that ammonium nitrate once stood. they have dive teams in the water trying to presumably salvage anything that they can that would potentially help in the investigation. they're still looking for the bodies of those that are listed as missing. although at this stage there is not that much hope that they would somehow be found alive. there was some hope that underneath the silo in the operation room there, because it is so far underground that perhaps they would be able to miraculously find someone alive. this has largely shifted from being a search and rescue operation to one of recovery and cleanup at this stage. there are still tons of people listed as missing. among them, firefighters responded to the initial blaze. there are people on the ground volunteers. >> he's briefing the

arwa damon is live on the ground.the people of beirut must be so angry that this was allowed to happen. >> reporter: they're angry, they are sad, they're shocked, they're traumatized. they really can't believe that this actually happened. keep in mind, this is a population that is tragically too familiar with the realities of war. they lived through a civil war. they've lives where there are airstrikes, gun battles m. everyone says this was different. those who are in close proximity to the port area, they feel as if that was it. it was doomsday that actually arrived. to realize they were okay, injured and see the level of destruction that took place from something that may very likely have been prevented, it's almost as if it's too much for them to be able to memberly wrap their minds around the sheer level of gross negligence because consecutive governments were warned about this from the head of customs saying this kind of substance in this quantity should not be stored in these kinds of conditions, that it should

damon: last question, and a big question for a short answer. what would be the major platform policy decisions you could expect in the first 100 days of the biden administration? a simple question to end off. the first hundred days of the administration on foreign policy? jake: so that is a great and difficult question. the vice president has said right out of the gate, paris and bring the countries of the world together. jcpoa, and then immediately begin negotiating an agreement that deals with some of our ongoing concerns in respect to the nuclear program with iran and its behavior. pull together a summit of the world democracies so we begin to design the basic agenda that i have been talking about over the course of the past hour. end the forever war is. bring our troops him safely from afghanistan. those are some of the steps that the vice president will undertake in the early days of the administration, and, you know, i could probably be on this for a long time. he will probably be confronted right out of the gate of a need for a careful r

cnn's arwa damon has an update on the situation there. >> reporter: you see that smoke?t's from our feels, this man says, resigned and sorrowful. it's hardly the first time that turkey has launched strikes in the kurdish semiautonomous region of northern iraq, targeting the kurdish separatist group, the pkk strongholds in the harsh mountain terrain. amir lived in a small village nearby, fleeing with his family in the middle of the night. his elderly mother shows us how she used to shake with fear. for decades the turkish state has been at war with the pkk, designated a terrorist organization. not just by turkey, but also the eu and the united states. this is the largest air and ground offensive since the 1990s. turkey says it's just trying to protect its borders and stop the kurdish pkk fighters from moving into syria. in october of last year, turkey invaded neighboring northern syria going after a related kurdish group called the ypg, a sister organization to the pkk. what makes the situation so thorny is that the kurdish force turkey attacked in syria makes up the bulk
