dana? >> dana: it is not worth it indeed. thank you. there's a state of emergency declared for georgia, as hurricane dorian's outer bands are starting to hit coastal communities there. mike tobin is live in savannah, georgia. >> reporter: the wind and the rain are just starting to pick up as we are entering what should be the worst 24 hour period for the georgia coast line. highway 80 which connects part of the mainland with the barrier islands. that is already partially under water. it's not so deep that people can't make a break for it. so if you want to make a break for it, now is your last opportunity as we're just about at high tide. the mayor has elected to be on this side of the causeway at the emergency operations center. his police force is down to a skeleton crew. the police that are remaining on the coast are under an order that once the winds reach 40 miles per hour, they are on lockdown. so people who have elected to ride out the storm on the barrier island, once it gets bad, you're on your own. the state meteorologist says
