so, what we have -- so, supervisor david chiu started out with the hra. the mayor introduced as legislation which have the 18 months, the business community came together and said they were fine with 18 months. but now the accrual period is 24 months. it is not cash, it is a cruel -- accrual. the policy committee and other small business leaders, they did a recommendation to make sure that we and the january problem. this is one of the reasons of the importance of having the legislation passed and be enacted into law before the end of the year to demonstrate we were very serious about making sure that our employees, the businesses had access. we recommended that on january 1, 2012, what the balance is in the military account. those months will be attributed to the 24 month rolling time frame. does that make sense? then, it does require that the amount collected for the surcharge, if it is no kid -- noted as health care expenditures, those are spent on health care expenditures. so if more money is collected than is expanded, the business will be required t

we had leah and for almost nine months in amsterdam and chairman david chiu and others for a week. and there is such great organization here and there are so many ideas. there are so many professional little here already about bike infrastructure and the future of biking. but it will come down to implementation and it's perhaps a bit like riding the wiggle. you have to push hard and hopefully we might be a sort of additional support, a sort of small electricity motor for you to push your -- up that hill. and it will come down to implementation and leadership and it's great to have a sort of down to earth approach during these two days. working in teams on i think three important places in town. market, mid market. there's a lot going on. last week we had people from one of the biggest and the greatest argument tech yurl firms in the world, the colehouse firm here in san francisco. they talked with people from twitter and people in the city about mid market developments and good infrastructure for bikes and tradition is a part of it. i'm so hope that polk street is in it as well. it

my name is catherine and i am from the office of the david chiu who is the supervisor sponsor. as a business honor, and he has been focused on policies and legislation that will streamline the requirements that small businesses have to comply with. the legislation is one part of these efforts. for the past year, we have been working with the tax collector and city attorney and departments on a project to consolidate annual business. it is commonplace for businesses to receive multiple bills for the licenses they hold. this situation is confusing and inefficient. the proposed legislation will enable a consolidated bill to licensees and establishes march as the due date for all fees collected. they have to post the amount of fees on their website. it is not increase any fees. the ordinance up dates as stated licensing provisions in the codes and clarifies the manner that penalties apply to delinquent accounts without changing the amount of the penalty. all of these changes will result in easier compliance and enhanced enforcement for the city. also better management of delinquent

we were prohibited from reading the 14 pages of revisions that were introduced by supervisor david chiu in land use committee that changed the contract. we were not aware of the fact that there is a memo included in the legislation and the memo refers to $50,000 to be given to a project in supervisor carmen chiu's district. it is on muni stationery written by employees, and is a supplemental money. however, nowhere in the documents posted online and did this ever surfaced. that is alarming and disturbing. one of the things i did not mention in my letter, i think an investigation is warranted because i think it is a conflict of interest for that legislation to have been included within the development agreement that the donor of the money tremendously stands to gain hundreds of millions of dollars because it was an improved proposal. i'm a big fan of this and i have been gratified in working with david chiu on this incredible experiment that i think is going to prove very successful. and the great thing about it is that the inertia is coming from residents themselves. they're willing to offer up very positive way their own spaces they have been competing for every single night to be able to use car sharing as a philosophy. i think that will come into very good practice, as has been with our own city fleet. i want to congratulate david for working with city government and all of the agencies here and also with city car share to have a great partner in doing this. >> thank you, mayor lee, and thank you for a way in mentioning my marital status in a way that will stress out my mother. i also want to echo one thing mayor lee just said, for folks who have to own cars in san francisco, they may ask what is the benefit of on street car sharing for them. for every car we put on the street, we are taking every car off the street. we're making it easier for everyone to find parking spaces. i also want to mention in the past co
