>> for bernie. report t city clerk says they had a higher than normal number of absentee ballots. that is an indicator of a high turnout. >> sarah: in a hypothetical clinton or bernie sanders, versus donald trump, the poll says the democrats would win. clinton also tops trump in the poll 52% to his 44%. >> kris: of course, we will have your super tuesday coverage. right here on 7-nbc. nbc nightly news is expanding to an hour to cover summer tuesday. nbc will also have a 10 10:00 p.m. election special. we will have a full recap for you right here on 7-news at 11:00. >> sarah: we are kicking offer march with some sun, but chilly changes are on the way. some rough weather storming in. with this sight set on new england. meteorologist rob eicher is here with the forecast. >> heavy rain and gusty winds early tomorrow morning. meantime no, excuse not to get to the polls. no travel concerns. we head through the rest of the day and into the evening commute. the only concern as far as winter weather would be between about midnight and 4:00 a.m. 128. the concern for the wednesday morning commute, not icy spots. but he request rain ponding on the roadway. in addition to some gusty winds. the winter weather advisory officially begins at 8:00 this evening. it is really between midnight and 4:00 that we are most worried about it. notice the seacoast. not included in that advisory. now, currently, we got 40 degrees in boston. had some gusts over 50. even 56 in boston this morning. winds have since calmed down. a mild miles an hour at this point. temperatures will top out in the low 40's now. the clouds streaming in. there is rain on its way. should arrive later on tonight. meantime, a decent amount of sunshine. clouds rolling in. low 4's this afternoon. we will talk more about the 7-day forecast coming up in a few minutes. >> sarah: the suffolk county district attorney releasing video and audio recordings from a dangerous encounter in dorchester. >> drop the (bleep) gun! we need help! drop the gun! show your hands! >> sarah: the video shows officers responding to a shooting on february 12. they say they found one suspect dragging along another man who was limping. police say that suspect had a gun and when he wouldn't listen to orders to drop it, that's when they were forced to fire. that suspect died in the shooting. the district attorney is now investigating. >> kris: new dethals noon on a hit-and-run that happened in worcester. police found the car that hit two people. they are still trying to find the driver of the vehicle. they say the license plate was switched on the car. authorities did find a man and a woman lying in the road sunday afternoon. the man had been released from the hospital. the woman, though, is in serious but stable condition. big bust in chelsea, landing a man behind bars. 58-year-old wayne clark is facing several drug charges now. officers arrested him saturday afternoon following a they say he had packages of narcotics, including crack cocaine and heroin ready for sale when they found him. detectives say he has been arrested five times for selling drugs since 2013. >> sarah: a gus goes up in flames in san francisco. the intense fire breaking out at a gas station. the gas fueling the inferno as passengers try and escape the smoke. the fire quickly spreading to the canopy. now, the bus company is looking into what sparked the flames. with the bus on fire, the flames reached to the roof of the gas station. and the black smoke took over. this absolutely frightened people passing by. >> somebody kept saying that the gas tank blows up underneath, the whole block could go. that was pretty much on my mind. i just got out of there. >> everybody needs to back up! let's go! >> >> reporter: at first people were told to keep back from the fire. watch here when one of the explosions happens. a firefighter gets blown backwards. >> burning. just burning. smoke. >> reporter: once firefighters put the fire out, the damage was clear. the fire department says the driver of the bus parked at a pump and got out when he saw smoke coming from the engine and went inside the gas station store to call his boss. that is when people inside saw the fire and called for help. >> we seen it from out here. i told the customers get out. get out of here. thinking that the place might explode. so that was more... we were more worried about the explosion than the fire itself. >> reporter: no passengers on fire. the fire so intense, several gas pumps and even the lettering on the signs melted. the bus driver didn't want to talk about how this bus ended up like this. the people who work at the gas station were able to quickly turn off the gas pump, likely stopping the entire building from exploding. >> kris: straight ahead at noon, a team in rhode island thought they had a win wrapped not so fast. >> kris: a wild finish to the division three boys state basketball game in ri ru over the weekend. they won, right? daniel -- daniel lyons is with american enterprise institute's center for internet indications and technology. he is a visiting scholar there from boston college. amina fazlullah what is this lifeline program and how to come about? >> guest: the lifeline program actually came about during the reagan administration in order to provide a subsidy to make sure that low income persons that have access to voice service, telephone service and this comes from the notion that having everyone on the network and having access to public safety, having access to each other in commerce is incredibly important and for low income persons making sure that they have additional support to do that is necessary so that's where the program began. >> host: and how many people participate in this program? >> guest: as of this past year about 13 million. >> host: and what's the cost? >> guest: so the cost of the program is -- for household. >> host: $9.25. >> guest: that's right and so it's a relatively minimal subsidy and the cost has gone down over the past few years in terms of the overall cost for the lifeline program and the total universal service. >> host: is it specifically for wire funds or is it wireless as well? >> guest: currently, during the reagan administration to telephone wired service began and then after the bush administration, they introduced wireless, so as it stands today there is wired and wireless voice available within the program. >> host: daniel lyons has it been successful in your view? >> guest: it's not clear that what the success rate of lifeline is played as one of the problems with the program that exists now so lifeline was more or less a political compromise between the carriers and the fcc when the government broke up the at&t monopoly. part of the concern was while we would establish this amount to low income consumers the goal making sure that low income consumers can get access to telephone service. no one has really done a study to figure out whether the amount we are giving is actually going towards people who would otherwise not fall off the grid. so the gao issued just last year that criticized the fcc for this purpose so i think there is a bipartisan support for the idea that a low income households should have some service to make sure they are not falling off the grid to make sure they can manage the latest communication system. the concern is whether or lifeline is actually achieving that. when the gao ask

danielle? danielle: it really is a sharp departure from what people were eating. trudeau campaigned to cap the deficit that $10 billion and to balance the budget, and those have now been blown out of the water. instead, we will see the company running deficits for the next two years. more deficits over the next six years. those numbers are going to sound large in america, but remember, we have got 1/10 of the population here, and as i say, it is a big change in direction, this all through the late 90's, canada was running surpluses. proud of that, and lots of accolades for that, but since 2009, the trajectory has been up, and a 2014we ran a surplus, so this is definitely a change of course -- and in 2014, we ran a surplus, so this is definitely a change. where is that money going to go? danielleberal party, the new people in ottawa, and i have heard that it is like it was years ago. the unemployed, for veterans. the mandate for the budget, supporting the middle class -- income inequality has always been an issue under justin trudeau, and there were some potential revenue-generating tactics they could have implemented, and a worry about one of those was about more aggressively taxing capital gains, and they did not go there, so there was some relief on the business front there. i think the big worry or business is when we return to balance, so the government has -- the big worry for business is when we returned to balance, so the government has said expectations are on track, but there are a lot of questions about that, so that would be a big one for business. five years is not much time. danielle: and a lot happens with a return to balance. were 1.4% growth this year, fairly conservative, but a take increase next year. some of that should come from the budget. they said they
