regulation, businesses need time -- david: right now businesses are wondering how much capital they spent. instead of putting their capital in stock buybacks which didn't ad any jobs. -- that didn't add any jobs. they might want to invest in new factories or something that does create jobs. so they have to know in advance, don't they? >> 100%. the highest and best use of their capital was to buy back their own stock instead opening factories and bringing in jobs. keep in minds the previous administration piled on $10 trillion to our debt and that's crippling to our country. the only way out of that debt is economic growth, and this is the path to do so. >> steve, the thing is, these financial sceements actually added to the debt load of a lot of companies. they would use that money to buy back the stock instead investing in the companies. that's what we mean by real economic change. >> david, you nailed it. the problem with the american economy has been we haven't seen businesses reinvest their profits in the companies the way they normally do. and that's one of the reasons wages have been flat and employment has been so weak. >> we haven't begun to talk
