supervisor david chiu is being modest. it is actually his idea, modeling our program after the irs watchdog model out there. it really empower citizens to help the city do a better job of collecting property taxes that were not known to us. we have had, over the last five years, 66 reported incidents. most have been ruled out, -- 62 -- because we had knowledge of the transactions in office. however, we had two cases, one, a fairly on in the program's early history, that brought in over a million dollars in back taxes. that does not even account for the future taxes after the reassessment. so you are looking at a program with just the rich -- two reports that have brought in over $1 million of back taxes. this should also be noted. no additional city staff was hired. staffing was absorbed by my office and the comptroller's office. we have a couple of modifications. the program has been running for five years. we want to reduce the report. we want to make it 10% of the reward. 10% of the taxes that were actually brought in,

we have been joined by president david chiu. he has a few questions, but let me ask you to clarify. part of the line of questioning that supervisor mirkarimi put forward has a lot to do with making sure we are exploiting what this grant is about. you alluded to the fact that there were three separate pots of technology monday that we went after, and this is only one piece of the news we have received so far. out of the three different categories of grants that we have applied for to expand technology inclusion, we have only received one grant so far from rf funds. with the money that you did receive, it looks like it is primarily aimed at trying to get to seniors as well as low income individuals that have traditionally been not as connected, correct? >> correct. youth and low income populations as well. supervisor chu: and that the department is planning to administer this grant, sounds like they are partners with nonprofit organizations in the community in order to reach out to the seniors, low-income youth, to broaden access, correct? >> correct. and scheck could you explain that

you have people like bevan dufty, david chiu, even john avalon's common john campos, and ross mirkarimi, all had indicated an interest. so you have people on the board who want to run for mayor. do they go for the caretaker mayor, or do they put those interests aside and best themselves with a politician that has a good chance of being elected? with that dilemma in front of them, we saw what happened. they could not put their egos aside. they generally would with the caretaker mayor. that person would pose no threat of running against them. >> when the board met next week on november 23, the clerk of the board proposed a process for nomination for mayor, which the board debated, amended, and eventually passed. >> a board member read the nominated may not produce pig in the discussion or vote on the competitor nominees. if the nominee of a board member nominee has been withdrawn, the board member may no longer have a conflict and could return to the room and to dissipate. >> basically, a process that i am proposing is one in which, one, would maximize per dissipation. members of the boar

it's communities are represented by our president of the board of supervisors, david chiu. he would like to say a few words. supervisor chiu: thank you. good morning, everyone. i would like to echo how excited i am about the event we are about to kick off. in particular, i want to talk about the very special neighborhoods that will be included in sunday streets this year. most of you know that the neighborhoods of san francisco are the densest neighborhoods west of the mississippi, and the two neighborhoods being added to sunday streets today, north beach and chinatown, are the densest neighborhoods within the densest neighborhoods west of the mississippi. chinatown and north beach are not just the most historic and oldest and some of the most important neighborhoods that we have here in san francisco, but these are neighborhoods that have very little open space, and both north beach and chinatown, we do not have front porches. we do not have backyards. we do not have many places for people to play, for young people to run around, and was on the streets is going to mean for

commissioner david chiu? commissioner chiu: i want to thank commissioner wiener for his comments and could not agree with them more. obviously as we think about muni's finances, we have to be very careful as we move forward that we think about how are we going to invest in our public transit system really for the next century in a way that will give access to everyone in the city, no matter where you live in the downtown corridor, whether you live close to transit or not. i do think, though, that the central subway project is at the heart of moving our transit vision forward, as was stated by one of our speakers. this is a project that has been in the works for several decades. certainly after the [dog barking] the he could embarcadero dareo freeway project came down. we have something that we can leverage federal dollars for every dollar we invest in it. we have to take advantage of the dedication we have had with our federal officials to get these resources to san francisco. with that being said, i am happy

commissioner campos: commissioner david chiu? commissioner chiu: i definitely appreciate the point about potentially the need for legislation. if one of the challenges is thinking about city-wide legislation, if we could think about things that are more targeted within certain neighborhoods, certain areas, there would be a number of us willing to experiment with pilots, targeted legislation, so we do not need to have a city- wide conversation about what makes sense. i would be interested in understanding the results of your research, best national and international practices. i have got to think there are some cities that have tackled this with techniques that we have not considered. who is the point person on pedestrian safety issues in the mta? >> the key person would be myself right now, as the deputy of planning. two project managers working on these issues. we have a whole team working on the different modes. commissioner chiu: to the point that was made earlier in the presentation, the fact that there are so many different a
